Background

The Australian Parliament established the Joint Committee on the Australian Commission for Law Enforcement Integrity on 22 July 2019.

The Committee visited to assist with an inquiry into the integrity of Australian border arrangements, together with anti-corruption measures of high corruption risk agencies, with whom Australian law enforcement agencies with their counterparts in the Pacific region.

This inquiry is examining the integrity of Australia's seaports and airports borders. It is considering the nature and extent of the corruption risks in those contexts, and the ability of law enforcement and other agencies to prevent and address them.

Meetings within Parliament

The Speaker of the , Rt Hon , held an official meeting with delegation members. They discussed the purpose of the visit, the programme and inter-parliamentary relations between New Zealand and Australia.

The delegation also spoke and discussed policies and issues relevant to their inquiry with Hon Iain Lees-Galloway, Minister of Immigration and Hon , Minister of Customs. These discussions continued with members of the Justice and Governance and Administration Select Committees, before the delegation was introduced to the House and observed Question Time.

Meetings outside Parliament Other meetings outside of Parliament were with the Ministry of Foreign Affairs and Trade - which included discussions on the Pacific; the Chief Ombudsman, Peter Boshier; the Serious Fraud Office; and the Ports of Auckland. Delegation members also had the opportunity to learn more about New Zealand’s native wildlife through a visit to Zealandia which is a 225ha fenced eco-sanctuary and conservation project in city. At Weta Workshop, also in Wellington, they learnt more about this major business for creative industry for film and television. At the Auckland War Museum, they visited an exhibition on the story of Tupaia the Tahitian navigator and high priest. The delegation was told how he travelled to Aotearoa New Zealand and the east coast of Australia 250 years ago, in 1769, with Lt. James Cook, on Cook’s first voyage to the Pacific.

Conclusion

By meeting with Ministers, parliamentarians, the Chief Ombudsman, officials and the Port of Auckland, delegation members were able to have very useful meetings relevant to their inquiry. They learnt more about New Zealand approaches and policies relevant to border arrangements, and how operational integrity matters are considered and handled. In addition, the delegation furthered inter-parliamentary connections as part of the annual Committee exchange between New Zealand and Australia.
