Transport Canada has authorized the Atlantic Ice Office to be more flexible in partially activating Ice Control Zones, specifically “U” and “V”

We will endeavour to ensure all affected vessels that follow the “ JIGS” with regard to Ice Pilotage will not be expected to do so if the ice conditions don’t necessitate it.

• Dates d’opération du bureau des Glaces / Ice Centre operating dates – 12 Décembre 2019 au 08 mai 2020 / December 12th 2019 to May 08th 2020 – 24/7 – Opéré de Québec par quatre officiers des opérations de déglaçage travaillant 12 hrs/jour (en rotation jour/nuit) et en association avec le Centre des Opérations Régionales (COR) / Operated from Quebec by four Ice operations officers, working 12 hrs (on day/night shift rotation) and in collaboration of the Regional Operation Center (ROC) – 1 semaine de travail - 1 semaine de congé / 1 week on – 1 week off – Un spécialiste des glaces basé à Montréal supportait les opérations. / One Ice Specialist based in Montreal supported the operations.

10 Level of Service, Icebreaking Areas and Priorities

•Target response times for assistance are: • Labrador Coast – 8 hours • NE and East Coasts of Newfoundland – 8 hours • West Coast of Newfoundland – 12 hours • Gulf of St. Lawrence – 12 hours • St. Lawrence and Saguenay Rivers – 5 hours • Lakes Huron, Erie, Superior, – 8 hours • Arctic Waters – 10 hours

•There are several variables that will affect the response times: • Location of the vessel requiring assistance • Whether the vessel has complied with recommended ice routing & other CCG advice • Whether or not the vessel is beset • Ice and weather conditions • Availability of an icebreaking resource • Proximity of an icebreaker to the vessel (transit time) • Capability of the assigned icebreaker

St. Lawrence sector Level of Service percentage met was 100%

Atlantic region Level of Service percentage met was 99.3%

Arctic region Level of Service percentage met was 100%

The ’s goal is to achieve 100% of all Level of Service expectations. Due to the dynamic and volatile nature of icebreaking operations, this is not always achievable but all necessary mitigation and preparation efforts take place to meet as high a percentage as possible.
