DEFILIPPS Introduction To plant conservationists who must fervently gather botanical intelligence against a time-frame of rapidly dwindling plant populations and habitats, the following statements expressed by M.-H. Sachet and F.R. Fosberg (1955, 1971) are both pertinent and self-explanatory: "The great unsolved problem of modern scientific methodology is that of bibliography, that of knowing what has been accomplished already. In starting any line of investigation the scientist is faced with the choice of ignoring his predeces- sors, possibly wasting much time on work that has already been done and missing valuable information and ideas, or of spending a large proportion of his time in study of current and past literature on the field. -

CHAPTER 4: RARE PLANT MANAGEMENT 4.1 PROJECT HIGHLIGHTS During this reporting period, OANRP outplanted a total of 1,430 individuals of 17 MIP and OIP taxa. In the last year, OANRP made 784 observations at in situ sites and outplanting sites of IP taxa. In this chapter, a summary of this year’s highlights are included, along with the explanation for understanding the Taxon Status, Threat Control, and Genetic Storage Summaries. Lastly, our five year stabilization plan for Plantago princeps var. princeps and Cyanea superba subsp. superba are presented. Some of this year’s highlights include: Cyanea grimesiana subsp. obatae (MIP & OIP): This is a continuation of the update from the controlled breeding study in 2014. This project was initiated to conduct supplemental pollination experiments to compare the fitness of progeny from self-pollinated, intra-population and inter-population hand crosses. This project was designed to address concerns for difficulty of ex situ propagation and poor survival and lack of recruitment at outplantings and wild sites. This study will continue into the next fiscal year, as we will outplant this coming winter, and report on the progress of those outplantings in future reports. We did not observe differences in fruit set, seed set, seed weight, or germination due to source population or degree of mixing (selfed-pollinations, crosses within populations, crosses between populations). Fruit set, however, was higher than expected when the pollen used was collected on the same day. This suggests that our protocol for transporting and using pollen did not suffice for this species. Because of the magnitude of the conservation problems in the Hawaiian Islands, it is vital that biologists, conservationists, and land managers have the most up-to-date information possible. This 1999 assessment of Hawaiian vascular plant species at risk is an update of the compilation provided by Wagner et al. (1990). It is derived from a database maintained in the Pacific Island pro- gram in the Department of Botany, Smithsonian Institution. Since the 1990 assessment, much attention has been focused by many individuals and organizations on evaluating Hawaiian ecosystems and the species that comprise them. Basic research on the flora has been conducted as well as considerable effort expended to survey, conserve, and manage the dwindling and degrading natural habitat throughout the state. In order to make this 1999 assessment comprehensive, other authors representing current efforts (which include database development) in Hawai‘i to compile and track information on at risk plants were invited to participate (and are listed alphabetically on the title page). -

What is the evidence that invasive species are a significant contributor to the decline or loss of threatened species? Philip D. Abstract Background: The Convention on Biological Diversity has reported invasive species as 2nd greatest cause of species extinction (COP10). However few efforts have been made to collate the evidence to support or contest the impact of invasive species on the decline and/or extinction of threatened species across large taxonomic or geographical scales. This Systematic Review was commissioned by the United States Department for Agriculture (USDA) Invasives Causing Extinction (ICE) programme to determine if the COP10 statement was based on scientific evidence. The evidence needs to be systematically reviewed and mapped to determine the importance and relevance of any such effects in order to develop national and international policies addressing the loss of threatened species, and to prioritise research and mitigation efforts. Methods/design: The searching of online publication databases, grey literature and other resources, such as recovery plans of endangered species, aims to gather existing evidence on whether invasive species are a significant contributor to the decline and/or extinction of threatened
