Are you aware that the Albany Countywide Alert system doesn't work? I made many contacts with the officer at the City Police department that is supposedly in charge of it. As much as he tried, he never did get the system to work ... at least for me and for one of my friends.

I contacted one of the members of the City Council explaining this. The system actually worked for a while, then failed again.

If the system can work once in a while, why can't it work all the time? I'd really like to have a warning for tornadoes and fires.

I'd appreciate it if one of the county commissioners would look into this. Thank you!

I am writing to encourage you to stand up to the threat of a lawsuit by Tumbleweed Express gas station and resume legal action against that former gas station. It is simply unthinkable that it can operate over our aquifer. Tumbleweed was a non-conforming use, and gas stations now are prohibited in the aquifer protection zone. The public good outweighs the rights of a business which threatens that public good. Please don’t get caught up in legalities, especially those that are moot. It is right to protect the aquifer. Protect us, your constituents, from harm.

Innovative mapping tool quantifies Wyoming’s broadband needs

Wyoming has a new and unique tool for enhancing its broadband coverage in rural areas: an interactive map that shows the results of internet-speed tests and broadband availability across the state, detailed down to individual parcels.

“This tool is going to make an enormous difference in improving broadband coverage in rural Wyoming,” said Wyoming’s broadband manager, Russ Elliott. “What gets measured gets done. Our mission is to serve every Wyoming citizen and every Wyoming business, and to do that we need to know where and who the people

are that need our support.”

The mapping tool was created with the support of Teal Wyckoff and the University to Wyoming’s GIS department. It displays a color-coded dot for every speed test that has been completed in the state, creating a visual demonstration of served and unserved areas, along with quality of service at those locations. Unserved in Wyoming is currently defined as less than 25 MBps for download speed and three MBps for upload speed. Keep Reading!

Forest Service releases Draft Decision for Muddy Creek and Lake Creek Watershed Restoration Project

(LARAMIE, Wyo.) July 26, 2019 – Today, the USDA Forest Service released the Environmental Assessment (EA), Finding of No Significant Impact (FONSI), and Draft Decision Notice for the Muddy Creek and Lake Creek Watershed Restoration Project on the Laramie Ranger District. The draft decision protects wetland resources in and around Forest Roads 553 (Muddy Creek Road) and 588 (Lake Creek Road) in the Snowy Range of the Medicine Bow National Forest.

Once final, the project decision will fully close and decommission roads 553 and 588. The area will be fully restored to the greatest extent possible.

The two roads have remained continually closed since 2013, when an emergency Forest Order was implemented due to soil and water resource damage from unauthorized motorized use. The decision was delayed because other priorities, specifically flagship forest priorities and partner projects, have taken precedence.

Those holding a valid mining claim in the project area may request motorized access to the claim from the District Ranger. Plans of operation, including intended access methods for prospecting, locating, and mining will be evaluated on a case-by-case basis and in accordance with current Forest Service policy.

Road closure and decommissioning will involve a variety of site-specific techniques designed to prevent continued unauthorized motorized access, improve wetland/riparian condition and restore ecological function, while considering available forest resources. Restoration techniques will include installing physical barriers, de-compacting and re-contouring soils, re-establishing natural stream flow and revegetation. Passive restoration, or letting the area naturally recover, will be used where possible.

Expected publication of the legal notice on Friday, July 26 begins a 45-day objection period. Unless objecting to new information, only those who have submitted timely, specific written comments during the formal, 30-day comment period from July 27 to August 26 of 2014, may file an objection. The Wyoming Department of Environmental Quality has completed its review of the proposed Paddocks at Fort Sanders Subdivision located in the Section 21 , and a portion of Section 22, T15N, R73W, 61h P.M., in Albany County, Wyoming, (area of Lat: 41.2545, Long: -105.5886). The Paddocks at Fort Sanders Subdivision is 738 acres in size and will create 223 residential lots that range in size from 1.5 to 4.6 acres in size. The information was submitted, signed by Ginger Brown, a Wyoming Licensed Engineer with Coffey Engineering and signed by Benjamin Jordan, a Wyoming Professional Geologist employed with Weston, on behalf of Neptune Management, Corp. This letter represents the recommendations of the Wyoming Department of Environmental Quality as required by W.S. 18-5-306(c).

