Her Excellency Governor Lisa Honan arrived at 10.55am, and The Most Reverend Dr Thabo Cecil Makgoba – Arch- bishop of Cape Town and Metropolitan of the Anglican Church of Southern Africa, invited those in attendance to pray, be- fore observing a two-minute silence, signalled by the Last Post which was solemnly played by the Scouts. Following the two-minute silence, the poem ‘Tribute to the Millions’ was read by Chief Secretary, Susan O’Bey, to mark the 100th anniversary of the end of World War One.

Wreaths were laid by HE Governor Lisa Honan, The Presi- dent of the French Republic (Michel Dancoisne-Martineau), the Royal Navy (Father Jack Horner), the Army (Nigel Dollery), the Royal Air Force (Marco Yon), the Merchant Navy (Ethel Benjamin), the St Helena Police Service (Garry Henry), and the St Helena Fire & Rescue Service (Kyle Yon). Sev- eral schoolchildren also laid wreaths.

The Right Reverend Allan John Kannemeyer – Bishop of the Diocese of Pretoria read the Lesson and prayers were led by Father David Musgrave, Lieutenant Coral Yon, Elder Brian Joshua and Bishop Elect Dale Bowers. During the Service, hymns were sung, including ‘O God, Our Help in Ages Past’, ‘The Lord’s My Shepherd’ and ‘Praise My Soul the King of Heaven’. The Act of Commitment was made and acts of peace were then offered. The Service concluded with the National Anthem and Blessing, followed by the March-Past outside the Court House.

Bishop Dale is St Helena’s 16th Bishop and the first Saint to be enthroned on the Island. Beacon Lighting Ceremony A short Beacon Lighting Ceremony, in tribute to the millions of men and women who died or were injured in World War One (WW1) and to commemorate the centenary of the end of the Great War, was held at Kingshurst Community Centre on the evening of Sunday, 11 November 2018. The Ceremony began at 18.50pm when Bishop Dale welcomed those in attendance. This was followed by the poem ‘Tribute to the Millions’ read by Nigel Dollery. At 7pm, the Beacon of Light was lit by the Hon Deputy Speaker, John Cranfield, signalled by the Last Post played on buglers by Scout Leaders Dax Richards and Mark Yon. During the ceremony, Father Jack Horner led a prayer and reflected on war times and the impacts on people. A Hymn entitled ‘He Who Would Valiant Be’ was also sung and Lieu- tenant Coral Yon read the poem ‘In Flanders Fields’. The ceremony concluded with a blessing by Bishop Dale. The St Helena Independent Volume XIII, Issue 50, Friday 16th November 2018 5 SENIOR AIRLINK DELEGATION VISITS ST HELENA A meeting was held on Saturday, 10 November 2018, to undertake the first annual review of the contract to provide an air service to St Helena. Chief Financial Officer in Airlink, de Villiers Engelbrecht, joined representatives from the St Helena Government (SHG), Enterprise St Helena (ESH), and Legislative Council for the meeting. Representatives from the Depart- ment for International Development (DFID) joined via telephone link.

The meeting was chaired by SHG Deputy Airport Contracts Manager, James Kellett, who led discussion on a wide range of topics. Agenda items included a review of the annual performance of the contract in its first year, marketing activities actioned to date, plans for 2019 and beyond in respect of commercial and marketing activities, and discussion on various operational matters. James commented: “We are all pleased with the first year of operations and in particular to have a service that experienced a small surplus; this has only been possible due to the close cooperation of SHG, Airlink, airport staff and subcontractors, and ESH. We now turn our focus to using the lessons learnt from this initial year as the service grows in the second year of operations”.

The meeting also included discussion around ongoing operations from Johannesburg, future plans for the air service, as well as planning for the additional flights due to commence in December 2018.

Chief Executive for Economic Development, Dawn Cranswick, said: “The Review Meeting provided some useful insights into Airlink’s promotion of St Helena as one of their destinations, and we will be working together on co-ordination of our activities for the future.” Airlink’s CEO and Managing director, Rodger Foster, added: “The occasion of the first anniversary of the St Helena air link is worthy of celebration, especially so given that during the first year of operations over 6,000 customers experienced the time efficiency of air access. We are delighted to have delivered safe and reliable air services and to have transformed access to and from St Helena. Airlink is privileged to have a close working relationship with the St Helena Government and we will continue to look for ways in which the service may be improved and in particular in addressing the wishes of our customers.”

