1.1 Background and Brief

Followingthe decision ID close the WlllsmereMemal Hospital taken in 1986. the Victorian

GovernmentMajor ProjcasUnit was assigned responsibilityfor overseeingthe sale of the landfor rtdevelopment. The hospitalfinally closedIn 1988. In May 1990, the Jennings Groupwas chosen from a numberof applicants,wilh a proposalfor a combined residential, botcl andcowi:rence CCIIIIC development. and ownmhlp of Ille wmsrneresite was formally transferredco the Jeruungs Group in June 1990. Becauseof the lheneconomic climate, these proposalswere not proceeded with, andthe site wassold in February1993 to CentralEquity Limited.

Cenlial Equity have carriedout a residential developmentof the site. corn prisingconversionof Illemain hospitalbuilding and one of the out.Sidewaltls to 154 apanmentsand constructionof 109 new townhouses in thehospital growids. Thewollcs were largely completedat the endof 1994.

Th.eHistoric Bulldlngi; Council issued a pennitgiving approvalIn principle forthe developmCll!woits in April1993 (Append.ix D). Among theconditions attachedlo the pennit wasa requirementthat a conservation management beplan pxepan:d.ID address die whole complex, and separately address individual buildin�. SUllctures,wolks andhistoric landscape components.. The planwas to include aninte1pretation policy ll!ld programme and a staged programme forfurure works requiremellls,to form a basisfor estimating futureannual and cyclical maintenancecosts. The BodyCorporate rules (Appendix E) includeschedule 3 which rolares specifically to die HBCpennit conditions and conservationrequirements.

This oonservation managementwas plan commissionedby Cenlra1Equity Limired in October 1994. The purposeof the conservationplan is toplO'llide a definitive docwnemwhich addressessignificance the ofttie site and buildings and provides a conservatioopolicy and strategy. The planis inrendedadoption for by CentralEquity limited and the WlllsmereBody Corporateas a managemattdocument for the bu!Jdingsand siteto provide a framewoik in which future worksaffecting the buildings and site c.m assessed.be

Althoughit hadbeen in!alded by theHBC thatthe amserva!lon plan becompleled at an early stage in the redevelopmentprogramme, the oommissionin,goflhe planby O::ntraJ.Equity, and ilS subsequerucompletion were delayed for various reasons. TIie resulthas been that the prefe�duse of the CO!l.3ervationplan as a managwicnttool for assessingproposed developmentworks hasin this casenot b«npossible. The detailed approachto the conservation of the exlsting sttuclllre.sand site at Willsmere and the design of newworks was agreedprogressively betwl:en the developerand the HBC,and this oonservalionmanagement plan was developedro take intoacoounl lhe development worksthat were in progn:sswhile the plan was beingpreparc,cl. The existing assessmentsof signilicanooof lhe sitehave been i:eviewed in thelight of the developmentwotks and further knowledge aboutWillsmere and other nineteenlhcentury asylumsites In .and lhe conselVlllionpolicy has been fommlatcdaccordingly.

Thescope of thisconservation management plan includes the landand buildings within lhc Willsmere residential developmentsite, as shownon Figure2. This site correspondswith the WillsmereHiSloric Building Zone defined under the KewPlanning Scheme. It does not include the l8S6 gate lodgeto the north, which is a1rodesignated on the HistoricBuildings

2.1. l Kew Lunatic Asylum Conservation Analysis, 1988

The statementprep:uul by Dr Lewis<-AppendixC) identifies 1he main pointsrelating ID the significanceof the oomplexas a whole,and goes on to discuss theindividual significanceof a certainindividual elementsof theoomplel!:. Of the threeasylums builtin the 1860sand '70..W-tllsmere retains more a completecollection of originalexternal elements than either of theoilier former asylum complexes. In particular, Willsmere is the onlysite which retainsits originalpiivies. and al.soretains more of the original perimeterand airingoourt wallsthan survive at Bcedtwonhor Ararat. The originalInternal ward layout andfinishes typicalof the period are best dll!llonstratedat Beechworth in the wardsand laundry in the northfemale wing. They containmost ofthe elemerusoflhe originalwards, including the pad.ellls'rooms doors, windows, vertically sliding shutters,fireplaces and paintedexposed brick walls,and areby farthe most intactof the interiors in all threeof the ninetellllthcennuy Victorian asylums.All.of !he waro. interiors at Ararat were modernisedin the1950S. At Kew, manyof the interiorshad previously been modernisedand v irtuallyall have been furtheraltered as part of the1993"'1 Vl'Orks. Smallerstructures added tothe grouoosat all threeasylums in thenineteenth and early twcnlietltcenturies included sunshadesand fever tents. None surviveat Be(chworth.while !here are surviving e�ples of both at Araratwell as as at Kew.

