Water resources This part outlines the key water resources and features in the Wimmera-Mallee Water Resource Plan’s surface water area: Wimmera-Avon, Avoca and Mallee, as well as the Wimmera-Mallee Water Resource Plan’s groundwater area resources. 4.1 Managing water resources: types of water resource supply systems Rivers in the Wimmera-Mallee water resource plan area vary from unregulated, like the Avon and Avoca rivers, to regulated like the Wimmera River. All rivers in the Wimmera-Mallee water resource plan area are undeclared. 4.1.1 Unregulated surface water systems An unregulated catchment is one that does not contain a storage such as a dam or weir, which significantly alters and regulates the flow of the river downstream. An unregulated catchment may contain rivers, creeks and small waterways, and in the case of several unregulated catchments in Victoria, can extend well over 1,000 km2 in area. Unregulated catchments are all undeclared which means that entitlements are bundled. Therefore, an entitlement includes rights to allow both the take and use of water. In unregulated catchments entitlements to water include take and use licences and bulk entitlements (see Chapter 6). All water taken for commercial or irrigation purposes from unregulated catchments must be licensed, including water taken from harvesting dams. The licences are called take and use licences or section 51 licences after the relevant section of the Victorian Water Act. The use of water, and trade of licences between users, is managed by Grampians Wimmera Mallee Water (GWMWater) in accordance with Ministerial trading rules (Minister for Water, 2014a). -

LOCAL PROVISION YARRIAMBIACK PLANNING SCHEME 21.02 OVERVIEW OF THE YARRIAMBIACK SHIRE Yarriambiack Shire is located in the north-western part of Victoria. The Shire was created on 19th January 1995 following the restructure of the Shire of Karkarooc, the Shire of Dunmunkle, the Shire of Warracknabeal, and the Shire of Wimmera. The Shire has an area of 7,158 square kilometres which extends from the Wimmera River, just north of the Grampians in the south to the centre of the Mallee in the north. The Shire’s estimated population in 1996 was 9,077 persons. More than two-thirds of the population live in urban centres above 200 people. Approximately 2,671 people live in Warracknabeal, the largest town in the Shire. The main employment sectors within the Shire are agriculture, community services, and wholesale and retail trade. These industries are major components of the economy of the Shire and are very important in the service role of the smaller townships. Most townships within the Yarriambiack Shire have excellent community and sporting facilities which have the potential for hosting special events. Yarriambiack contains significant areas of Mallee Parks and reserved Public Lands which protect some of the least disturbed Mallee ecosystems in Australia. High quality areas of cultural, historical and conservation value include Wyperfeld National Park, Paradise Flora and Fauna Reserve, Outlet Creek, Wathe Flora and Fauna Reserve and Albacutya Reserve. These parks and public reserved lands contain outstanding areas of semi-arid wilderness and large areas of Mallee stands in south eastern mainland Australia. Some of the key elements and trends which impact on Yarriambiack Shire are: Agriculture is the major employer in the Shire and is worth $165m. -

The repercussions of colonialism impacted beyond the Greater Bendigo area and it was necessary to extend the account of this area’s Aboriginal peoples to a Victorian context, including to trace movement and resettlement beyond this region. This Aboriginal history was drawn from historical records which include the observations of the first Europeans in the area, who documented what they saw in writing and sketches. Europeans brought their own cultural perceptions, interpretations and understandings to the documentation of Aboriginal life, and the stories recorded were not those of the Aboriginal people themselves. -

Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum.
