    A la une / Actualité Sur initiative du laboratoire des eaux de l’université Mouloud-Mammeri Les ressources hydriques de Kabylie en débat L’auditorium de l’université Mouloud-Mammeri de Tizi Ouzou (UMMTO) a abrité, jeudi, une rencontre technique sur le thème “Les ressources en eau de surface et souterraine en Kabylie du Djurdjura-Sebaou : potentialités, qualité et protection”, et ce, à l’initiative du laboratoire des eaux de l’université. Au cours des différentes interventions, la représentante de la direction de l’hydraulique de la wilaya a annoncé “la levée en cours de réserves pour la réalisation du barrage de Sidi-Khelifa”. Pour rappel, ce projet tant attendu est toujours en instance de réalisation, puisqu’il est concerné par le gel de certains projets structurants décidé par le gouvernement en raison de la conjoncture économique que traverse actuellement le pays. Situé dans la région d’Azeffoun et doté d’une capacité de 21,80 hm3/an, le barrage de Sidi-Khelifa est destiné à renforcer les réseaux d’alimentation en eau potable des communes d’Azeffoun, d’Aït-Chafa, de Zekri, d’Aghrib, d’Akerrou, de Yakourène, d’Ifigha, de Bouzeguène, d’Idjeur, d’Illoula-Oumalou, de Béni-Ziki, d’Imsouhal, d’Iferhounène, d”Illiltène, de Mekla, de Souama et d’Aït Khellili, soit 286 villages de montagne pour une population de 162 907 habitants. “Une opération de levée des contraintes est en cours de procédure et l’enquête parcellaire est en cours de réalisation”, a indiqué la même responsable tout en précisant que “les arrêtés de cessibilité sont en cours de notification pour les communes d’Azeffoun et d’Aït-Chafa, et il ne reste que celui de la commune d’Akerrou, qui est en cours de finalisation”.

Depuis la rentrée scolaire, plus d’une vingtaine d’actions ont été menées par des parents qui dénoncent de multiples insuffisances et qui s’inquiètent parfois même pour l’intégrité physique de leurs enfants en raison de l’état de dégradation des écoles qu’ils fréquentent. Au village Aït Attela, dans la commune d’Aït Yahia Moussa, tout comme au village Attouche, dans la commune de Makouda, au village Aït Ourzedine, dans la commune de Tadmaït, à Timizart et à Tizi Ghennif, entre autres, les parents ont carrément refusé d’envoyer leurs enfants à l’école pour leur éviter de s’exposer aux multiples dangers que celle-ci présente. La dégradation des salles de classe, des réfectoires, des toitures, de la cour et des blocs sanitaires, ainsi que les insuffisances quant au mobilier et à l’encadrement sont entre autres motifs invoqués par ces parents qui refusent que leurs enfants aillent à l’école. Par ailleurs, c’est surtout l’absence de cantine scolaire qui irrite les parents. C’est le cas, entre autres, à l’école primaire Adhrar, dans la commune d’Aghrib, où les élèves utilisent une maison de jeunes pour déjeuner. “Pour la rejoindre, les enfants risquent constamment leur vie en traversant la route”, dénonce un parent d’élève de ce village. À Tizi Ghennif, quatre écoles d’Ameddah, de Marako, de Mohamed-Allel, de Tiâchach et d’Ighil Boughmari sont toujours sans cantine scolaire.

    Geo-Eco-Trop., 2020, 44, 3 : 427-442 Etude des grands feux de forêts en Algérie : Cas de la wilaya de Tizi Ouzou Study of large forest fires in Algeria : Case of the province of Tizi Ouzou Ouahiba SAHAR1*, Hayet HAMEL1 & Rachid MEDDOUR1 Abstract : Each year, Algeria experiences a significant number of forest fires, an average of 1,500 fires that cover 35,000 ha annually. However the number of large fires (≥100 ha ) increases from year to year. Some provinces experience a periodicity of these catastrophic fires which generate significant losses in human and material means. Among them, the province of Tizi Ouzou which over 32 years (1986-2017), experienced 145 large fires (or 2.59% of the total) which covered 47,942 ha (48.45% of the total). Catastrophic fires (≥ 500 ha) represent 0.43% (24 fires) but they covered 23,372 ha, or 23.72% of the total. In terms of time, the results show that the month with the highest number of fires and the largest area burned is August. In spatial terms, the dairas most affected are that of Azeffoun (12,500 ha) and Azazga (12,000 ha). These large fires most often pass through the national forests forming maquis. It is the latter gaining momentum by the influence of several factors including climatic conditions, lack of human and material staff, lack of supervision and prevention strategy which makes the active fight more difficult and less effective.