SHG, Airlink, DFID and ESH will continue to meet on a regular basis to monitor the performance of the service, plan for future changes, and to discuss operational matters as they arise. G-Unique Designs, our local jewellery business has teamed up with GK Crafts, our local stationery & souvenir provider to offer St Helenian gifts and gift sets on the online market - currently being distributed from the UK via the G-Unique website at www.g-uniquedesigns.com.

The idea began as a result of requests for the products made by G-Unique Designs & GK Crafts to be sent off island to Saints overseas.

However, collaboration between these two businesses is not a new concept, as G-Unique & GK Crafts have been working together since 2011 when GK Crafts approached G-Unique about selling their greeting cards in the G-Unique Boutique. Since then the relationship has grown to providing collabora- tive gift sets of jewellery and stationery on island.

So a natural progression has now taken place whereby the duo businesses have started looking to a market outside of St Helena who appreciates the unique nature of hand-made gifts.

The St Helena Independent Volume XIII, Issue 50, Friday 16th November 2018 10 INITIAL POLICE TRAINING WEEK THREE Over the weekend of 2 & 3 November, the students were paired up with an experienced Police Officer and went out on patrol. They dealt with a variety of incidents from parking obstructions to dealing with intoxicated members of the public. The debrief on Monday morning highlighted that Policing is diverse and no shift is exactly the same. The students ex- pressed their enjoyment of putting what they have been learning into practice. Monday, saw the students attending Magistrates Court for a visit, whilst also giving evidence relating Learning about Magistrates Court to the stop/search exercise they had conducted the previous Thursday. The experience highlighted the importance of taking their time whilst completing paperwork and to pay more attention to detail. Thanks go to the Chief Magistrate for his time dur- ing the visit. On Tuesday, the students were introduced to traffic legislation, exploring the difference between a me- chanically propelled vehicle and a motor vehicle. The afternoon saw more scenario training taking place outside of Donny’s Club. VACANCY HARBOUR MASTER The Port Control Office is currently seeking a suitable person for the position of Harbour Master. The primary duties and responsibilities of the Harbour Master are: 1. To control both safety and security of the Port Facilities (both Jamestown and Rupert’s Wharf) and Harbour waters; 2. To enforce all laws, in relation to Safety and Security within facility’s jurisdiction; 3. To maintain general oversight of the safe, secure and efficient running of the Port.

The post holder is expected to have a high level of understanding of the ISPS code, and International Supply Chain Security Management protocols. As Harbour Master, the successful applicant will be the designated Port Facility Security Officer (PFSO) and will either already hold such certification, or be willing to attend overseas training, in order to obtain this certification. You would also be required to have GCSE Maths and English at grade C or above. The successful applicant must have the ability to plot charts for navigational purposes and fluency in communicating via VHF and UHF. The Harbour Master is a ‘warranted’ law enforcement officer, with the powers of arrest / search / seizure. Therefore, prior law enforcement experience would also be highly preferred.

Salary for this post is at Grade E, commencing at £ 14,138 per annum. We chose Y9 because it’s an important year where young people make decisions leading to jobs, further education, apprenticeships, friend- ships, and more! Our mission statement is; to educate and inspire young people on St Helena to achieve positive personal, social and educational growth. We do this through a combina- tion of one to one mentoring with adults from the community and group activities.

13 young people completed the first round of BASH last year thanks to the support of the local community and the BASH family! This year BASH has doubled in size so we are hoping to recruit mentors, facilitators and supporters to help the future leaders of St Helena reach their goals.

‘Mentoring’ can fit around you. It is fun, informal and the frequency of contact is agreed between the young person and the mentor. ‘Facilitators’ deliver one off group sessions with the BASH young people. Topics will be linked to the areas in our mission statement. ‘Supporters’ contribute to the running of BASH. This could be financially, through the donation of goods or both. Previous examples have included a donation to assist the purchase of study guides.
