Hon Bill Johnston MLA Visit to Indonesia Sunday 24 September - Sunday 1 October 2017 Official Visit to Indonesia Sunday 24 September to Sunday 1 October 2017 Overview The Hon Bill Johnston MLA visited Indonesia from 24 September to 1 October 2017. His program included visits to Jakarta, Surabaya and Bandung. It was the Minister's first official visit to Indonesia, and the first visit by a minister of the McGowan Government. The Minister met with senior Indonesian Government and industry representatives; as well as representatives from the education and training, tourism, energy and infrastructure sectors. The visit provided the Minister with an opportunity to demonstrate the Government's commitment to genuinely and respectfully engage with Asian Governments, companies and communities, to showcase Western Australia's expertise and technology and to profile Western Australia as a potential partner in Indonesia's development agenda. Mr. Maman Budiman, Country Manager Indonesia, Woodside Sunday 24 September Travel - Perth to Jakarta (Garuda) Monday 25 September - Jakarta Meeting with Pertamina Minister outlined WA's strengths as a leading supplier of LNG, noting the importance of the recent Supply and Purchase Agreement between Woodside and Pertamina. Woodside (W) briefed Pertamina on its expertise and capabilities in decommissioning offshore assets which may be of value to Pertamina. It also noted its progress in the integration of technology relating to transportation and its relevance to servicing remote areas across Eastern Indonesia. Horizon Power (HP) outlined its capabilities as a world leader in relation to remote power (including off-grid) distribution. HP had adopted a vertically integrated approach which had been successfully demonstrated in remote areas of WA and which could be applied in servicing Indonesia's more remote islands and communities. Page 1 of 6 Hon Bill Johnston MLA Visit to Indonesia Sunday 24 September - Sunday 1 October 2017 GOWA Briefing GoWA briefed the Minister on its current strategic directions and priority sectors - Oil and Gas/LNG; Education and Training; Tourism; Maritime; Agribusiness and Food; Infrastructure - and promoting the Sister State relationship with East Java. Networking lunch with Education and Tourism Lunch attended by education and tourism officials and a small number of WA alumni in Jakarta. GoWA used the opportunity to highlight the importance of education links between WA and Indonesia, particularly bilateral exchanges as a way of supporting tourism and the development of people to people links. Meeting with Garuda The benefits of direct flights from Jakarta and Perth to WA and Garuda were discussed. Also the opportunities for freight logistics to improve business to business links not only between Indonesia and Western Australia, but also the region. Alumni Event - Jakarta Alumni members highlighted the importance of education as a way of supporting people to people links, and the vital role of social media platforms in getting messages to the distributes alumni, and future students. IABC dinner Attendees noted that Western Australia has skills and technology relevant to Indonesia's development. Education and training was identified as an area where WA could add significant value in upskilling Indonesia to meet its development targets, particularly in relation to infrastructure. State owned enterprises dominated the construction sector, making private sector investment and participation more difficult. $90B investment per year was required to upgrade Indonesia's infrastructure but current levels were at $45Bn per year, leaving a significant shortfall, an opportunity for Australian companies. This represented a lifelong opportunity for Australia. Tuesday 26 September - Jakarta Visit to Australian Embassy Embassy was interested in the role HP could play in addressing Indonesia's electricity needs in remote areas, particularly across the islands of Eastern Indonesia. This was critical to the Indonesian government's connectivity agenda. Embassy briefed the Minister on key strategic areas and priority sectors to promote Western Australians capacity and capabilities - Oil and Gas/LNG; Education and Training; Tourism; Maritime; Agribusiness and Food; Infrastructure. Page 2 of 6 Hon Bill Johnston MLA Visit to Indonesia Sunday 24 September - Sunday 1 October 2017 Lunch with infrastructure and energy representatives Discussion focused on the ongoing challenges Indonesia faced in meeting its infrastructure requirements and the opportunities this presented for Australian companies with relevant capability and technologies. Meeting with PLN Meeting provided an opportunity for the Minister to introduce and connect HP and Woodside to PLN. Woodside noted that it had a supply agreement in place with Pertamina and could also help PLN to meet its supply needs. HP outlined its capabilities as a world leader in relation to remote power (including off-grid) distribution. HP provided an overview of its business model noting that it could assist PLN with a number of its key electricity issues. Perth USAsia Centre/ Centre for Strategic and International Studies (CSIS) Minister delivered a speech in association with the launch of the Perth USAsia Centre's report "The power of proximity; Enhancing Australia-Indonesia Economic Relations". A key message argued that it was unhelpful to consider Australia - Indonesia bilaterally; and it was more valuable to examine how the two countries could cooperate for success more broadly within ASEAN, Asia generally and globally. Meeting with Ministry of National Development Planning (BAPPENAS) Bappenas noted the potential to develop deeper relations with WA. They mentioned their earlier visit to Perth and confirmed that Indonesia would welcome investment from Western Australian companies in Indonesia's infrastructure program. WA had the expertise and technology to make an important contribution to Indonesia's growth and development. Minister noted that WA was keen to partner with Indonesia in the provision of high quality training and saw a range of areas of opportunity -in tourism and hospitality; creative industries, business management skills; and coaching. Wednesday 27 September - Surabaya Meeting with Mr Chris Barnes, Australian Consul General, Surabaya General discussion on opportunities for WA business in Surabaya. Consul General noted current Australian presence in Surabaya included Commonwealth Bank; ANZ; CBH through the Indofood joint venture; and Ramsey Health. Surabaya was undergoing significant economic growth and this would present further opportunities for Australian companies, particularly in the services sector, in tourism, health and education and vocational training. Page 3 of 6 Hon Bill Johnston MLA Visit to Indonesia Sunday 24 September - Sunday 1 October 2017 Mobility Forum Minister opened the inaugural Western Australian Mobility Forum, highlighting the important work of the WAEJ consortium in raising WA's education profile in East Java. Leader of WAEJ consortium noted the importance of the consortium in encouraging student mobility between East Java and WA, noting that there are 5 Universities in WA and 20 universities in East Java Signing of Sister State Agreement with Governor of East Java - H E Dr H Soekarwo Sister State Agreement between Western Australia and East Java was re-signed by Governor of East Java as part of a ceremony at Governor's official office -with both parties highlighting the importance of the Agreement in strengthening ties between the two regions. Q Meeting with Persebaya Football Club Persebaya, the largest professional football club in East Java, is 70% owned by the Jawa Pos newspaper owner and 30% by 20 football clubs. General discussion about the benefits of previous sporting exchanges between WA and East Java - both in soccer and basketball m Networking event with WA alumni Enjoyable networking event, well attended by WA Alumni, which highlighted the value of maintaining alumni networks. Page 4 of 6 Hon Bill Johnston MLA Visit to Indonesia Sunday 24 September - Sunday 1 October 2017 Thursday 28 September - Surabaya University of Surabaya - Pusham Jrofessor Ir. Joniarto Parung, Rector of the University of Surabaya, provided an overview of tne University noting it was one of Indonesia's top private universities wim 11,000 students from over 34 provinces. It had identifieo gaps in its vocational training and would like to explore potential collaboration to meet those specific gaps - e.g. pharmacy resources and support in the treatment of diabetes. Where exchanges had taken place it was important to ensure students or teachers had access to ongoing training as part of continuous improvement. Hearing and Communication Resource Centre Delegation visited the resource centre and were shown techniques used in assisting children with impaired hearing ano the benefits of early intervention in the child's development.
