CHAIRMAN: Re solution 46(a) . The Honourable Ministe r of Ed ucation. MR. HAN USCHAK : Well, Mr. Chairman, I did promise the Honourable Leader of the Official Opposition and the Me mbe r for Brandon West some information in re sponse to the que stions that the Honourable Leader, in particular, put to me just before we broke off for the dinne r hour. I re gre t to say that I do not have the answe rs at this mome nt. The y should be arriving mome ntarily. MR. CHAIRMAN : The Honourable Leade r of the Opposition. I MR. SPIV AK : Possibly while we •re waiting for the information and the re may be in fact some othe r que stions to be asked whe n the information. I want to unde rstand , if I can, that the core are a programs that the Honourable Ministe r refe rred to, are in esse nce the programs that we •ve had outlined to us, not in full detail but that have been summarized in part of the programs that have be en me ntioned. Is that corre ct? MR. HAN USCHAK: Mr. Chairman, I•m still at a loss to know what the honourable me mbe r me ans by the te rm "core are a." I used the te rm core are a with re ference to a ge ographic are a of Winnipe g MR. SPIV AK : We ll I•m talking in terms of what will be the are as of urban re ne wal numbe r two, the are as in the blighted are a around the ce ntral busine ss district, which you refe r to as the core are a. Now I•m asking with re spe ct to planning ...Sir? Well, ap.:ain I want to understand corre ctly that the programs Planning and Re search have be en involved in, I•m conce rned with are they two or thre e programs that have been me ntioned in summary, at le ast in the global figure s, me ntioned earlie r? Am I corre ct? Are the re any othe r programs that are involved in which Planning and Re se arch are involved in? MR. HANUSCHAK: I be lie ve the honourable me mbe r is corre ct, if I understand him corre ctly. In re sponse to the honourable me mbe r•s que stion: In the REAP Program 2 -1 /2 SMYs $23, 702; 2-1/2 SMY on contract, $45 , 900, for a total of $69, 600. Othe r expe nditure s $2 9, 000. And $2 00, OOO by way of grants to school divisions, to the eight school divisions which partici pate in this program. MR. SPIV AK : I•m assuming you have the details for each program. Is that right, or it just this one program? MR. HANUS CHAK : I•m atte mpting to give the information to the honourable me mber that he asked for. MR. SPIVAK: No, but le t•s understand that what I assumed you would do would be to give us the program, the details for each program, for the REAP Program, the He adstart Program, all of the programs that have be en .•. MR. HAN USCHAK: I am atte mtping to give the information that the honourable me mbe r asked. He says he is assuming that I•m giving the details. I could give more details. The re are othe r de tails also. MR. SPIV AK: No, but Mr. Chairman, just so that we unde rstand cle arly. I asked the Honourable Minister if he could indicate unde r each spe cific program undertaking under Planning and Re se arch, whe the r in ad dition to the support staff that•s ind icated in the 30 pe ople who are employed, that erch program if it did have additional pe ople involved by way of salary or by way of contract, that the ind ication be give n of how many and the amounts for each se parate program. And I gathe r for the REAP Program he is giving us that information. If I•m corre ct in summary, he said that the re are two pe ople who are on salary and the ir salarie s are such an amount, the re are two pe ople on contract and the contracts are for that amount, and he •s talking, I assume , on the REAP Program. Is that corre ct? MR. HANTJSCHAK: We ll that was what I said , ye s. MR. SPIV AK: We ll, are we going to ge t information on the othe r programs:? My under standing of the undertaking was that he would de al with each one of the Planning and Re se arch programs and give us an ind ication of the bre akdown on each one of those programs. MR. HANUSCHAK: We ll, Mr. Chairman, I was dealing with one program and, before I was through dealing with it, the honourable me mbe r rose to ask a que stion. 1018 April 7, 1975 SUPPLY - EDUCATION MR.
