THE PHILIPPINES AND FOOD PHILIPPINES The Philippines has established itself as one of the world’s most robust and promising markets. Since 2010, the Philippines has been one of the fastest-rising global economies in terms of gross domestic product (GDP). In 2016, the country grew by 7.1 percent in its 3rd quarter, recording the highest in Asia. The Philippines is seen to expand more than 6 percent until 2018 to rank among the fastest-growing in the world, according to Bloomberg. A backbone of this major breakthrough is the country’s manufacturing industry, contributing around 23-24% of the annual GDP. One of its primary sectors is food, which accounts for nearly half of the country’s total manufacturing output. As of 2016, the Philippines’ food manufacturing growth remains the second fastest in Southeast Asia. Labor productivity also recorded a significant increase by as high as 6% in 2015. Another economic driver is the surge of micro, small and medium enterprises (MSMEs) that are becoming more globally competitive in exploring new market innovations, technologies, and products. MAYUGA APRIL 19, 2021 3 MINUTE READ WITH the lifting of the moratorium on new mining projects following the signing of EO 130 by President Duterte, the Mines and Geosciences Bureau (MGB) is looking at granting new mining contracts that could generate additional revenues and boost the economy within the next five years. Mines and Geosciences Bureau Director Wilfredo G. Moncano said at least 100 new mining projects currently in the pipeline can generate additional revenue of P20 billion in the form of excise tax and another P1 billion in annual revenue in the form of royalty tax. These new mining projects can generate at least 42,000 new jobs in the mining sector which currently employs around 230,000 persons. While the new mining projects can generate 42,000 new jobs, the employment opportunity from the multiplier effect of 4 persons for every 1 person benefiting direct employment will give mining hosts the much-needed economic boost, officials noted. “In the memo that we submitted to the office of the President, with the lifting of Section 4 of E.O. 79, we estimate additional taxes of P20 billion and royalty of about P1 billion. Plus there will be about an additional P58 billion worth of export because most of the minerals are exported. We estimate 42,000 new employment,” Moncano said in a radio interview. Under the Phase 1 Priority Mining Projects, there are at least 35 mining projects that are a step or two steps away from gaining their Mineral Production Sharing Agreement (MPSA), he added.

He also mentioned OneLab in which the DOST provides laboratory testing and analysis of MSMEs’ products through a network of laboratories nationwide. “With the OneLab project we are able to provide testing and analysis services to our MSMEs in the regions without them going to Manila because DOST will take care of forwarding the material to laboratories that are capable of testing the desired parameters,” explained Sec. de la Peña. “After the testing, the results are forwarded to the clients. They no longer have to make follow ups.” The science chief cited that the laboratories of the Department of Health plus some 10 private laboratories are already part of the network, including two laboratories in Thailand and one in Vietnam. Whatever a person can conjure in his mind, whether a creature of imagination or an event, the fact that he thought about it means it exists in the realm of reality—not necessarily the realm of physical reality but in the realm of cognitive and mental reality. Pablo Picasso’s quote has been proven by the dominance of visual culture at the present. Today, fascination and enhancement of what people can do and what people can appreciate in the visual realm has seen a significant rise among the people of this generation. With the rise of virtual reality and the Internet in the West, combined with the global popularity of television, videotape and film, this trend seems set to continue (Mirzoeff 1999). In a book titled An Introduction to Visual Culture by Nicholas Mirzoeff, he explained that visual culture, very different from it’s status today, suffered hostility in the West: “a hostility to visual culture in Western thought, originating in the philosophy of Plato. Plato believed that the objects encountered in everyday life, including people, are simply bad copies of the perfect ideal of those objects” (1999, 9).
