Speech of Ms Teresa Cheng, SC Secretary for Justice Hungary National Day Reception 6 November 2019 (Wednesday) Consul General (Dr Pál Kertész), ladies and gentlemen, Good evening. It’s my pleasure to join you all this evening to celebrate the National Day of Hungary. On behalf of the Government of the Hong Kong Special Administrative Region, may I extend to you, Consul General, and the people of Hungary, our warmest congratulations on your Day of Freedom. Hungary’s Rapid Growth 2. Hungary today is one of the European Union’s leading economies in GDP growth. The Hungarian Government’s commendable efforts in driving its growth momentum are internationally recognised. International Monetary Fund recently commented last month that “Hungary’s growth has continued to exceed expectations” and that “its economy is now running above capacity”. Ties between Hungary and China 3. As mentioned by the Consul General earlier, this year marks the 70th anniversary of diplomatic ties between Hungary and China. With President Xi visiting Hungary last November and Hungarian Prime Minister Orban visiting Mainland China this April, the bilateral relations between the two nations will grow stronger and create limitless opportunities for businesses and people of both sides. 4. Indeed, Hungary has been a frontrunner in our national Belt and Road Initiative, being the first European country to sign a relevant Memorandum of Understanding 2 in 2015. Followed by the upgrade of Hungary-China relations to a comprehensive strategic partnership in 2017, the bonds between the two countries are envisaged to grow closer and closer on various fronts. Abstract This paper examines the recent backlash against gay rights in Poland and Latvia as a test case of the depth and breadth of ‘europeanization’ in the new postcommunist member-states of the European Union (EU). We argue that antigay mobilization in these countries constitutes illiberal governance (and thus a failure of europeanization) on three grounds: failure of institutional protections for sexual minorities, broad inclusion of illiberal elites in mainstream politics and virulence of antigay rhetoric by political elites in the public sphere. To explain the stalled europeanization of nondiscrimination norms regarding sexual minorities, we apply two analytical models widely used to explain successful norm adoption in other policy areas: the ‘external incentives’ and ‘social learning’ models. We find that in the case of gay rights, EU conditionality was weak, and national identity and ‘resonance’ operated against norm adoption, as did domestic institutions (namely, weakly institutionalized party systems). The EU might have overcome these obstacles through persuasion, but deliberative processes were lacking. Our analysis suggests that some of the key factors underlying both models of norm adoption operate differently in the new, postaccession context, and that social learning is likely to play a greater role in postaccession europeanization. REFERENDUM IN ROMANIA 29th July 2012 European Elections monitor Romanian President Traian Basescu avoids impeachment once again Corinne Deloy Five years after 17th April 2007, when the first referendum on his impeachment as head of State took place, Traian Basescu, President of the Republic of Romania again emerged victorious in the Results battle that opposed him, this time round, against Prime Minister Victor Ponta (Social Democratic Party, PSD). A majority of Romanians who were called to vote for or against the impeachment of the Head of Sate indeed stayed away from the ballot boxes on 29th July. Only 46.13% of them turned out to vote whilst turn out of at least half of those registered was necessary for the consultation to be deemed valid. The government made an attempt to abolish this threshold that has been part of the electoral law since 2010, before being reprimanded by the European Commission and other Western leaderships. Victor Ponta did do everything he could however to achieve the minimum turnout threshold by leaving the polling stations open for four hours more than is the custom (7am to 11pm) and by opening fifty other stations in hotels and restaurants on the shores of the Black Sea where some Romanians spend their holidays. “The Romanians have rejected the coup d’Etat “Whatever the final turnout is no politician can deny launched by the 256 MPs and led by Prime Minister the will of millions of voters without cutting himself Victor Ponta and interim President Crin Antonescu. Journal of Identity and Migration Studies Volume 13, number 1, 2019 FOCUS: MANAGING REFUGEES' STITUATION Romania's Approach to Managing the Refugees’ Situation Andreea Florentina NICOLESCU Abstract. In the context of the crisis of refugees and sharing the responsibility of receiving refugees in the member states as a result of the wave of refugees which arrived in Europe, Romania is one of the countries which confronted with the reception of refugees on its territory. The main objective of this research is to identify the capacity of Romania to grant asylum and to integrate refugees in the Romanian society. The article is structured in 3 parts, in which it is presented the situation of refugees in Romania. In the first part of the article it is analyzed the flow of refugees who arrived in Romania and requested protection from the Romanian state between 2008 and 2018. This analysis presents the characteristics of the asylum applicants who handed in an application of humanitarian protection in Romania. The second part of the research displays the reality from the accommodation centers from Romania, as well as the possibility of extending the capacity for these in case of crisis situation. The final part of the study exposes the measures adopted by Romania regarding the integration of the refugees through the programs applied with the help of Asylum, Migration and Integration Fund (FAMI). Area scholars ex- plain this divide by labor weakness caused by the ideological legacy of communism, and do not problema- tize the impact of transnational capital. In contrast, this essay argues that the reason why the European so- cial model has not traveled to the East is that its socio-economic foundations, the industrial building blocks of the historical compromise between capital and labor, have not traveled either. In the West, the compro- mise had been rooted in capital-intensive consumer durables industries, such as car-manufacturing, and their suppliers. These sectors brought together organized and vocal labor with businesses willing to accom- modate workers’ demands, because for them labor had been less a problem as a cost-factor and more im- portant as factor of demand. However, the main driving force of the eastward expansion of European capi- tal has been the relocation of labor-intensive activities where business relies on sweating masses of work- ers, whose importance as consumers is marginal, and who are weak in the workplace and the marketplace.
