INTRODbCTION The legal development of Taiwan' in the twentieth century reflects the complex legacy of "one land with two national flags." A government imposed by Japan ruled Taiwan for the first half of the twentieth century (1895-1945), followed by a government originating in China (the Chinese mainland) in the second half of the century (1945-2000). The people who came from Japan or Republican China became the leading class in Taiwan. Accordingly, these two regimes were regarded by the native inhabitants as foreign rulers.2 Taiwan's legal institutions underwent a radical change on the eve of the twentieth century. -

China has surprised so many — both its own leaders and people as well as foreign observers, including your humble professor — more often than most of them care to remember. So its recent history poses a profound set of puzzles. The Chinese Communist Party and its government, the People's Republic of China, comprise the largest surviving Communist Party-run state in the world, one of only a handful of any size. It is a rather unlikely survivor. Between 1949 and 1976, it presided over perhaps the most tempestuous of the world's state socialisms. Nowhere — not in Eastern Europe, the USSR, Cuba, Vietnam or North Korea — did anything occur like the Great Leap Forward, when the country tried to jump headlong into communism, or the Cultural Revolution, when some leaders of the socialist state called on the people Page 2 to rise up against the socialist state's own bureaucracy. Indeed, the Cultural Revolution brought China to the brink of civil war. The radical policies of the Maoist period were extremely innovative and iconoclastic, and they accomplished a great deal; but they also severely undermined the foundations of Chinese state socialism. -

Chinese Foreign Relation Strategies Under Mao and Deng: A Systematic and Comparative Analysis JOSEPH YU-SHEK CHENG AND FRANKLIN WANKUN ZHANG During the past half-century, Chinas foreign relations strategies evolved in an uneven way. Undeniably, both Mao Zedong and Deng Xiaoping made significant impact on the evolution of Chinas foreign relations strategy and established their own models in their respective eras in effect dividing the history of Chinese foreign policy into two. In the shadow of the Cold War, Chinese foreign relations shifted between the United States and the Soviet Union as the future superpower struggled to safeguard national security, guarantee sovereignty and territorial integrity and enhance its international status under Mao. In the last two decades Chinese foreign relations strategies were less geared towards survival and security as Deng presided over the pursuit of the Four Modernizations and the establishment of a new international political and economic order in a framework of peace and non-alliance. As its impact on the shaping of world affairs grows, China's foreign relations strategies will continue to evolve in the next century when it becomes truly capable of an "overthrow of the planetary balance". The 20th century has witnessed Chinas rise from a weak, economically backward country to an important actor in the international system. From the founding of the Peoples Republic of China (PRC). In 1949, Mao Zedong attempted to break the bipolar system and make China an independent and important strategic power. The reform and opening to the outside world policy program, also known as China's second revolution,1 initiated by Deng Xiaoping in late 1978, laid the foundation for Chinas spectacular economic growth and enabled it to become an effective actor in the international system. -

Who Gets Promoted and Why? Understanding Power and Persuasion in China’s Cadre Evaluation System Zhen Wang Department of Political Science Middle Tennessee State University Prepared for Delivery at the 2013 Annual Meeting of the American Association for Chinese Studies October 11-13, 2013 New Brunswick, New Jersey 1 Introduction The worldwide speculations that took place before China’s leadership change in 2012 suggest an uncomfortable fact that we know very little about how China’s political personnel system actually works. The authoritarian state is surely to blame for intentionally making the process secretive. But as political scientists, how do we move beyond guesswork and start making better sense of the system? What are the criteria that the Communist Party uses to promote or demote its officials? How are these criteria implemented? And what are the power mechanisms involved in the implementation process? A small group of political scientists have striven to make sense of this murky but highly important subject by examining either the Nomenklatura system at the central level or the Cadre Evaluation System (CES) at the level of sub- national governments. This paper seeks to contribute to this cause of a better understanding of the Communist Party’s personnel management system by further investigating the CES – a personnel management system that assesses the performance of leading local officials from the provincial down to the lowest local level. Based on six months of fieldwork combing interviews with archival research, I argue that China’s cadre evaluation system consists of two intrinsic power mechanisms – top-down control and local autonomy, and that there is more bargaining and negotiation involved in the cadre evaluation process than often assumed. -

The Rise and Fall of the Taiwan independence Policy: Power Shift, Domestic Constraints, and Sovereignty Assertiveness (1988-2010) Abstract How to explain the rise and fall of the Taiwan independence policy? As the Taiwan Strait is still the only conceivable scenario where a major power war can break out and Taiwan's words and deeds can significantly affect the prospect of a cross-strait military conflict, ot answer this question is not just a scholarly inquiry. I define the aiwanT independence policy as internal political moves by the Taiwanese government to establish Taiwan as a separate and sovereign political entity on the world stage. Although two existing prevailing explanations--electoral politics and shifting identity--have some merits, they are inadequate to explain policy change over the past twenty years. Instead, I argue that there is strategic rationale for Taiwan to assert a separate sovereignty. Sovereignty assertions are attempts to substitute normative power--the international consensus on the sanctity of sovereignty--for a shortfall in military- economic-diplomatic assets. -

China’s Fear of Contagion China’s Fear of M.E. Sarotte Contagion Tiananmen Square and the Power of the European Example For the leaders of the Chinese Communist Party (CCP), erasing the memory of the June 4, 1989, Tiananmen Square massacre remains a full-time job. The party aggressively monitors and restricts media and internet commentary about the event. As Sinologist Jean-Philippe Béja has put it, during the last two decades it has not been possible “even so much as to mention the conjoined Chinese characters for 6 and 4” in web searches, so dissident postings refer instead to the imagi- nary date of May 35.1 Party censors make it “inconceivable for scholars to ac- cess Chinese archival sources” on Tiananmen, according to historian Chen Jian, and do not permit schoolchildren to study the topic; 1989 remains a “‘for- bidden zone’ in the press, scholarship, and classroom teaching.”2 The party still detains some of those who took part in the protest and does not allow oth- ers to leave the country.3 And every June 4, the CCP seeks to prevent any form of remembrance with detentions and a show of force by the pervasive Chinese security apparatus. The result, according to expert Perry Link, is that in to- M.E.
