Lombardi National Institute of Standards and Technology Time and Frequency Division 325 Broadway Boulder, CO 80303 United States of America (303) 497-3212 [email protected] Abstract This paper discusses the techniques and reference signals used to establish traceability to national and international standards when making time and tlequency measurements. It explains how traceable time and frequency tiormation is distributed by NIST and other national metrology institutes through radio, telephone, and Internet signals. It also describes how signals broadcast by the Global Positioning System (GPS) satellites can serve as a traceable time and frequency reference that is available worldwide. 1. Introduction Traceability is a desired characteristic of every measurement. Traceability is defined as: The property of a result of a measurement or the value of a standard whereby it can be related to stated references, usually national or international standards, through an unbroken chain of comparisons all having stated uncertainties. [1] Metrologists are required to complete the traceability chain by stating the uncertainty of their measurements with respect to a National Metrology Institute (NMI). The W is required to show traceability to the International System (S1) of units maintained by the Bureau International des Poids et Mesures (BIPM). Traceability is often a legal or contractual requirement, and its importance to quality control systems cannot be overstated. The International Organization for Standardization (ISO) Guide 25 lists the requirements for competence of calibration and testing laboratories. Section 9.2 of Guide 25 states: The overall programme of calibration and40r verij%ation and validation of equipment shall be designed and operated so as to ensure that, wherever applicable, measurements made by the laboratory are traceable to national stanakwds of measurement, where available. -

In addition to alarming safety concerns, these challenges also impair the health of the industry by adversely impacting profits, brand credibility and research initiatives. With both industry and governments around the world realizing the significance of implementing product serialization, it becomes mandatory for all entities within the supply chain to comply with federal and/or state legislations pertaining to the locations in which they operate. Typically, drug distribution systems consist of entities such as manufacturers, wholesale distributors and pharmacies before products reach the end consumer. Ensuring secure product track and trace capabilities across various touch points throughout the supply chain - through product serialization implementation - is crucial to address the challenges faced by the industry. Apart from providing visibility and full traceability within the supply chain, successful serialization programs will prove to be a key differentiator and a clear competitive advantage for pharmaceutical companies. This guide, compiled by the Legal and Research team at the Infosys Life Sciences Center of Excellence provides a summary of the legal and regulatory framework proposed by countries including Argentina, Brazil, China, EU, France, India, South Korea, Turkey, and USA (Federal and California) to maintain supply chain integrity and ensure patient safety. -

On the public side, food crisis has increased consumers' awareness of safety on their consumption. Based on this awareness, governments of many countries have legislated firms in the food supply chains to implement the traceability system in order to identify sources of deficiency and be able to withdraw hazardous products on the market precisely and efficiently. Firms in different industries have implemented traceability systems to increase supply chain performance. By the enforcement of food safety laws, food safety becomes a new important traceability attribute for these firms. This enforcement becomes a great opportunity for firms to start applying new management principles by considering sustainability on all sustainable dimensions. In this thesis, 82 academic papers are reviewed and analyzed. The authors identified the contributions of traceability to sustainable supply chain management by identifying effects on economic perspective, social perspective, and environmental perspective and the mechanism on how traceability can create sustainability by identifying relationships among three perspectives, including other factors that should be considered. -

ACCESS TO MEDICINES, VACCINES AND 1 PHARMACEUTICALS 2 3 4 Policy brief on traceability of health products 5 Key points 6 7 With this policy brief, the World Health Organization (WHO) aims to outline the features of existing traceability systems and provide 8 guidance on developing workable traceability regulation. Careful consideration should be given to Member States’ (MS) unique 9 needs, capacity and resources, with risk mitigation and sustainability strategies embedded in implementation efforts. 10 11 For this purpose, MS are encouraged to 12 ● Establish a suitable governance for their traceability system based on the analysis of their national environment (e.g. regulatory 13 environment, supply chain management), after evaluating how the different options for this governance will impact 14 interoperability, cost, security and regulatory control; 15 ● Integrate in their plan for a traceability system a costing of the system and a sustainability mechanism to prevent costs from 16 negatively impacting patients, government, supply chain stakeholders, and ultimately access to medicines; and 17 ● Use global standards for product identification, production identification, automatic identification and data capture (AIDC)1 and 18 data exchange to reduce creation and operating system costs and maximize interoperability. 19 Introduction 20 What is the issue 21 Given the growth and globalization of trade, health products2 are manufactured and distributed in complex supply chains. As 22 illustrated in Figure 1, products pass through many entities in their journey to the patient, often being manufactured in one country 23 and distributed across borders to be marketed or sold in other countries. As distribution spreads geographically and the supply 24 chain becomes more fragmented oversight capacity of national regulatory authorities become stretched.1 Effective oversight of the 25 supply chain is thus weakened, raising the risk of substandard and falsified (SF) medical products and leading to inefficiencies such 26 as stockouts or expired products (ref). -

In the light of the widely varying needs, capacity, and resources of Member States, the risk mitigation and sustainability strategies embedded in implementation efforts will vary. Given the range of possible implementation pathways, a set of guiding principles will assist Member States in establishing systems best suited to their needs and constraints. For this purpose, Member States are encouraged to: • establish a suitable governance process for their traceability system based on the analysis of national specificities (e.g. regulatory environment, supply chain management), taking into account the impact of the different forms of governance on interoperability, cost, security, regulatory control and access to safe, quality medical products; • include a costing analysis as well as a sustainability mechanism in their traceability system planning to prevent costs from negatively impacting patients, government, supply chain stakeholders, and ultimately, access to medical products; and • use global standards for product identification, production identification, automatic identification, and data capture and data exchange to reduce set-up and operating system costs and maximize national and international interoperability. -
