Volume: 8 Issue: 2 Year: 2011 A Brief Overview on Karabakh History from Past to Today Ercan Karakoç Abstract After initiation of the glasnost (openness) and perestroika (restructuring) policies in the USSR by Mikhail Gorbachev, the Soviet Union started to crumble, and old, forgotten, suppressed problems especially regarding territorial claims between Azerbaijanis and Armenians reemerged. Although Mountainous (Nagorno) Karabakh is officially part of Azerbaijan Republic, after fierce and bloody clashes between Armenians and Azerbaijanis, the entire Nagorno Karabakh region and seven additional surrounding districts of Lachin, Kelbajar, Agdam, Jabrail, Fizuli, Khubadly and Zengilan, it means over 20 per cent of Azerbaijan, were occupied by Armenians, and because of serious war situations, many Azerbaijanis living in these areas had to migrate from their homeland to Azerbaijan and they have been living under miserable conditions since the early 1990s. SHUSHA History, culture, arts Historical reference: Shusha - (this word means «glassy, transparent») town in the Azerbaijan Republic on the territory of Nagorny Karabakh. Shusha is 403 km away from Baku, it lies 1400 m above the sea levels, on Karabakh mountainous ridge. Shusha is mountainous-climatic recreation place. In 1977 was declared reservation of Azerbaijan architecture and history. Understanding that should Iranian troops and neighbor khans attack, Boy at fortress will not serve as an adequate shelter, Khan transferred his court to Shakhbulag. However, this fortress also could not protect against the enemies. That is why they had to build fortress in the mountains, in impassable, inaccessible place, so that even strong enemy would not be able to take it. The road to the fortress had to be opened from the one side for ilats from the mountains, also communication with magals should not be broken. Those close to Panakh Ali-khan advised to choose safer site for building of a new fortress. Today's Shusha located high in the mountains became that same place chosen by Panakh Ali- khan for his future residence. Construction of Shusha, its palaces and mosques was carried out under the supervision of great poet, diplomat and vizier of Karabakh khanate Molla Panakh Vagif. He chose places for construction of public and religious buildings (not only for Khan but also for feudal lords-»beys»). Thus, the plans for construction and laying out of Shusha were prepared. At the end of 1750 Panakh Ali-khan moved all reyats, noble families, clerks and some senior people from villages from Shakhbulag to Shusha. -

The energy reserves and production potential of the Caspian The issue of Caspian energy development has been dominated by four factors. The first is uncertain oil prices. These pose a challenge both to oilfield devel- opers and to the promoters of pipelines. The boom prices of 2000, coupled with supply shortages within the Organization of the Petroleum Exporting Countries (OPEC), have made development of the resources of the Caspian area very attractive. By contrast, when oil prices hovered around the $10 per barrel level in late 1998 and early 1999, the price downturn threatened not only the viability of some of the more grandiose pipeline projects to carry Caspian oil to the outside world, but also the economics of basic oilfield exploration in the region. While there will be some fly-by-night operators who endeavour to secure swift returns in an era of high prices, the major energy developers, as well as the majority of smaller investors, will continue to predicate total production costs (including carriage to market) not exceeding $10–12 a barrel. The second is the geology and geography of the area. The importance of its geology was highlighted when two of the first four international consortia formed to look for oil in blocks off Azerbaijan where no wells had previously been drilled pulled out in the wake of poor results.1 The geography of the area involves the complex problem of export pipeline development and the chicken- and-egg question whether lack of pipelines is holding back oil and gas pro- duction or vice versa. -

Nagorno Karabakh has never been part of an independent Azerbaijani state. Declassified Central Intelligence Agency reports confirm that Nagorno Karabakh is historically Armenian and maintained even more autonomy than the rest of Armenia through the centuries.1 To force Christian Armenians to be ruled by Muslim Azerbaijan would be to sanction Joseph Stalin's policies and ensure continued instability in the region. During seven decades of Soviet Azerbaijani rule, the Armenian population of Nagorno Karabakh was subjected to discriminatory policies aimed at its removal. Even after these efforts to force Armenians from their land, Nagorno Karabakh's pre-war population in 1988 was over 80% Armenian. In the late 1980's, the United States welcomed Nagorno Karabakh's historic challenge to the Soviet system and its leadership in sparking democratic movements in the Baltics and throughout the Soviet empire. Following a peaceful demand by Karabakh's legislative body to reunite the region with Armenia in 1988, Azerbaijan launched an ethnic cleansing campaign against individuals of Armenian descent with pogroms against civilians in several towns, including Sumgait and Baku. -

In the Traces: Reflections on Fieldwork in the Region of Ani Christina Maranci I study the medieval Armenian monuments—churches, monasteries, fortresses, palaces, and more—in what is now eastern Turkey (what many call western Arme- nia). For me, this region is at once the most beautiful, and most painful, place on earth. I am the grandchild of survivors of the Armenian Genocide of 1915–22, in which Armenians living in the Ottoman Empire suffered mass deportation and extermination: a crime that still goes unrecognized by the Turkish state.1 Scholars have characterized the Armenian monuments in Turkey as physical traces of their lost homeland.2 While my scholarship addresses these sites as historical and archi- tectural/artistic phenomena, that work does not often capture the moods and emotions I feel when I am there.3 I hope to offer here a sense of the more personal dimensions of firsthand work with the buildings and their landscapes. Many important medieval Armenian monuments stand on and around the closed international border between the Republics of Turkey and Armenia. Some of them are accessible to tourists, while others, like the church of Mren, remain forbidden, as they lie within or too close to the military zone. Dated to circa 638, and once part of the princely territory of the Kamsarakan family, Mren became the summer residence of the royal Armenian Bagratids in the tenth century.4 Once surrounded by a network of buildings, vineyards, and roads, now the church stands alone. Figure 1 illustrates the Armenian high plateau: deforested from antiquity, it is a rocky tableland lacerated by gorges and ringed with mountain chains. -

It is not a comprehensive study of the Nagorno-Karabakh conflict, but presents a general overview of the Nagorno-Karabakh peace process, what has contributed to its failure, and which areas require major rethinking of conventional approaches. The discussion does not intend to present readers with a set of conclusions, but to provide suggestions for further critical research.