Findings as to the safety and adequacy of the proposed sewage system:

Individual small wastewater treatment systems (Presby Environmental Advanced Enviro­ Septic systems coupled with a standard septic tank and gravity feed system) are proposed for use on each subdivision lot. Each system will be permitted by and constructed to Wyoming Department of Environmental Quality Water Quality Rules and Regulations and the standards contained in the Albany County Small Wastewater Systems regulations that govern Individual Sewage Disposal Systems. The information submitted addresses the safety and adequacy of the proposed sewage systems provided compliance with the statements indicated in the "Notes required to be added to the final plat and other pertinent documents" is maintained.

Findings as to the safety and adequacy of the proposed water system:

The proposed water system is connection to the South of Laramie Water and Sewer District public water supply and distribution system. Thanks to the generous donations we have received thus far, we have funds to get the utilities to the property. Here's what we need help with, financially and otherwise: - Shelter/barn(s) for the animals, the first priority - Storage shelter for hay - Living space for an animal caregiver -Out buildings for storage of manure spreader, 4-wheeler, mowers, wheel borrows etc.

The above can be accomplished in a variety of ways depending on resources. A few of the options we have thought of are: 50' x 100' pole barn would provide space for animals, hay and some equipment An even larger barn would provide shelter for animals, hay, equipment and living quarters for the animal caregiver Individual buildings for barn(s) for the animals, out buildings for hay and equipment and living space for the animal caregiver Structures could be pole barns, barn kits, Quonset huts, garage kits, stick built options, Yurts .... With the aforementioned in mind ...

We're planning a community forum, August 6th at 6:30 PM at the Eppson Center to get input from the community in the following ways. • Ideas for putting into place the utilities • Ideas for financing and building barns, out buildings, and living space • Help in making informed decisions about how to move forward • Fundraising ideas • What you'd like to see happening at Home On the Range • Ideas to make Home On the Range more accessible to more people • Suggestions on any topic concerning Home On the Range Our vision for Home On the Range remains to provide sanctuary for farm animals, returning them to sound physical, social and emotional health, and for working with community and regional organizations to enrich the well-being and self-worth of their individuals/clients. As we move forward, our longer-term vision is to someday enable people to find respite through overnight or longer stays while interacting with the animals and nature.

We hope you will continue to partner with us as we move into our new beginning. We have some price quotes for some of the items mentioned above which we will present at the meeting. Brush Creek/Hayden Ranger District to host 75th Birthday Party for Smokey Bear

(SARATOGA, Wyo.) July 30, 2019 – To celebrate the 75th birthday of an American icon, the Brush Creek/Hayden Ranger District will host a party on Friday, Aug. 9 from 10 a.m. – 12 p.m. The event will be held outdoors on the Medicine Bow National Forest, at the Brush Creek Visitor Center.

The Visitor Center is located along the Snowy Range Scenic Byway, Wyoming Highway 130, just west of the community of Ryan Park, near the west Forest boundary.

Smokey himself will be making an appearance, and there will be activities, handouts, and treats. If available, Central Zone fire personnel and an engine from the Medicine Bow‐Routt National Forests and Thunder Basin National Grassland will be on hand to greet visitors.

Since 1944, Smokey Bear has protected America's forests from unwanted, human‐caused fire. Smokey – one of the most‐loved issue ambassadors of our time – and his signature phrase, “Only you can prevent wildfires,” are truly iconic.

His message of wildfire prevention is the center of the longest‐running Public Service Announcement campaign in our nation's history.

Though Smokey has been essential to the reduction of unwanted, human‐caused wildfires over the last 75 years, he still needs help. Even today, nearly 9 out of 10 wildfires nationwide are caused by people.