Wtllsmere,previously known as !heWtllsmere Mental Hospital, and originallyas lhe Kew LW1aticAsylum, wasopeaed in 1872. Thedesign, based on theoriginal schemeprepared in . 1856 by thePublic Works Deparonent architectG W Vivian, was substaruiallyreworl::ed in 1864, apparentlylaigely by Vivian'soollaborator on theoriginal scheme Frederick. Kawerau. Willsmere closedas a mentalhospital In 1988 andwas redeveloped for residential use in 1993-4.

The fevertents were erectedin 1908in responseto a typhoidepidemic ar a time when cyphoid was officiallyconsidered to beunder oontrol ln Victoria. Along with the suNiving examples atArarat. they are of historical interestand demonstrate contemporary attitudes to the therapeutic benefits of freshair in the treatment of disease.

An incompleteset of theoriginal wodangdrawings of the com{iex.date.d from 1864-76, and laterdrawings of subsequentadclitions and alterationsIs held atthe Public RecordOffice. The Public RcoonlOffice also holds the Public Works DepartmentSummary ConaaciBooks 18S9-193S, which containbrief detailsof COIIII1lCIS for building andlandscaping works and supply ofmaterials in coonectJon with WUlsrncre. The c. 1890MMBW plan shows thethen layout of lhestrucwres andlandscape, as well assome drainage details. A setof e:usting conditionssurvey drawings was preparedfor the Public WolksDepartment in 1984 by Guueridge HaskinsQltd Davey Ply Ltd, Consulting Enginurs. It is proposedthat copies of allof thesedOCUlllenrs should be stored ar the Willsmerean::hlve centre.

3. 3 The Development Works

The 1993-4development walks werefor conversionof the fomierWill.smere Mental Hospital. site to residentialuse, and Involved adaptationof the original buildingsco 154 apartmerusand �tructionof 109 newtownhouses around the outer perimeterof mesite. Associatedwith the adaptationwolks were generalremedial wanes to thefabric of the historic buildings and lhe site gcoerallyand restoration or reconstructionof previously alteredfabric in a nwnbetof areas.

The following�lion summarise lhc natureof the development works in terms ofdlescope of demolitionof existingstructures. the adaptationworks to each oflhe structU.reSand the conservationand remedialworks.

3.3. I Demolished Structures

All of the intrusive later twentiethcentury buildings constructedwithin the grounds were demolished, togetherwith several nineteeil!h century buildin�. Toetwemielh century buildings included the VATMIindustrial µnit and surgicalwards oonstruca:idjn frontof the east and west\\/4ngs, and worlcshops,stores buildin8s, and the boiler houseto the rear. TIIC demolishedrustoric buildings werethe chapel(originally a workshop)and two oilcsldemale wards adjacentthe to non:h-ea.stwing. Thesebuildings, although deslgnate4 for inclusion on theHistoric Buildings Register,were =edas havingrelatively lictlc individual significance..

Theworks have includeda completereplacement of servicesttu:oughout the building, including oewelectrical and plumbing imtallations aoo installalicn of firesprinkler equlpmem. Gas-fin:dbalanced-flue healing boilers serving individual apartments were irutalled, mos1ly in theroof spaces. Fluegases are venr.ed naturally with air flow lhroughthe originalwall vems and new openingscut in the chimneys. On the east wings.where tbie chimneys had been demolishedIn the 1950sand '60s,ventilated ridge capplngs we.reconsidered, but rotaiycowl venrsinstalled on the irmer roofpitches were adoptedInstead.

Apart frominsertion of 'Deluge' typeroof lighlsat every secondbay, the verandahs to the ward wingsand thecerure-nonh wing were returnedsubstantially to !heir original oonfigunuion. Many Delugetype rooflights had beeninserted ill verandahs previously. 'Ire verandahsare divided into sections corresponding to tltleboundaries by low hairpinsUiC1 barriers basedloosely on!be designoflhe hairpin fencingto the front of toobuilding.

