(AQO 610/11-15) Mr P Robinson and Mr M McGuinness (The First Minister and deputy First Minister): A public appointment process to select a chairperson and up to six members for the Maze/Long Kesh Development Corporation is under way. We cannot comment in detail about the process, as it is ongoing. The regeneration of the site has the potential to act as a social and economic generator, in line with our commitment to maximise the economic, historical and reconciliation potential of the Maze/Long Kesh site. Initial development of the two anchor projects will provide a catalyst to attract further investment and, we hope, thousands of jobs. Cost of Answering Assembly Questions Mr F McCann asked the First Minister and deputy First Minister for an estimate of the average cost to their Department to respond to written and oral Assembly Questions tabled by Jim Allister MLA, since May 2011. (AQW 4663/11-15) Mr P Robinson and Mr M McGuinness: OFMDFM does not currently estimate the cost of answering Assembly Questions, but we are investigating the possibility of doing so. Fuel Allowance Payment Mr Elliott asked the First Minister and deputy First Minister to detail (i) the rationale used to determine eligibility for the one-off fuel allowance payment; (ii) whether consideration was given to families with disabled children; and (iii) why these families are not eligible. (AQW 5859/11-15) Mr P Robinson and Mr M McGuinness: The Social Protection Fund was established by the Executive in March 2011 to mitigate the impact of the financial cuts on the most vulnerable in our society. Acknowledging that exceptional circumstances existed in relation to vulnerable individuals as a result of the impact of increased household energy costs, including on those who are already likely to experience high levels of fuel poverty, the Executive identified the delivery of a Winter Poverty Payment Scheme as the key priority this year for the Social Protection Fund. When considering who would qualify for the associated payments, we sought to target those individuals and groups who it was felt would be most vulnerable during the cold winter months and, with this in mind, identified those on low income, including older people and individuals on means tested benefits. WA 543 Friday 6 January 2012 Written Answers It was also felt that cancer patients suffer from a particular set of circumstances which meant that they were also deemed as eligible for payment. The Executive is committed to supporting the most vulnerable in our society and to providing assistance to those in greatest need. We will continue to monitor and assess who, and how best to provide support from the Social Protection Fund in the coming years. Winter Fuel Allowance Mr P Ramsey asked the First Minister and deputy First Minister what consideration was given to including people with disabilities in the extension of the Winter Fuel Allowance.     Neutral Citation No: [2019] NICC 17 Ref: Judgment: approved by the Court for handing down (subject to editorial corrections)* Delivered: 04/07/19 ICOS No: 18/115047 IN THE CROWN COURT IN NORTHERN IRELAND R v CHARLES MACARTNEY ________ SENTENCE ________ HIS HONOUR JUDGE MILLER [1] The Defendant stands to be sentenced after entering pleas of Guilty to the following charges: Count 1: Causing the death of Dean Weir by Dangerous Driving; and Count 2: Causing the death of Sandra Weir by Dangerous Driving [2] On 5 February 2019 he was arraigned and pleaded not guilty as charged but guilty to the lesser charges of Causing Death by Careless Driving at Count 1, and to Causing Grievous Bodily Injury by careless driving at Count 2. These pleas were not accepted by the Prosecution and the trial was fixed for 13 March. [3] Mrs. Ievers, on behalf of the Crown accepts that the approach taken by the Defendant at arraignment was to facilitate the compilation of expert reports. Before trial, the defence had also indicated to the prosecution that all of the evidence was agreed, save for the medical and forensic experts. 1 [4] A number of experts were involved for both Prosecution and Defence. Whilst most of the expert assessments had been concluded by the trial date, a short adjournment was sought to resolve minor outstanding issues. [5] On 28th March 2019 the Defendant applied to be re-arraigned in respect of the directed charges. The Prosecution had been notified that such an application was likely and witnesses were not inconvenienced.

(028) 2827 2258 PRESS RELEASE PRESS RELEASE PRESS RELEASE PRESS RELEASE The Eighteenth NORTHERN IRELAND OPEN ACCORDION CHAMPIONSHIPS held in the Belfast Loughshore Hotel Carrickfergus (formerly known as the Clarion) on Saturday 28 February 2015 were another huge success with reaction from spectators and competitors alike being very favourable towards the festival which ran like clockwork in a relaxed and friendly spirit. Organised by Clyde Johnston it is the largest accordion festival held in Northern Ireland and attracted a record 240 entries. The Championships are recognised by the National Accordion Organisation of the United Kingdom as a qualifier for the UK Championships, held later in the year in Liverpool and Clyde was delighted to again welcome competitors from the Chilton School of Music in Co.Cavan and Gerry Kelly’s Accordion School from Co Meath. There were also other entries from Co.Meath, Co.Dublin, Southern England and Glasgow in addition to the local competitors and trade stands by Rolston Accordions and Rob Howard which greatly enhanced the Festival. The adjudicators were Ivan Black, Audrey Gillian and Philip Hammond. They were greatly impressed not only by the high standard of playing but also with the smooth and efficient manner in which the Championships were run.     VIOLENCE AND THE SACRED IN NORTHERN IRELAND Duncan Morrow University of Ulster at Jordanstown For 25 years Northern Ireland has been a society characterized not so much by violence as by an endemic fear of violence. At a purely statistical level the risk of death as a result of political violence in Belfast was always between three and ten times less than the risk of murder in major cities of the United States. Likewise, the risk of death as the result of traffic accidents in Northern Ireland has been, on average, twice as high as the risk of death by political killing (Belfast Telegraph, 23 January 1994). Nevertheless, the tidal flow of fear about political violence, sometimes higher and sometimes lower but always present, has been the consistent fundamental backdrop to public, and often private, life. This preeminence of fear is triggered by past and present circumstances and is projected onto the vision of the future. The experience that disorder is ever close at hand has resulted in an endemic insecurity which gives rise to the increasingly conscious desire for a new order, for scapegoats and for resolution. For a considerable period of time, Northern Ireland has actively sought and made scapegoats but such actions have been ineffective in bringing about the desired resolution to the crisis. They have led instead to a continuous mimetic crisis of both temporal and spatial dimensions. To have lived in Northern Ireland is to have lived in that unresolved crisis. Liberal democracy has provided the universal transcendence of Northern Ireland's political models. Northern Ireland is physically and spiritually close to the heartland of liberal democracy: it is geographically bound by Britain and Ireland, economically linked to Western Europe, and historically tied to emigration to the United States, Canada, and the South Pacific.

These rules provide that any officer in the employment of a local authority who does not participate in the National Insurance Graduated Pension Scheme in due course and who becomes eligible to allocate part of his pension in accordance· with the provisions of the Local Government Superannuation (Allocation of Pension) Rules (Northern Ireland), 1950, will be able to allocate only so much of his pension in favour of a beneficiary as will leave payable to him an amount equivalent at least to that which would be available under the Graduated Pe:p.sion Scheme.
