The Planning Inspectorate NOTICE OF PROPOSAL TO MODIFY DEFINITIVE MAP ORDER WILDLIFE AND COUNTRYSIDE ACT 1981 Notice is hereby given pursuant to paragraph 8(2) of Schedule 15 to the Wildlife and Countryside Act 1981 that the Inspector appointed by the Secretary of State for Environment, Food and Rural Affairs to determine the Lincolnshire County Council (Colsterworth Public Footpath Nos 14 & 1114 and Gunby & Stainby Public Footpath Nos 1 & 1114) Definitive Map Modification Order 2015 proposes to modify the Order by providing for the following modifications: In the title of the Order, delete ‘Nos’ and insert ‘No’. Delete ‘& 1114’. In the preamble to the Order, delete ‘53(3)(c)(i) of the Act… and also Section’. In the preamble to the Order, delete ‘53(3)(c)(i) of the Act… and also Section’. In paragraph 2 of the Order, delete ‘Schedules’ and insert ‘Schedule’ in its place. In paragraph 3 of the Order, delete ‘Nos’ and insert ‘No’. Delete ‘& 1114’. Delete the whole of Schedule 1. Delete the ‘2’ in the heading ‘Schedule 2’. In part 1 of the Schedule, in the description of Footpath No. 1, delete ‘The path continues on the western side of Skillington Road… where it meets the Buckminster parish boundary at SK 8890 2318.’ Delete ‘2568’ and insert ‘530’ in its place. Delete ‘and D-E on attached drawing number 2014/015/DMMO/A4’ In part 2 of the Schedule, add ‘delete the entry ’before ‘Buckminster – Woolsthorpe’, and add ‘insert “Buckminster – Skillington Road”’. Delete the first Order plan (drawing no. 2014/015/DMMO/259/A4). A copy of the Order as submitted and a copy of the Order showing the proposed modification together with the Inspector's Order decision dated 07 July 2016 have been deposited at Lincolnshire County Council, c/o Legal Services Lincolnshire, 45-49 Newland, Lincoln, LN1 1YS and also at the offices of South Kesteven District Council, The Guildhall, St Peter’s Hill, Grantham, Lincs, NG31 6PZ and may be inspected free of charge during normal working hours. A road closure is required on Saxby Road, Melton Mowbray between 30mph speed restriction to the junction of Brook Lane, Melton Mowbray on the 11th March 2019 from 20.00 to 05.00 The Temporary Traffic Regulation Order will be implemented for public safety for Leicestershire County Council to undertake highway maintenance. The permission also limited the capacity of the site to no more than 1000 cubic metres of composting material at anyone time. The finished compost product is ultimately spread on land within the applicant’s ownership. 3. The operators are now seeking permission to extend the current site and to retain the site, as extended, on a permanent basis. Location of Proposed Development 4. The village of Sproxton is located in the eastern part of Melton District, approximately 11km east northeast of Melton Mowbray. The B676 Melton Mowbray to Colsterworth road runs 2km south of the village.

BIRCH - APPLICATION FOR THE COMPOSTING OF GREEN WASTE – BEECH TREE FARM, SPROXTON (MELTON BOROUGH) 2005/0566/06 - 20 th June 2005 Background 1. This proposal was considered at the Board meeting on 15 th December 2005 when it resolved to defer a decision, so that Members could undertake a site visit. That visit will take place on 17 th January and the outcome will be reported separately at the Board meeting. 2. The application relates to the composting on farmland of green waste and other wastes collected from various sources. The County Council was first approached in September 2004 by a company called Land Network International, which promotes so-called “deep clamp” composting sites. These use static piles as opposed to the more conventional windrow composting. The proposed operation would be the first “deep clamp” composting site within Leicestershire. Officers advised Land Network International that the proposal would constitute a material change of use and would therefore require planning permission. Location of Proposed Development 3. The village of Sproxton is located in the eastern part of Melton District, approximately 11km east northeast of Melton Mowbray. The B676 Melton Mowbray to Colsterworth road runs 2km south of the village. 4. The application site is located in a field to the south of the village, adjacent to the Sproxton to Buckminster Road at its junction with a smaller unclassified road leading south towards Coston and the B676. 5. The site is set in open, gently rolling landscape with extensive views mainly to the east, south and west.
