Americans Should Value, Not Protest, the Police By Charlie Dent COPYRIGHT 2016 Greenhaven Press, a part of Gale, Cengage Learning The beautiful autumn foliage of Pennsylvania's Pocono Mountains served as the backdrop for several weeks of tension and fear during the massive manhunt for survivalist and cop killer Eric Frein. Frein ambushed and killed State Police Corporal Bryon Dickson II and seriously wounded Trooper Alex T. Douglass. Pennsylvanians are still coping with the tragedy, as are the devastated families of the two officers. Perhaps Frein's recent murderous attack is why the horrific December 20th [2014] ambush and assassination of two New York City police officers, Rafael Ramos and Wenjian Liu, has caused many Pennsylvanians' hearts to break for the families of these two public servants, targeted simply because they wore the NYPD [New York City Police Department] uniform. Officer Ramos, a devoted husband and father of two young children, celebrated his 40th birthday earlier this month. Officer Liu, who married two months ago, leaves behind his devastated young wife and parents. The assassination of Officers Ramos and Liu marks a critical moment in this nation's recent discussions on police practices and race relations in the aftermath of the deaths of Michael Brown and Eric Garner. As a nation, how do we make sense of the events, especially since grand juries in Missouri and New York, after reviewing the evidence, declined to indict either of the officers involved? As a father of three, I can't imagine losing a child under any circumstances. Yet, Michael Brown engaged in multiple criminal actions on that fateful day.

What will happen to Pennsylvania's death penalty? http://www.philly.com/philly/news/politics/state/what-will-happen-to-pennsylvanias- death-penalty-20170527.html Sarah Mearhoff, HARRISBURG BUREAU HARRISBURG — Five times a year, Pennsylvania corrections officials meet inside a white block masonry field house on the grounds of the prison near Penn State, and carry out a mock execution. They escort the “inmate” to the execution chamber. They strap that person onto the gurney. And then they simulate injecting a lethal dose of drugs into his body. They perform this drill even though capital punishment in the commonwealth remains indefinitely on hold while government officials await a report, now years in the making, analyzing capital punishment’s history, effectiveness and cost in Pennsylvania. The death sentence imposed last month on Eric Frein, the Poconos survivalist who killed a State Police trooper and injured another in September 2014, has reignited questions – and in some cases, criticism – about why the state has taken so long to decide whether to continue or stop, once and for all, executing criminals. Troopers say Gov. Wolf should sign Frein’s death warrant. For us, it’s all about justice,” said Joe Kovel, president of the Pennsylvania State Troopers Association. “It’s time for the moratorium to be lifted.” And state Sen. Scott Wagner, a York County Republican hoping to unseat the governor next year, has signaled it’s an issue he’ll press on the campaign trail. And state Sen. [J-37-2018] [MO: Todd, J.] IN THE SUPREME COURT OF PENNSYLVANIA EASTERN DISTRICT COMMONWEALTH OF PENNSYLVANIA, : No. 745 CAP : Appellee : Appeal from the Judgment of : Sentence entered on April 27, 2017 in : the Court of Common Pleas, Pike v. : County, Criminal Division at No. CP- : 52-CR-0000019-2015. : ERIC MATTHEW FREIN, : ARGUED: May 17, 2018 : Appellant : CONCURRING AND DISSENTING OPINION JUSTICE WECHT DECIDED: April 26, 2019 I join the learned Majority’s fine opinion in all respects, save for Part III, and save for the Majority’s ultimate disposition denying Eric Frein a new penalty phase hearing. Relying principally upon the general presumption that jurors follow a trial judge’s instructions, the Majority in Part III rejects Frein’s claim that the victim impact evidence presented to the jury violated his constitutional right to due process of law.1 The overwhelming victim impact evidence in this case—some of which was not victim impact evidence at all—exceeded constitutionally permissible limits. In view of the trial court’s error in this regard, this Court is bound as a matter of constitutional law to vacate Frein’s death sentence and to remand the case to the trial court for a new penalty phase. Thus, as to Part III and the Court’s decision not to afford Frein a new sentencing hearing, I respectfully dissent. * * * 1 See Maj. Op. at 35-36. Before delving into the issue of victim impact evidence, I am obliged to address the viability of Frein’s contention that Pennsylvania State Police (“PSP”) personnel violated his constitutional rights when they failed to inform him, before he waived his Miranda2 rights, either: (1) that his parents had retained an attorney to assist him after he was apprehended; or (2) that this attorney arrived at the PSP barracks during the initial stages of the interrogation and was nonetheless prevented from accessing him.

TACTICAL TRACKING Ancient Strategies for Modern Manhunts By Patrick Patten 68 AUGUST 2015 | www.SWATMAG.com “We don’t rise to the occasion but fall to the level of our training.” –Archilochus, 680 BC oes your tactical team really need train- ing in woodland operations? Good question! With drones, hand- Dheld thermals, seismic sensors, and cameras on every street corner, the natural tendency is to think that the woodland tactics of tracking and land navigation are best left in the past. But many times, modern technology fails to deliver when track- ing a fugitive in the woodland environment. Certainly woodland deployments are in a cat- egory all their own. Consider the threat assessment: uncontained suspect at large in an unrestricted en- vironment, suspect(s) movement unknown, weather factors, and danger areas too many to number. The result is one of the most high-risk deployments a team can face. Unfortunately, many teams receive little or no training in this type of deployment. WOODLAND MANHUNTS How frequent are woodland callouts? If we look at how many incidents daily across the nation begin in an urban environment and transition to wooded ar- eas, the numbers are impressive. It is in these urban interface areas (where urban meets the woodland) that patrol officers and spe- cialized teams respond to many fleeing felon calls.
