A total of 224 bicycle parking spaces and 34 vehicle parking spaces are proposed within a one-level underground garage that would be accessed from the rear lane. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020), and conforms with all relevant policies of the Toronto Official Plan and the Downtown Secondary Plan. The proposal presents an appropriate built form and public realm that is compatible with the surrounding context. It has been revised since its initial submission to include 22 affordable housing units, and the proposed retail space has been redesigned to provide a better physical fit within the commercial context of Chinatown and respond to the Retail Design Manual. This report reviews and recommends approval of the proposed Zoning By-law Amendments. RECOMMENDATIONS The City Planning Division recommends that: 1. John has been involved with the organization since he first accompanied his father to YSM 74 years ago. This was the first time John was exposed to poverty and he vowed to do what he could do help his neighbours living with poverty. This will be John’s fourth and last year walking due to his spinal stenosis, which has caused progressive nerve damage and affected his mobility, making it impossible to walk without the assistance of walking sticks. He has also lost most of the use of his right hand. As a result, he is hoping to go out with a bang and has set his goal at $50,000, his highest goal to date. He admits that it won’t be easy, but he wants to help provide programming and support for Toronto’s homeless youth – including the opening of the new YSM Evergreen Centre for Street Youth. “I want to give as much as I can while I am still alive. In a community, we are meant to love and care for each other when things gets bad.

Referred back to the Director, Community Planning, Toronto and East York District, the report dated January 27, 2012, with a request that consultation take place with the affected Councillors with respect to the recommendations of the consultant contained in the report under the heading "Height Incentives Related to Provision of Community Benefits in Downtown Toronto"; and that the Director, Community Planning, Toronto and East York District, report back to the April 17, 2012, meeting of the Toronto and East York Community Council. 2. Requested the Director, Community Planning, Toronto and East York District, to submit a report to the Toronto and East York Community Council on implementing a Development Permit System (DPS) for Downtown Toronto, to replace Section 37 Agreements, as a mechanism to make sure neighbourhoods experiencing rapid intensification acquire the appropriate resources to shoulder fast paced growth.
