Parish Council’s Newsletter Covering the parish wards of Barrs Court, Cadbury Heath, , Orchard, and Wraxall NEWSLETTER NO. 41 ~ SPRING 2015 CHAIRMAN’S MESSAGE Welcome to hopefully an early spring and the latest newsletter. We are only just into 2015 but is has been a positive start to the year for the parish!

Hopefully you will be aware of and have received our pamphlet for the new and exciting Youth Academy project for young people in our parish and surrounding areas. From 17 March 2015, the Youth Academy will be running from The Batch (the new building in Coronation Park) on Tuesdays and Wednesdays. For more information please contact the Clerk. I should like to thank my fellow Councillors, the Parish Development Specialist, Steve Skidmore and the Clerk for bringing this project together.

Your Parish Councillors have voted in favour of not raising the parish precept for 2015/16. Services bought back from South Gloucs Council (eg grass cutting, flower beds, dog bins and the upkeep of our green spaces) along with additional youth provision and other services will have to be met by Oldland Parish Council from its own reserves.

Finally: a mention of the elections on 7 May 2015. We, as Councillors, live and work in Oldland Parish and your concerns are our concerns. We are aware as Councillors that occasionally we cannot please all parishioners, all the time, but we are here as your voice and believe that we act in the best interests of Oldland Parish and its parishioners. Please take the trouble to vote at the parish elections, to ensure that the make-up of the Council truly represents the feeling of parishioners.

COMMUNITY DOORSTEP CONTROL ZONES The Parish Council has been rolling out a programme to reduce the impact of cold calling in our community. It is hoped to make the whole parish, a no cold calling area. If you have been delivered a pack, please display your window sticker as this is the marker to cold callers that you don’t want their call! If you have not yet been delivered a pack, we hope to get one out to you soon. If you are particularly troubled by cold callers please contact the Clerk who can supply you with a ‘scamwise’ sticker for the time being. Can you spare two hours a week during daylight hours? If so, you can help Oldland Parish Council to reduce the number of inconsiderate drivers and reduce speed on our roads. The Oldland Community Speed Watch needs to strengthen its team. The aim of Neighbourhood Watch is to bring neighbours together to create strong, friendly, active communities where crime and anti-social behaviour are less likely to happen. It can reduce the fear of crime, especially amongst the more vulnerable and elderly in our communities.

Each scheme is led by a co-ordinator, to whom the police will feed important information to be passed onto the residents in their preferred way ie, email, word of mouth.

Leading a Neighbourhood Watch need not be time consuming and most co-ordinators would say that it is a rewarding job.

The benefits of Neighbourhood Watch:-

It shows that members of the community are looking out for each other. It keeps you up to date with what’s going on in your area. Working closely with the Police, helps to prevent and reduce crime. You are less likely to be a victim of crime (this can often be reflected in your home insurance)

Fact: 1 in 10 people don’t know their neighbours, don’t be the 1 in 10!

The new Batch community centre is springing to life, with events lined up including an art course starting soon.

Banjo Island Community and Sports Association (BICSA) this week moved into the new £2m centre from their temporary home at the old youth club next door. The new centre has a café, bar, large hall and several rooms and will become the hub of the community for activities, functions and events. Coffee mornings for the over-50s run five days a week from 9am until 11am and there is a jobs club and digital project on Tuesdays from 10am when people can learn basic online skills for free.

Art classes have started at the new building and will run on Tuesdays at 1.30pm. The cost will be £5 per session, which includes all materials, and there will be some outings to galleries.

The official opening of The Batch will be held in the Spring but rooms are available to hire now. Three have been named after prominent local people; the Calway Room is named after local Councillor John Calway, who played a big role in securing the project; the Lear Room is named after the local family who gave land for community use and the Lovell Room is named after scientist Sir Bernard Lovell, who was born in nearby Oldland Common.

The Parish Council has been supporting parishioners in the mat- ter of the loss of the 533 Service and the inadequacy of the alter- native 17 Service as a means of getting from the Oldland Parish Council area to Southmead Hospital.

The Parish Council has received advice from the Clinical Com- missioning Group regarding other means available to get to Southmead Hospital:

1. Patient Advice Liaison Service hears concerns and com- plaints and is a useful mechanism for parishioners to register their views on line: https://www.uclh.nhs.uk/PandV/Helpandsup- port/PALS/Pages/Home.aspx 2. GP’s can refer particular patients (based upon clinical need) for special transport. This will need to be taken up on an individual basis with a patient’s GP. 3. Kingswood Community Transport operates a hospital shut- tle service with details available on request: http://www.kings- woodct.org.uk/kingswood-community-transport-south-gloucester- shire-dial-a-ride-dial-and-ride.html or telephone 0117 9616016.

These options do not address the loss of the 533 Service but may assist in getting parishioners to Southmead Hospital.

PARISH IN BLOOM 2015 Each year the Parish Council holds a competition to recognise gardens that brighten our community. The categories are as follows: WALLED GARDEN - CONTAINER - OPEN PLAN - SMALL GARDEN - COMMUNITY GARDEN - ALLOTMENT - LANDSCAPED GARDEN Judges tour the Parish during the first week in July but are happy to take recommendations for gardens that have already been noticed. Local charity Home-Start Bristol is celebrating as it has just been awarded £145,000 by the Big Lottery to support families with young children. This 5 year grant will fund a new project called ‘Families on the Edge’ focussing on the areas bordering Bristol and South Gloucestershire.The charity, which trains volunteers to provide this vital service, sees the new grant as a great endorsement of their existing work.A previous grant from Big Lottery already funds work in the City of Bristol.

Home-Start’s work has been a lifeline for many. As many studies suggest, the early years of a child’s life are crucially important which is why Home-Start Bris- tol’s ethos is to focus on working with young children and their families in these formative years. The charity’s network of volunteer parents and grandparents give 2-3 hours a week to support and offer friendship to families so that children have a much better chance of reaching their potential in later life.

One of the fathers helped by a Home-Start Bristol volunteer said: ‘Having our vol- unteer come into our home was very important. Although it was only for a short period of time, it was perfect timing. When I was physically strained, emotionally drained – you guys were there!When my wife is fully recovered I hope someday I can do the same and give something back. Thank you so much!’

Another parent said, ‘The support came when I needed it most and it did help a lot…our volunteer was an amazing person, very friendly and helpful. It was a cor- dial relationship. She was approachable and easy going, not a stranger.’ Home-Start Bristol is now recruiting new volunteers to enable them to begin the new project in 2015 and continue to help families in all parts of Bristol.

There are great rewards to be reaped from volunteering – training, the chance to meet new people and, above all, the satisfaction of knowing that you have made a difference.
