Minutes of the meeting held on Tuesday 5th November 2019 in Village Hall. Present: Councillors D. Rowland (Chairperson), J. Cummins (Vice Chairperson), S. Slater, D. Bastiman, M. Menier, D. Tindale, J. Mortimer, D. Scott, S. Glasby (Parish Clerk) Members of the Public – 2

1. The Council held Public Question Time with Mrs. Claire Barber, Head Teacher of Hawsker Cum Stainsacre Primary School, Matt Parsons and Heather King from Sirius Minerals and Steve Harris from the Fire Service.

To start Claire Barber explained to the Council and members of the public how busy it can get outside of the school at drop off and pick up times, a large amount of people now travel to the school from and this has increased the number of cars that need to park up on a daily basis. Councilor Slater and County Councilor Derek Bastiman are going to continue to working on a solution to this problem, ideas included using double yellow lines in dangerous areas where parking is taking place. Councilor Cummins was asked to speak with the Court Leet about another piece of land that may be usable as parking.

Matt Parsons and Heather King from Sirius Minerals spoke with the Council and members of public about how Sirius are coping after the announcement that they could not move forward with the next stage of funding. To continue with the project Sirius Minerals chose to reduce its work force as well as ending night shifts, work is still continuing but it is now just preparation work for the next stage of shaft sinking.

The outlook still remains positive as Sirius now focuses on getting funding together quickly, the company currently have two options for this, the first is to start moving and selling the product they already have, the second is to join in a partnership. There is no intention at the moment for Sirius Minerals to go private.

Matt and Heather were thanked for their attendance and the Council were told that when Sirius know what will happen next then the Council will receive another update.

The Council then had a presentation from Steve Harris who is in charge of the Local Fire Departments. Steve spoke of the home assessments and the ‘Safe and Well’ scheme that the Fire Service is now running, this involves helping individuals in the community who may need new fire alarms for example, but with this comes a checklist

1 of other important life factors. On occasion the Fire Service have used this checklist to guide people towards other services such as home help if they think this would be beneficial.

The Fire Service is currently running several courses in Whitby for motorcyclists and car drivers. Sessions for motorcyclists include talks on speed and driving awareness as well as first aid information for if you or a fellow rider is involved in an accident. A course is being run at the fire station for young car drivers to educate them on the dangers of driving irresponsibly, this is done through a virtual reality headset which simulates an accident and what happens once the emergency services arrive.

The parking situation at Hawsker Cum Stainsacre Primary School was also brought up as the Fire Service have two signs which have been a good deterrent in the past, the signs are a small child and the other a mum with a pram, these are used to help drives to recognise that young children will be around that area and to adjust their speed accordingly. The Council agreed this was a great idea and asked Steve to look into bringing these back to the area and possibly the Council having their own to deploy.

2. The Council received no apologies for absence.

3. The Council received no declarations of interest.

4. The minutes of Hawsker Cum Stainsacre Parish Council meeting on the 1st of October 2019 were confirmed as a true and correct record.

5. The Council received information on the following ongoing issues and decided further action where necessary: 5.1. Councilors received an update on poaching in the local area, the police force have offered to come speak with the council. The Clerk is awaiting confirmation from a member of the rural task force on dates they are available.

5.2. The Council received the results of the Hedgerow consultation; the National Parks resolved that the hedgerow in question was in fact an important hedgerow that could not be removed.

5.3. Parking at Hawsker Cum Stainsacre School was discussed at public question time; Councilor Slater will follow this up and report back at December’s meeting.

6. The following planning applications were discussed and decide upon:

6.1. NYM/2019/0727/FL – The Council had no objections to the change in lay out or removal of the caravan units, demolition of the café but had serious concerns over the new access and how a carpark for members of the public will be maintained and how access to the beach will continue to be available to all.

6.2. NYM/2019/0691/FL - No objections

7. The Council received the following planning decision/information:

7.1. NYM/2019/0581/FL – Rigg View, Abbey View and Honeysuckle Cottages – Approved with Conditions 7.2. NYM/2019/0500/FL – Bedeburne, High Hawsker – Approved with Conditions 7.3. NYM/2019/0382/FL – High Laithes Farm – Approved with Conditions

8. Matters requested by Councilors: 8.1. The Council resolved that a SSL certificate would not enhance their website as no sensitive data is collected.

8.2. The objection notification letter was discussed during the planning decision notice of application NYM/2019/0382/FL

8.3. Councilors discussed the possibility of co-opting a member of the public onto the Parish Council. It was proposed by Councilor Cummins and seconded by the full Council that Margaret Thompson will be welcomed onto the Council if she wished to join. Mrs. Thompson agreed to become a Council member and the Clerk will now start to prepare for this to happen at the next Parish Council meeting. 8.4. The Council discussed the work that needed to be done at the playgrounds as highlighted by the ROSPA report. It was resolved that Councilor Slater would contact Dockend Engineering for a quote on the works needed to the Igloo at Hawsker Playground, and that the Clerk would get a quote for a new sign at Stainsacre Playground. The Council also decided that once a month Councilors would go and look at the playgrounds to check that everything looks in good shape and that there are no immediate issues, it was agreed that this responsibility would be shared between Council members.

3 8.5 Councilor Slater attended the Coastal Forums meeting on the 24th of October and reported back to the Council. The meeting had several speakers including apprentices from North Moors National Parks, speaking about the opportunities for apprentices in the National Parks and how enjoyable they found the apprenticeships. Another speaker was Alan Eves from Forestry who gave a speech on the importance of the tree felling and import/export business. The UK is the 4th largest import/exporter of trees and it is vital to continue this. Climate change as well as tree diseases were discussed and how the Woodland Trust are currently running a free tree scheme to help local communities plant more trees. Attendees heard from Bernie McLinden on the important work that volunteers do for the National Parks. The Cinder Track was discussed and how work is currently happening at both ends of the track, it was also mentioned that a position might become available for a maintenance engineer specifically focused on the Cinder Track.

Councilor Slater informed the Council of the beavers in Cropton Forest. In the long term it is hoped the beavers will help with a severe flooding issue in surrounding villages by building damns that will help to subdue the flow of water and prevent flooding.

9. Financial matters: 9.1. The Council approved the following accounts for payment:

a. Clerk's salary (1.10.19 – 31.10.19) - £264.16 b. Imperative Training – Defib Pads - £98.40 c. Conversion Company – Website Hosting - £96 d. M.A. Hutton- Grass Cutting - £1393.75

e. Court Leet – School Car Parking - £15

9.2. The Council received bank reconciliation to 19th October 2019 9.3. The Council discussed its budget for the year 2020/2021, a precept increase was agreed, the increase would mean a £7.74p increase per annum for Band D homes and all other bands to change accordingly, this increase was discussed at length and decided on due to the current spending commitments the Council have, current spending includes the maintenance of 2 Parish playgrounds and keeping these to a high standard. Future spending was also considered; this included combating issues with parking at Hawsker Cum Stainsacre Primary School. The Model Agreement figures were also agreed, the Clerk will submit the relevant forms to Scarborough Borough Council.

10. The Council considered the following new Correspondence received and decide action where necessary:
