In accordance with Human Rights Council resolution 5/1, the Human Rights Council Advisory Committee, composed of 18 experts serving in their personal capacity and nominated by States Members of the United Nations following States’ consultations with national human rights institutions and civil society organizations, are to be elected by the Council by secret ballot from the list of candidates whose names have been submitted in accordance with the agreed requirements. 2. The geographic distribution of members is as follows: (a) Five from African States; (b) Five from Asia-Pacific States; (c) Two from4 Eastern European States; (d) Three from Latin American and Caribbean States; (e) Three from Western European and other States. 3. At its sixth session, the Human Rights Council adopted decision 6/102 on follow-up to Council resolution 5/1, in which it described the technical and objective requirements for the submission of candidatures, which include: (a) Recognized competence and experience in the field of human rights; (b) High moral standing; (c) Independence and impartiality. 4. When selecting their candidates, States are requested to apply the following guidelines on technical and objective requirements for the submission of their candidates: (a) Competence and experience: (i) Academic studies in the field of human rights or related areas, and/or experience with and exposure to leadership roles in the human rights field at the national, regional or international levels; * The annex to the present document is circulated as received, in the language of submission only. -

Desai Nitin, Planning in a Liberalised Economy in Policy-Making for Indian Planning, ed. Sameer Kochar, Skoch Foundation, New Delhi, 2012 Planning in a Liberalised Economy NITIN DESAI Montek S. Ahluwalia has been at the centre of policymaking in India for over three decades now. He came to the Government of India from the World Bank where he had worked closely with Hollis Chenery and specialised in matters relating to poverty and redistribution. After coming to India he has been associated more with the gradual shift from socialist orthodoxy that has characterised Indian planning at least from the early eighties. The high point of course came in 1991 when he was the principal bureaucrat working with Dr Manmohan Singh in the great bonfire of controls. His substantial achievements as one of the principal architects of the liberalised economy are justly celebrated. More recently he has bent his energies at transforming the venerable and graying professorial institution that we call the Planning Commission and he has had a longer tenure as Deputy Chairman than anyone else in the past 50 years. The Planning Commission has been around for about 60 years and over these years its influence in shaping the rate and pattern of growth has fluctuated. One can distinguish four phases. An exuberant youth that lasted from 1950 to 1965, an awkward adolescence from 1965-1980 when it tried to change as often as the confused politics of this period required, a depressed middle age from 1980 to 1990 when it struggled to remain relevant and now after 1991 a period of maturity, as it tries to reinvent itself to remain relevant in a liberalised economy. -

No. W-11039/1/2020-JJM-III-DDWS Government of India Ministry of Jal Shakti Department of Drinking Water and Sanitation (DDWS) National Jal Jeevan Mission (NJJM) Subject: Record of discussions on Annual Action Plan (2020-21) of Rajasthan to achieve 100% FHTCs under Jal Jeevan Mission (JJM) – regarding A meeting to consider Annual Action Plan (AAP) for the planning and implementation of Jal Jeevan Mission (JJM) in Rajasthan in 2020-21 was held on 20 May, 2020 at 10:00 AM through VC. List of participants is at Annex–I. 2. Additional Secretary & Mission Director, NJJM extended a warm welcome to the Secretary, DWS; Rajasthan team and other participants. 3. The Additional Secretary & Mission Director, NJJM detailed the salient aspects of Jal Jeevan Mission and the ongoing exercise to finalize the AAP. Giving an overview of the Mission, he mentioned about the expectations from the State Government. Setting the agenda for the discussion, he emphasized to take full advantage of existing piped water supply systems in villages by taking up retrofitting/ augmentation to provide Functional Household Tap Connections (FHTCs) to remaining households so as the village become 100% ‘Har Ghar Jal Gaon’ i.e. 100% FHTCs village. This is the low-hanging fruit, which has been emphasized since August, 2019 and will yield tangible outcomes with least investment in very little time. He stressed on the principle of ‘equity and inclusiveness’, which needs to be followed to ensure that the SCs/ STs, marginalized and weaker sections of the society get access to potable water through FHTCs without any discrimination especially when there is PWS scheme in the village. -
