DATE: October 28, 2020 SUBJECT: Stormwater Peer Review for Pine Brook Court Introduction and Purpose Weston & Sampson Engineers, Inc. (Weston & Sampson) was requested by the Town of Seekonk (the Town) to provide a peer review of stormwater management proposed as part of the Pine Brook Court Definitive Plan. Pine Brook Court (also known as “Pine Brook Estates”) is a development proposed in the vicinity of 224 and 250 Arcade Avenue. We understand that stormwater from Pine Brook Court will discharge to the Runnins River, is on the Massachusetts and Rhode Island lists of impaired waters (US Clean Water Act, section 303(d) lists) for multiple pollutants related to stormwater, including pathogens, biodiversity impacts, hypoxia, and metals. This memorandum summarizes the results of our review. This peer review is prepared pursuant to our October 8, 2020 contract and proposal with the Town. Some of the materials that we reviewed to prepare this letter report were provided to us by the Town and include the following: • Definitive Subdivision Plan of Pine Brook Court (September 24, 2020) • Stormwater Management Narrative for “Pine Brook Estates” (August 25, 2020) • Order of Resource Area Delineation (SE69-0899) • Decision on “Horton Property” Preliminary Subdivision (June 9, 2020) • Environmental Impact Statement for Pine Brook Estates (October 8, 2020) Overview of the Proposed Project As described in the Environmental Impact Statement for Pine Brook Estates (EIS), Pine Brook Estates Subdivision is proposed to be located on the east side of Arcade Ave in Seekonk, situated north of the intersection of Ledge Road and east of Marsden Street. -

2016 Parameter Data: pH River, Brook and Tributary Sites The standard measurement of acidity is pH. A pH of less than 7 is acidic; above pH 7 is alkaline, also known by the term “basic.” The pH measurement is a logarithmic measurement, which means that each unit decrease in pH equals a ten-fold increase in acidity. In other words, pH 5 water is ten times more acidic than pH 6 water. Aquatic organisms need the pH of their water body to be within a certain range for optimal growth and survival. ' Wakefield, Rhode Island 02880 ~~ -- -—.___ J Dear Mr. Alfred: The Department of Environmental Management recently received a draft report summarizing water quality investigations in the Saugatucket River conducted by Dr. Raymond Wright of the University of Rhode Island's Department of Civil and Environmental Engineering. A copy of Dr. Wright's report is attached for your information. The document is presently in draft form and is being reviewed by DEM's Office of Water Resources staff. Dr. Wright's work was conducted to assess impairments of water quality along the river and its tributaries and to allow estimates of impacts on Point Judith Pond. Three water bodies in the Saugatucket watershed are included on the State's current list of impaired waters (also known as the 303(d) list): Mitchell Brook, Saugatucket River, and Saugatucket Pond. These water bodies, as you know, respectively flow through, form the eastern border, and are immediately downstream of the former landfill site. It is our concern that each of these three water body impairments is attributable to influences from the landfill. Chapter 10 of Dr. Wright's study associates the site with a significant increase in ammonia concentrations in the main stem of the Saugatucket River. The federal Clean Water Act requires that the cause and source of water quality impairment and actions to restore water quality be identified, in an analysis known as a Total Maximum Daily Load (TMDL), for all water bodies listed on the state's 303(d) list. -

PaddleRI was sponsored by the RI Blueways Alliance but the individual trips were organized and hosted by local organizations – watershed councils, Save the Bay and local conservation commissions. The celebration would not have been possible without their enthusiastic participation. The RI Blueways Alliance mission is to develop a water trail network linking Rhode Island’s rivers, lakes and ponds to Narragansett Bay and to use the trail to promote safety, conservation, recreation and economic development. PaddleRI 2008 celebrated the network of paddling opportunities that make up our water trail network. We would like to thank our sponsors -- the New England Grassroots Environmental Fund, the RI Resource Conservation & Development Area Council and the Rhode Island Foundation. Salt Ponds Spring Paddle - Ninigret Pond Saturday, May 31: The Salt Ponds Coalition’s trip was planned for May 31, but the paddle was postponed due to weather. On June 1, about 30 paddlers arrived at the US Fish & Wildlife kayak launch accessed through Ninigret Park at 8:30am with plans to get underway by 9:00am. But Mother Nature had other plans…. The fog was so thick that you couldn’t see where to paddle. Paddlers waited, listening to presentations by the US Fish & Wildlife Service and the Salt Pond’s Coalition’s Art Ganz, hoping for better conditions. -
