The boarding points are in Cardiff Bay Inner Harbour, from the Lower Boardwalk or Bute Park near Cardiff Castle/Pettigrew Tea Rooms. We offer an hourly water taxi service between the two points or a relaxing hour long cruise from either boarding point, with a fascinating commentary on the history and sights along the route. 1 Rebels As Local Leaders?
Rebels as local leaders? The Mayoralties of Ken Livingstone and Boris Johnson Compared Ben Worthy Mark Bennister The Mayoralty of London offers a powerful electoral platform but weak powers to lead a city regarded as ‘ungovernable’ (Travers 2004). This paper adapts the criteria of Hambleton and Sweeting (2004) to look at the first two Mayors’ mandate and vision, style of leadership and policies. Ken Livingstone and Boris Johnson were both party rebels, mavericks and skilled media operators. However, their differences are key. As mayor, Livingstone had a powerful vision that translated into a set of clear policy aims while Johnson had a weaker more cautious approach shaped by his desire for higher office. Livingstone built coalitions but proved divisive whereas Johnson was remarkably popular. While Livingstone bought experience and skill, Johnson delegated detail to others. Both their mayoralties courted controversy and faced charges of corruption and cronyism. Both mayors used publicity to make up for weak powers. They also found themselves pushed by their powers towards transport and planning while struggling with deeper issues such as housing. In policy terms Livingstone pushed ahead with the radical congestion charge and a series of symbolic policies. Johnson was far more modest, championing cycling and revelling in the 2012 Olympics while avoiding difficult decisions. The two mayors used their office to negotiate but also challenge central government. Livingstone’s Mayoralty was a platform for personalised change-Johnson’s one for personal ambition. Directly Elected Mayors were introduced to provide local leadership, accountability and vision to UK local government. Beginning under New Labour and continued under the Coalition and Conservatives, directly elected mayors were offered initially by referendum, and later imposed, up and down the country beginning with London 2000 and then in 16 cities and towns including Bristol and Liverpool. -

The conference theme is ‘The Party’s Over?’; are the assumptions that have underpinned political life and political analysis sustainable? This subject will most certainly be explored during our Plenary Session ‘Leveson and the Future of Political Journalism’, a debate that has enormous ramifications for the future of UK politics. We will bring together some of the most passionate and eloquent voices on this topic; Chris Bryant MP, Trevor Kavanagh, Mick Hume and Professor Brian Cathcart. Restoring the ‘Mam’: Archives, Access and Research into Women’s Pasts in Wales MANDI O’NEILL The history of Welsh people has often been camouflaged in British history yet women have been rendered inconspicuous within their own Welsh history.1 t has been suggested that ‘Welsh women are culturally invisible’2 in a country which has had a predominantly male workforce in its modern history which resulted in a strong cultural identity around I 3 rugby and male voice choirs which excluded women. Welsh women were strongly identified with the domestic sphere and have been represented as a sort of nostalgic, idealised mother: the ‘mam’, the matriarch of the home, waging a constant battle, often in the face of economic deprivation, to keep her home and family clean and well-fed, often at the expense of her own health. ‘Cleanliness is next to godliness’, Public History Review Vol 18 (2011): 47–64 © UTSePress and the author Public History Review | O’Neill could have been her mantra: her reputation – which was all-important – was one of hard work, thrift and piety. Rarely, if ever, working outside the home, social activities revolved around the chapel. Pubs and politics were for the men.4 Government statistics have tended to reinforce the somewhat homogenous, domestic view of Welsh women. In the mid interwar period, only twenty-one percent of women in Wales were recorded as economically active5 although oral history interviews reveal that women did take on additional work, often in the home, to supplement family income.6 While the idealised ‘mam’ is rooted firmly in the coalmining communities of the South Wales Valleys, there were plenty of women in urban areas such as Cardiff and Swansea and large parts of rural Wales who did not conform to this image.
