It is, therefore, encouraging to see it moving towards the head of the world's priority list of basic needs. Habitat, the United Nation's Conference on Human Settlements, proposed that all nations should seek to extend clean water and sanitation to their people by 1990. The United Nations Conference on Water endorsed this proposal. The U.N. General Assembly has officially espoused this policy and the 1980s have become the International Drinking Water and Sanitation decade. However, the emphasis on "clean water" carries with it a risk. It can allow policymakers to neglect the equally urgent need for sanitation. Supplying water to villages or squatter settlements can have more direct political appeal. It is also usually cheaper and easier to install and maintain. But, without basic sanitation (and the kind of health care that instructs the community in personal hygiene), the full benefit of "clean water" will not be achieved. The investment will have been made, the money spent. But disease will continue. Moreover, conventional "Western" methods of waterborne sewerage are simply beyond the reach of most communities. They are far too expensive. And they often demand a level of water use that local water resources cannot supply. If Western standards were made the norm, some $200 billion alone would have to be invested in sewerage to achieve the target of basic sanitation for all. Resources on this scale are simply not in sight. So, do we face a painful dilemma- the desperate need for "clean water," the impossibility of getting a needed base for it in sanitation? Happily, there exists a wide range of effective alternatives between the unhygienic pit privy and the Western waterborne sewerage system. These systems are generally far cheaper. Most of them do not demand a heavy use of water. And many make creative use of the nutrients in human waste to fertilize fields and fish ponds or to contribute to biogas production and they can do this without serious risk of returning pathogens to human food or drinking water. The chief problem is that these alternatives are not widely known to the policymakers and engineers in charge of sewage and sanitation programs. To begin to break down this wall of ignorance, the World Bank in l976launched a worldwide search to identify the various immediate technologies between the most primitive and Western sewerage systems. The IDRC coll~:~.borated in this search and has compiled a short, concise, and very informative technology review for policymakers to which it has added a very extensive bibliography. This is another step in IDRC's much expanded program in the area of water and sanitation and for countless millions of suffering human beings, it may also prove a first step to better health. Barbara Ward President International Institute for Environment and Development 3 Preface This comprehensive technology review and bibliography describes alternative approaches to collection, treatment, reuse, and disposal of human wastes.l It is designed to describe to the policymaker, the administrator, and the engineer the broad range of approaches to human wastes management available today. This document forms part of an informal series of publications resulting from research and demonstration activities supported through the International Development Research Centre's and the World Bank's research funding programs in water supply and sanitation. This study was based upon an extensive search of the published and unpublished literature. Relevant documents were undoubtedly missed, and because of printing schedules late acquisitions could not be included in the publication. Over 20 000 references were considered and approximately 1200 documents reviewed. As a result, 531 documents were selected for abstracting and were used to produce the bibliography. Emphasis has been placed on technological issues, but institutional, behavioural, and health-related aspects of excreta disposal were also considered. This review and bibliography can stand alone but its usefulness is limited if the documents and the knowledge upon which it is based are not made easily accessible. In response to the ever-increasing demand for information in this field, the Asian Institute of Technology (AIT) in Bangkok, Thailand, is in the process of creating an International Rural Sanitation Information Centre to become operational in late 1978. Relevant material collected for this study will form the initial information base for the new information centre; documents appearing in this publication will therefore be available from AITon request in early 1979. It is also likely that regional focal points for the collection and dissemination of relevant information materials in the field of environmental sanitation will be established, thus forming the basis for the continued exchange of information between regions. At that time pit latrines were known for their bad smells and uncontrolled fly breeding. They were both unpleasant to use and posed a serious health hazard. People often preferred to use the bush as a toilet. This may have been OK in remote areas and in the dry season. But in more densely populated areas and during the rains, such a method was undesirable. The Blair Latrine has been used by the Ministry of Health in its rural sanitation programme since 1975. The Blair Latrine was designed and developed at the MOH’s Blair Research Laboratory. The first experimental ventilated pit latrine was built in 1973, and after two years of testing, it became available for use by the Ministry of Health in May 1975. At that time details of this research and development were sent to South Africa and Botswana, where similar toilets were also constructed. Over 500 000 Blair latrines have been built in Zimbabwe since 1975, serving over 3 million people. The Blair Latrine later became known as the VIP (Ventilated Improved Pit Latrine). Long Life This Blair VIP was built at Henderson Research Station in 1976. It was still being used in 2010. LongLong Life!Life! This Blair VIP was also built at Henderson Research Station in 1976. It was still being used in 2010 and was in perfect condition. The pit was large, being 1.5m in diameter and 3m deep.

