1 CHAPTER 1 GENERAL INTRODUCTION 1.1 Introduction People and things are given names for identification purposes. A name is a title given to a person or a thing. A name is defined by Sebashe (2003:12) as a word or words by which a person, animal, place or a thing is spoken of or referred to. In other words, a name distinguishes a particular thing from others. Names have political, social, economic and religious significance. As far as this study is concerned, the emphasis would be on the political significance of a name. The Black South Africans suffered a significant harm during the apartheid regime. The Europeans dominated in everything which resulted in Blacks losing their identity, culture, values, heritage an tradition. The European domination interfered with the naming patterns of the indigenous people of South Africa. Names of places were virtually Eurocentric. This is evident in town names, for example, Johannesburg, Pretoria, Pietersburg and Potgietersrus. Tables turned when a democratic government was elected in 1994. The affected people started to realize the negative impact of apartheid on numerous things, places names inclusive. The new government started to implement political changes. Some place names are changed to strike a balance between races, new places are named according to what the people want. Place naming starts to shift a distance away from Eurocentric to African names. Towns, streets, sporting facilities, names of settlements, businesses and 2 educational institutions are the most places affected by name changes and new naming patterns. 1.2 Background to the problem The problem of place naming in Africa in general and South Africa in particular started during the colonial period when many European countries scrambled for Africa in the 17th century. -

ABSTRACT The intrepid novelist Rudyard Kipling’s portrayal of the Limpopo River as “the great, grey-green, greasy Limpopo River, all set about with fever trees …” does not reflect the real challenges De Beers Venetia Mine faces in abstracting raw water for their open cast kimberlite operation, located in the remote arid northern extremities of South Africa, approximately 80 km west of Musina and some 500 km north of Johannesburg, with the area presenting a mean annual precipitation value of 350 mm and annual evaporation rates in the order of 2 500 mm. Construction of Venetia Mine began in 1990, was officially opened in August 1992 and had reached full output in 1993. Venetia Mine is South Africa’s largest producer of diamonds. Production statistics for 2002 reflect total tonnages mined of 24,3 million of which 4,71 million tons of ore was processed and 5,08 million carats recovered. Despite the large catchment and many tributaries, the largest being the Shashe River, feeding the Limpopo River, the river is usually dry for most of the year. Ninety percent of the river’s runoff occurs from December to April. The Mine’s commitment to practising sound environmental management principles is reflected in its proud list of environmental orientated achievements. Despite these challenging conditions and strict statutory and self imposed restrictions to water abstraction for supply to the Mine, the Mine has since commissioning and with increased production not exceeded the overall water abstraction permit volumes and has demonstrated acute ability in integrating the supply of water for its operations between surface flow conditions in the Limpopo River and the ground water source within the Greefswald and Schroda aquifer. -

Today as Aganang Municipality, we look back with pride and confidence on the indelible footprints we have made. We exactly know and have experienced that the journey of thousand miles indeed begins with a single step. We come very far and we have gone very far. The 2007/2008 Annual report will account to the adopted budget of R52, 5 Million in the previous financial year. As we were tabling the budget on the 31st May 2007, I indicated that this budget will go a long way in enabling the Municipality to continue firing on all cylinders in ensuring that the people of Aganang Municipality enjoy the fruits of democracy through basic service delivery for all.
