State revenue projection could prove to be inaccurate, if history is guide ... http://www.witf.org/news/2014/07/state-revenue-projection-could-prove-... Written by Ben Allen, General Assignment Reporter | Jul 16, 2014 2:00 PM Comments : 0 Like 0 Tweet 1 (Harrisburg) -- The budget recently signed by Governor Corbett, relies on some one-time funding sources, plus assumed savings, but some are wondering if more problems are ahead, on the other side of the equation. Revenue came in lower than expected in the fiscal year that ended June 30th, leaving lawmakers with a $1.4 billion deficit to close. As for next year, the Independent Fiscal Office estimates growth of about three percent, including a five percent jump in income tax collections. But political science professor Chris Borick, Director of the Muhlenberg College Institute of Public Opinion, says he's not sure how much you can trust the numbers. "And I think we've seen that in the last few budget cycles. It's not just a one time deal. We're starting to see this more regularly. Which re pressure to make these things act more in accordance with what really happens rather than what is hoped for. Borick says it's always the opposing party that questions rosy revenue estimates, and Democrats may push for changes this time. Matthew Knittel, Director of the Independent Fiscal Office, says revenue projections have been off because no model could predict the ty the U.S. is experiencing. He says when conditions stabilize, forecasts may become more reliable. "That hasn't worked. The current recovery is very, very different from prior recoveries and we're trying to pin down why that's the case an we're hoping for." Knittel says he doesn't see the situation as systemic, but calls this uncharted territory. Governor Corbett's office did not respond to multiple requests for comment for this story by deadline. He teaches at Muhlenberg College. Here he’s writing on “British Orthodoxy.” The signiicance of 1994 is that in that year the Church of England voted to ordain women ministers, to the dismay of its conservative wing I received the little quarterly bulletin/newsletter Anglo‐Orthodoxy during the years that it was published, 1982 to 1994. It was the publication of a group of Church of England enthusiasts for Orthodoxy, largely clerical, a number of whom became Orthodox in and after 1994 (when the Anglo‐Orthodox Society dissolved itself, and the journal ceased publication), but a surprising number of whom remained in the Church of England. They tended to give a good deal of attention to rather marginal Orthodox groups such as the Eglise Orthodoxe Gallicane de France, founded in the 1940s by French “independent clergy” and in the years since then sometimes in communion with one or another canonical Orthodox churches (the Russian Church in Exile for some years and then, after a hiatus, with the Romanian Church), but usually, and for the last 20+ years, in communion with nobody but themselves. (They had recreated a version of the pre‐Carolingian “Gallican Liturgy,” and were often accused by some suspicious Orthodox as having “occult” or “theosophical” tendencies.) I recall that they devoted a good deal of attention to the reception by the Copts in ca. 1992 of the “British Orthodox Church/Catholicosate of Glastonbury” into their fold, and I also recall, vaguely, some interesting articles by Fr. Farrington on the move, and why it was more expedient for them to hitch up to the Copts rather than to any Chalcedonian Orthodox church. A friend on at least one occasion attended their Catholicos’ liturgy in the 80s. He said that it was attended by, besides himself, four elderly ladies, one elderly man, and seven dogs. He also opined that the people with whom he had occasion to speak afterwards were “harmless eccentrics.” You may also like ‐ 1 of 3 7/21/2014 8:29 AM Liberal Arts Schools Address Skills Gap With Experiential Learning http://www.usnewsuniversitydirectory.com/articles/liberal-arts-schools-a...