Ward Wings

The el'ttemalelevations: of theward wings, including the former laundrywing to the norlh­ west, werealtered by fonnationof newdoor openings at groundfloor level, together with constructionof newlow-level steclaccess steps and platforms. New extemaldoors are generallyat original window locallonsand oonfonnto the original width andheight of the openings. Modem timber-framedand glazeddoors and mullipaned top lights broadlJ/similar In detail to theoriginal sashes are fittedto thenew door openings. Approximarely one-thinlof all of the groundfloor windows werealtered in this way. Ellceptfor two accessplal:fo:rms on the north-east wing, all ofthe new accessstairs and platforms are oonsttucled on thenorth facingelevations of lhesouth-west and south-east wings. Iruemally, theoriginal plan form is substantiallyaltered. The original smallpalien18' bedrooms,which opened offlarge day rooms,have mostlybeen doubled in sizeby removing walls betweenadjacent rooms or openedout coropletelyinto adjaoent spaces. A Iarse numberof new stairs,both within d011blestorey apanments and for access to first floorapanmerus, were oonstl\lcted. Theseare simply detailed with steel postsand stringers supponinglimber treads. In most cases,the original stairswithin the wants were rotalnedIn largely intact stale. Theexceptioos are in the east andwest towers,where originally there were two setsof stallsgiving sepanue = tothe paying patients' wards in the front wings andthe paupers' wings tothe rear. The paupers'stahs were removed,and new floors constructedat firstfloor level. This actionwas takenin order to enablewidening tre

Centre-South (Administration) Wing

Conve!Sionof the formeradministration wing has iargely retainedthe original fonnof the externalelevackms and internalwalls. The ftontelevation remains511bstancially intact. The threeentrances to the front. comprising the originalcentral enttance to the administration offiresaixl the two separatemale andfemale patients'admissions eruranccsto each side were ·retained. The rear elevationwas previouslyaltered in 1914, when the stairto the east of the enttanrehall was removedand theoriginal tallarched stair window coiresponding theto e;,usting window tolhe west was altered. A new arched door openingwas insertedin the centreof the elevationto forma passage fromthe main entrancethrough lhe fonner caretaker's roomto the rear, andfitted with a modem aluminium-framed door.

Internally,the firstfloor cross conidor andthe ground floor side entrancehalls weredivided by division walls between the apartmentsand new stair enclosures servingthe adjoining wingsencroach onthe eastand west roomsto the rear. A numberof rooms weresubdivided. by constructionof balhroomsand store rooms. Some new openingswere fonuedand original doo.n;buill up. The door openingsbetween the groundfloor corridoi:sand the :apartments were built up behindlhc re taineddoors. Apanfrom these allerallons, the pi.an fom;i of some of the spacesremains largely intact. and generallythe plan formof lhcadministration wing is lessaltered than in theother wings. ·

Centre-North {Dining Hall and Kitchen) Wing

The centre-oorthwing previously comprised the double heightdining hall.scrvery and kitchen, occupying mostof thewing tothe soulh. andthe stores to the north. Allhough the dining hall remainedlargely inlact, 1he kitchen and storesare.as been had previously considerablyaltered. Thedining roomwas converted to lhree double heightand four single level apanments.a and new fiistfloor and Internal walls were Inserted into tlrls. space. Some tlm1lerroof trusses.are exposed at first floor level,.while others.are concealed within new partitions. The original plaster archesand other high level mouldings and the timberdado to the original dining room walls remained,except for the mouldings to the large arched niches.at each end of the dining room,and were retained. The original stairat !he south.:eastcomer was retained. and new steel-framed stairs, as for the ward wings,were constructed.

The lower groundlevel apartmcrusat thenotth end of chewing laxgely retainoriginal the plan fomt,coursed rubble-faced bluestone walls and brick vaulWrlceilings. The remainder of the scoresand kitchen area was subdividedby newinternal walls and little originalfabric remains visible apart fromwindows and some rooftrusses.

A newsecdan of perimeterwall wasoonstructed along partof thewest and nonh sides, as describedin thefollowing section.

