Paper prepared for the International conference on “Russia and the CIS in recent European integration processes” Russian Academy of Sciences Institute of International Economic and Political Studies Moscow, October 17-18, 2002 The fact that by admission of Slovenia the borders of the European Union almost reached Zagreb, repeatedly provoked a discussion about the reasons of lagging behind of Croatia. The author observes the basic reasons (beside the imposed war) in political atmosphere which was unacceptable for international community. Such atmosphere resulted in big mistakes of the entire (Bosnia and Herzegovina) and economic policy (tycoon privatization and the wrong stabilization level). Unacceptable political atmosphere is also shown by the fact that Croatian and Slovenian economists commonly prepared the starting bases of transition. Slovenia consistently implemented this concept, while Croatia completely ignored it. The second wave of democratization (at the beginning of century) created political atmosphere more acceptable for international community and more adequate for economic development. Beside certain progress in economic sphere especially expressed are shifts in direction of somewhat faster integration into the European Union. In this sense the author was also encouraged by the President of the European Commission Romano Prodi at the XIII th World Congress of economists in Lisbon, September 9 to 13, 2002. * D. The experience of saying one’s goodbyes to the thin line of Dalmatia that has strung itself under the mountain’s crest, that viewed from the sea looks like Atlas’ brothers, is repeated, not without poetic chills, by dozens of travel writers. To define the cultural denominators of Zagora, the Dalmatian inland, is today a difficult task, as the anthropological fabric of the wider Dalmatian hinterland is still too often perceived through the utopian aspect of the Renaissance ideal, the cynicism of the Enlightenment, or the exaggeration of Romanticism and the 18th century national revival. After the fall of medieval feudalism, life here has started from scratch so many times - later observers have the impression that the local customs draw their roots from some untroubled prehistoric source in which the silence of the karst on the plateau towards Promina, behind Biokovo, the gurgling of the living waters of the Zrmanja, Krka, Čikola and Cetina Ri- vers, the quivering of grain on Petrovo, Hrvatac and Vrgorac Fields, on 4 Zagora the fat lands along Strmica and Sinj, create the ide- al framework for the pleasant countenance, joyous heart and sincere morality of the local population of which many have written, each from their own point of view: from abbot Fortis and Ivan Lovrić during the Baroque period, Dinko Šimunović and Ivan Raos not so long ago to Ivan Aralica and, in his own way, Miljenko Jergović today.

Despite some improvements, the results are very lim- ited as the Government decided to content with the minimum, even failing to accept well-argued trade union proposals aimed to minimise possibilities of misuse of certain provisions of the law. 2 New Labour Code - only minimal After the turmoil in the Government, and the resignation of the Vice EU standards for Croatian workers Prime Minister and Minister of Economy Labour and Entrepreneurship Mr Damir PolanËec, former Chief Director of the Croatian Employers’ Association Mr –uro PopijaË was appointed new Minister of Economy, Labour and Entrepreneurship on 19 November. Trade unions did not welcome PopijaË’s appointment, taking the position that portfolio which beside economy also includes labour issues should be given to the person acceptable for both social partners. UATUC renewed its 4 Social Democrat Ivo JosipoviÊ old initiative to dissociate the labour portfolio from economy and form elected new President of Croatia a separate Ministry of Labour, however without success. The opposition Social Democrat Mr Ivo JosipoviÊ has won presiden- tial elections in Croatia by a wide margin, basing his campaign on the programme called “New Justice” and uncompromising fight against corruption, stressing his belief that “citizens of Croatia want to live in a country in which work is rewarded and criminal punished, in the country of social security and equal chances”.

    ARGUMENTA OECONOMICA No 2 (41) 2018 PL ISSN 1233-5835 ∗ Goran Buturac*, Željko Lovrinčević*, Davor Mikulić* EXPORT COMPETITIVENESS OF THE CROATIAN FOOD INDUSTRY The main aim of the paper is to assess the international competitiveness of the Croatian food industry by deploying the Constant Market Share (CMS) analysis. The CMS model is able to quantify the export performance of the food industry compared to the rest of the world and individual foreign markets (the EU 27, new member states). The analysis revealed rather disappointing results in terms of the competitive position of the Croatian food industry in the period after 2010. The CMS was able to decompose change in the market share based on the geographic and product component and competitiveness effect, and the results confirmed the hypothesis that the loss in competitiveness of the Croatian food industry is the most important factor which determined the decreasing share of Croatian companies in world trade. The impact of the product mix of exported food products was neutral while its geographical effect was also negative. A regional reorientation of exports to more dynamic markets is an option which could boost the exports of the Croatian food industry. The GIS approach to the study of changes in historical landscapes indicated that the greatest transformation of the landscape occurred in the Roman period. Territorial creativity was high in the Roman time, when a completely new landscape identity appeared after the 2nd/1st century BC in Dalmatia and Histria, and after the 1st century AD in Pannonia. The new markers in the landscape consisted of: 1) Military camps; 2) Cities – colonies and settlements; 3) Roman villas; 4) A network of roads and aqueducts. Agro-forestry landscapes were unbalanced even in prehistory, with clearing of forests and expansion of agriculture. However, the most noticeable changes came in the Roman period with new exploitation of the land and the intensive planting of new cash crops - grape (vineyards) and olive trees in Dalmatia and Histria, and wheat and other cereals in Pannonia.