According to the adequate environmental management in Yanbian Korean Autonomous Prefecture (YKAP), northern China, this culture may be comfortable to the people of China, yet uncomfortable to the non-Chinese. We conducted a series of field surveys and individual interviews (Chinese n = 1000 and non-Chinese (foreign visitors) n = 100) on several aspects of the public squat toilet: structural properties, waste disposal methods, important factors, and overall satisfaction level. The significant factors in response to the public squat toilets were cleanliness, odor, toilet paper, temperature, soap, other facilities, and presence of cubicles. These factors should be the policy priorities of local government. In addition, 66.2% of Chinese and 91% of foreign visitors desired type E toilets (two full-height partition walls per cubicle, with a door). The results illustrate the nature of a sustainable and aesthetic approach to the culturally and environmentally sound management of various types of public squat toilet in YKAP. The government needs to focus on the future-oriented and excreta treatment management of the sustainable toilet culture for the residents of, and visitors to, YKAP.

This Group conducts research mainly on culture and history of toi- lets/night soil, and has been planning lecture meetings or field visits for seven years now. In 2003, in an effort to encapsulate our activities, we wrote a book called What do you think Toilets and Night Soil? published by Gihoudou Publishing Co. We have also written arti- cles for specialized field magazines to supply information on this field. Night Soil had been used as fertilizer for farms until quite recently. A result of this practice was the affliction of a large number of people with parasites. Flush Toilets using sewerage system, which is the most popular type, community treatment plants, Johkasou (private treatment facility), had been effective in the eradication of parasite disease in a short period of time. This booklet is intended to inform people of other countries about toilet history in Japan. At first glance, you might ask: Why should I bother reading about toilets (and other delicate matters) at all? Well, the convenient water-flushed toilets were not always available, you know. Then, your next question might be: Hmmm…what did they use in those days? There are seven chapters in this booklet. I’m sure you will find a selection that interests you. In addition to its role in sup- porting a basic human need through sanitation provision, the public toilet is also a space that provides solidarity in the face of congestion, a place where one develops and affirms identity [Koolhaas, 2014].     ETHICALLY CULTURED INTERPRETATIONS: THE CASE OF EGLON'S MURDER (JUDGES 3) JACK M. SASSON Vanderbilt University I. Reading Ehud Until recently the story of Ehud was read as a yet another account of God motivating his elect to complete his will.! The Greek versions ("LXX" for convenience) largely adopt the Hebrew story line with minor expansions, as when at 3:30, they explicitly cite Ehud as a Judge when the Hebrew does not. The Targum likewise does not expand much on the story. Facing the many hapax legomena in the text, both the LXX and the Targum naturally translate interpretively, without serious deflection of contents. In his paraphrase of Jewish Scripture, however, Josephus turns Ehud into a model for Jewish heroic opposi­ tion to tyranny.2 He is a trusted courtier who had real cause to turn against Eglon and when he resolutely strikes at his heart (never at his belly!), the confrontation lacks any touches that might cheapen Ehud's act. 3 In Rabbinic lore Ehud is deemed a "great scholar" (Midrash Genesis Rabbah, 99.3), but hardly any more attention is paid to him. Still, there was only sympathy for the role circumstances forced on Ehud so that when around the 8th century an "Antiochus Scroll" was composed for Hanukkah celebrations, Ehud's deed was duplicated by 1 A good review of opinions on Ehud over the centuries is in D. For the youngest grades, we strongly recommend working on a single activity in a session, rather than completing all three at once. Historical Context Point Ellice House was built in 1862, and no flush toilet existed on the property until at least the 1880s. Residents would use commodes, privies (outhouses), or chamber pots to go to the bathroom. The first flush toilets came to North America only in the late 1800s. A municipal water supply did not come to Victoria until the 1870s. Commodes and chamber pots were used primarily at night and emptied into the pits of the privies in the morning. The O’Reillys were a wealthy family and employed servants, so this would have been the work of the chambermaid. The privy pits would eventually fill up. It was the job of private businessmen called scavengers to empty them. This job was done at night because of the foul smell. There was a well on the property that was used to get water until city water pipes were extended to the house in 1876.
