I am pleased to join Governor Timothy M. Kaine in thanking you for your outstanding work and commitment to the students in the Commonwealth of Virginia. The Office of Career and Technical Education Services in the Virginia Department of Education is delighted to present an exciting and challenging professional Institute to improve instruction leading to higher levels of program rigor and higher student achievement. This Institute offers opportunities for you to develop effective teaching skills and teaching practices that are research-based, learn about integrated core and CTE activities/courses, discover resources for working with student academic and career plans, earn industry certifications and credentials, and the latest and most up-to-date standards and expectations of business and industry. This year’s theme, Developing a Bright Future, focuses on sharing methods, information, and innovative technologies that will provide you with resources to assist your students in developing a career plan and implementing a career pathway with the appropriate skills and knowledge for postsecondary learning and the workplace. In addition to a variety of sessions, tours, and academies, the Institute offers many opportunities to communicate with other educators from across the Commonwealth and explore the latest technology resources. The Institute’s schedule on August 4 provides multiple sessions to promote interaction among the program area participants that will enhance the value of the workshops, tours, and academies available throughout the Institute. I hope you will take advantage of the opportunities offered at this Institute and enjoy a well-planned program of professional development. I commend you for participating in the Summer Professional Development Institute and extend my best wishes for a rewarding time in Richmond and a wonderful 2009-2010 school year! Monty Jones, Ph.D., Assistant Professor, Department of Teaching & Learning VCU School of Education Virginia Commonwealth University Richmond, Virginia December, 2019 iii Acknowledgments I would like to acknowledge Jesus, as I would not have begun the journey into the realm of education without divine intervention. Next, my wife, Amy, thank you. I wanted to give up so many times, but you would not allow me to; moreover, you loved me well through the process. Brionna, Bryan, Kim, and Virginia thank you for your support, laughter and conversation throughout the process, I couldn’t have asked for a better team. Friends, thank you for your love and support, and for listening to me complain and telling me I could do it. Bell family your support was crucial and I hope to get more of that cake. Monty, without your encouragement and guidance I would have been lost (metaphorically and physically); I will miss our regular conversations on food, tech, and life. Bill, thank you for taking me into phenomenology land; I may never leave. Also, the conversations and insights were crucial for finishing this paper. Elizabeth, your knowledge of science was spot on and our upbeat conversations often eased my anxiety ridden mind about ever finishing.

Specialty Center Partnership Shares Expertise Henrico County, Virginia Page 1 Program Overview All nine high schools within Henrico County Public Schools have specialty centers that enable students to specialize in particular areas of study. While this is a tremendous benefit to students, sometimes it is helpful for students in one specialty center to harness the expertise of students concentrating in another discipline. Two centers – the Advanced Career Education (ACE) Center at Highland Springs and the Center for Communications at Varina High School – paired to create a collaborative four-week project. The project enhanced the educational options for students at Varina’s Center for Communications and Media Relations, using an instructor from the ACE Center. It also enabled the students at the ACE Center at Highland Springs High School to serve as mentors. The Center for Communications and Media Relations at Varina High School offers limited course work in audio production. Because students at Varina wanted the opportunity to learn the history and usability of audio production, the center created a partnership with the ACE Center that allowed one of the ACE Center’s instructors to teach a four-week mini-session on the topic. Problem/Challenge/Situation Faced by Locality Henrico County Public Schools looks for ways to be more innovative and to offer students greater options. This partnership gave students from both schools the opportunity to collaborate. The students worked well together; students in the ACE Center’s Radio Broadcasting class saw the partnership as a way to help others while showing off their hard-earned skills. They also became evangelists for the field, sharing information about an area they find interesting and worthwhile.