All fourof !he originalprivy buildingssurvive. The north-eastprivy is beingpreserved Intact in itsc. 1950sstate, with low cubicle partitionsand sanitary fillings. The otherprlvies are being usedmainly for storageor forpossible Sllldlo use by residents. The south-east privy wasconverted to a toilet servingIlle nearby tenniscouxt, and has somewhat intrusive flush doors.

Sunshades

Two of the original six sunshadessurvived at the timethe currentworks commencedand were retained.

The Grounds

The landscapingand site wotks were intendedto rectify a numberemtlng of problems,as summarisedin the following section,to providea partial.restoration of theoriginal layout and plantingof the asylum groundsand to provide new carpaitlng areas, pathways and facilities such as tennis oouns,a swimming pooland barbeques.

The centtaloval. forecourt in fromof themain building was reconstructedappro�ately to its original alignm�nt.and a car paikingarea formed within it. Thetwo CanaryIsland palms (Phoe11/x canariensis)were retained, andnew treesare to be planted wiihin ttleforecourt in !he parkingarea. The forecourtIs beingenclosed will! a timberand steel hairpin fencefollowing the designof theoriginal fencing in this area.

The airing oounswere turfedand flowerbeds were fonnedadjacent to the apartments and the newrownhouses. The originalpath system was supplementedby a network of newpalhs, someintended to provide accessfor furniture-movingtrolleys.. Apart fromremedial wolks and conservationof significant� m:Ilandscape elements in the airing courtS, the lands.capingtreauncnt to the airingcourts is modem, allhoughgenerally the aimwas to remain sympalheticto the buildingsand tile original landstape design.·

Carparking for residen� was providedin two mainareas In front of Chesouth-cast and sooth­ westwings in front oflhe main building andbehind the townhousesalong the east,west and nonhsides of the complex. New accessroads to the car parldngareas have beenconstructed within the complex.. Additionalparking 3ll:3S wereprovided forvisitors immediacelyoutside thewest boundarywall all!.11nthe oval forecourtin frontof themain building, All oflhecar parkingspaces "11hin lheperimeter wall are undercover, the shelters beingdesigned as open sided steel-framedsheds with cwvedcorrugated steel roofs. The car parking areas in frontof themain building were excavatedto minimise the height ofi:heshelters and their visual effect

Included in the landscape work was.constructionof several aneillarystructureS, including pcacoclcroosts In thesouth-east andsouth-west airing courts and bin enclosuresinside the outer perimeterwalL 1'hepeacock roosts are simpletunber strucrures tointended relate tothe earlier aviaries which had been locatedthese in airing cowts. The majority of thesewolks werecompleted as part of the 1993-4development wo.lks. A numberof outstandingremedial works to lheexterior of themain building were identified, mainly towindow Joinery and areas of render, andare tobe oompleted. Restorationofdle perimcllll'and division walls was partlycarried out. and theremaining wolk is currentlybeing carried out.

Prlor to the 1993-4 works, substrultialof loss theoriginal fabric of diebuildings had occurred,particularly since the 192.0s, and various unsympatheticadditiom had been made. including a flat-roofedtwo storey extensionto theeast clevallon of the south-eastwing and single storeyextensions to the east andwest wings, as well asexternal Sl3lrs, ramps, loading docks, pipeworkand enclosed verandahs. Ailhoughthe adaptalion works require� in connectionwith the residentialoonversion precluded a

Vittuallyno maintenancework had beencarried out to thebuildings sincethe 1980s, and at the time lhe 1993-4 (kvelopmentworks oommenced many areasof the main building and other slIUctureswere in pooror derelictstate. Themain slatedand lead-covered roofs andfbe verandah roofswere leaking, leadingtimber to decay and damageto internalceilings and walls. Many mas of e11temalrenderw walls, oomicesand parapetswere defective. Allhough generallythe wallsof the buildings were� of significantsuuctur.ll movement. therewere some isolatedareas of cracking,ootably abovethe arched bay windowson the outside-facingelevations. Rising damp was a seriousproblem In many areascaused largely by thefailure of the sitestormwater drainage s�emand by raisedground levels aroundthe main building andthe boundarywalls.

Wall Repairs Ground level surveyscarried out before!he 1993--4works oommenced revealed large areasof the extem.alrender foundor suspectedto bein poorcondition. Problems Includeddrummy areas. where render had detachedfrom the undell.yingmasonry, and areas of cracking associatedwith either structural movement orfailure of the render,as well as peelingpaint and _flakingrender coats.

Theprojecting oomices on ttiecemre-south wing and the towersare oonsuucted with cantileveredslabs of slate built intothe walls andoverlaid wilh render mouldings. The corniceswere in� in the course of the developmentworks and, apart from cracked and drummy render, werefound to bestructurally sound.

Insteadof replacing looseand drummy render, the majority of the existingrender was retalned and was reinforcedand made weatherproofusing various techniques. The rendergenerally was overlaidwith a hlgh-build paint system. Wider sll'Ucturalcracking was pointedbefOTe application of chcpaint system. Pittedand rough surfaces wereskim coatedwith a polymer typecoating. The new high-build paint system andrender skim coaishave generally been applied on topof old paint coatings. The basalt sub-wallshave not generally beenn:po in.ted, and thereare open-jointed areas, particularly to thehigh exposedsections on the east and centre-north wings.

Very exposedsurfaces, such asthe upperpans ofthe towers,and·horizontal surfaces such as oomicetops were generally drummy. Technicaladvice was obtainedfrom building teclmologistPeter Ken'on the ex1e11t and specificationof further necessary renderrepair works tolbese critical areas. resultingin theuse of epoxyresin Injected !ruo drummy render to improve adhesionbetween lhe render and lhesubstrate. 1beInjected render surfacewas then protecu:dwith the high build paintused elsewhere incorporatingmist fibreglassreinforcing sheets, asspecified by Peter Ke!T.

Allhoughthe use of epoxyresin to stabilise critical areas of dru!IIIDYrender addressesthe main this it should bemonitored In the fu111re ensurethat: there isno water problems In area. to penetrationand damage tovertical surfaces, water Ingress through J\oriz�mtal surfaces such as cornices,parapets, chimneys and renderedwindow sills wJ\ichmight affectinternal surfaces and joinery.

DampProofing Dampnessin the walls of the main building had beencaused by a range of factors. In many areas,the eiustingdamp-proof course, locatedbetween the basalt sub-walls and the brick upperwalls, had been bridged by raisedground levels or later externalpaving, rampsor internalconcrete floors. Blockage or leak'sin the siomiwater drainagesystem resultedin excessively damp soil condidons near the building. Damp was penetrating through some subterraneanwalls enclosing lower ground floorrooms. as a result of drainage dcfeclsand laterco1i.strue1ion of concretefloors abovethe retaining walls.

As noted above,the works included alterationof approximately one-third ofthe ground floor windows lo doorways,matching the original widthand heightof thewindows, and some openings1D stair lobbies and through passages wen: widened. Vinually allof the firstfloor windows, however,were returnedto the originalconfiguration.

Repairsand reinstatement of missing sectionsand elemenishave aimed tomalCh the original detailing. New columns wereconstructed from steel lllbe and cast iron bases andcapitals, all galvanised. Thesegenerally area closebut ootIdentical maid\ to lhe origin.al wholly-cast iron columns,and are distinguishedby the filllltwelds between thecastings and the steeltube. Leaks were occurringbetween the capltals and the columnshafts, and a repair techniquewas · recommendedby bufid!ng technologist Peter Kerr.

The remedialworks specification included sandblasting and priming rusty areasof columns beforepainting. Some downpipecolumns were fitted with 75 mm diameter plastic steevesto the top 300mm only.

1belead apron flashingsbetween the verandah. roofs and the walls are cracked in manyplaces and generallyare at the end of their usefullife. Thesewere partly and lneffcctuallyrepaired with lead patches, andshould beeither more effectivelyrepaired, with lead-burnedpatches, or replaced.

New cast iron friezepanels were made for the outerverandahs, using original frieze panels as pattel'llS. Thesimpler hoopiron friezes to the verandahsfacing the inlernalelevations have alsobeen reproduced. Where sectionsof roof wererebuilt, the originalframing details generally were followed. Some areas of roofboarding were replaced, using beadedtongue­ and-grooveboards matching theoriginal All of theverandahs and walkways were reroofcd with galvanisedoon:ugated steel. The verandahswere allel:edby fittingDeluge type roof lightsat everysecond bay througb.ouL

Missingor damaged blucsronemargins were replacedto matcl1. Tre majority of the verandahshave laier concretepaving, which was retainedand repalred. Some isolatedareas of original squareterra cottafloor tiling previouslyremained in the south-eastwing, and elsewhere,but weretaken up. and replacedwith concrete. The reuievcd terra cottatiles are beingrelaid in the east-west covered walkway betweenthe cast and west wings and thecentre­ northwing, fillinga large proportionof thefloor area of the walkway. LightningThe conservationConductors analysis l!Otes that a lightningconductor system based on a Britishcode may were installedin about1899, and that remains of anearl.y system could beseen. 1 It is unclear to whatextent this systemsuivlvcs. A modem ligluniog protectionsystem was installed, comprisingtall poles topped wilh sphericalconductors locatedon the east and westtower roofs. The location of the polesat the �ar edges of the flatroofs was intendedto make them less prominent,as well as toavoid the centralskylights which were fitccdto the towerroofs.

Apartfrom lhe eastand west towers, whereone of thetwo stairsin each towerwas demolished, all of theoriginal stairs have beenreSIOred to a state close tooriginal. At present. however, none of these earlyschemes has been carriedout.

Rear Gate Lodges

As with the main building, the roofsofllie tv.'Orear gatefodges were completelyovemauled. with new slatingand rainwatergoods. 1lle brick walls had previously been coated with a oementsJUJT)' and then painted,and efforts were made to removelhese coatings and restore the originalface brlckwolk. 'Ihe sluny proved impossible to.removewithout risk of damage to the brickworn, and it was decidedto repaint the wallsIn a brick colour. Toe chimneys have also beenstripped, and although someslun-y remains, they have not beenrepainted.

Sitedrainage was in poorcondidon. leading 10problems of rising damp and structuralmovement in thebuildings. lanThe dscaping andsite works wereintended to rectify llleseproblems and to provide a partialrestoration of the original layout arulplanting of the asylum grounds. In addition,new car parking areas,pathways and other facilitieswere provided as swnmarisedin the.precedingsection.

Some landscapeareas which aresi gnificantIn relation to Willsmere are outside me present Willsmcre site andwere not includedIn the developmentworks. Alllongthese areas arethe original main drive leadlngfrom Prince� Street,now pan of the adjoining Kew Cottages site, andthe embankmentsouth oflhe approach road infulnt of the main building. Rationale

The Kew Lunatic Asylum is a large• ve,y buildiog complex. and it coniains within it some elements that would be significant in their own right even if the rest were to disappear, whereas others.which now con!ribute to the significance of the whole, do not in their own r ight compare with their equivalents at Ararat and Beechworth. Jt is therefore necessary, as the basis for any · .future• policy .decisio'n on the property, to assess not only the whole complex but also those elements which might in their own right be ··"regarded as significant-

The asylum

The Kew Lunatic Asylum may be one of the largest and most intact nineteenth century lunatic asylums in the wo,ld, and is certainly one oi most the prominent of the E-plan barr acks type in the ltadition of Cotney Hatch. It has been a great white elephant • in the administration of mental health in r Victo ia, phy;;ically obsolescent from the first, and retardataire in philosophy and practice for much of its life. Its institutional significance lies in its scale, as the flagship of the Victorian system, ·rather than in its integrity as an illustration of menta! care, though a number of areas survive in something approaching their original form, if not necessarily their original condition. Ship's tanks

The use of ship's tanks to store wate1 in the asylum tower is ol technical

and mercantile historical significance,. for although. the recycling of tanks in this way was a common practice, there is no other known example of i their survival in such Quantit es or where they are so well documented.

Fever tents

The antecedents oi the tents erected in 1908 remain somewhat mysterious, and these must be regarded as being of interest ralher than

significance. This is particularly so as at least two other examples are

known to exist .(at Ararat).

Grounds

The airing courts of the asylum, privies, sunshades and walls evoke the

nature of asylum life more tellingly today than the in_teriors of the

building, yet this is more vividly and significantly expressed at Ararat

where, even in the absence of the privies, the giant wall and intact fosse

of the ha-ha contribute to a more complete ensemble.
