ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias. CHAPTER 1 The Historical Legacy for Contemporary Russian Foreign Policy o other country in the world is a global power simply by virtue of geogra- N phy.1 The growth of Russia from an isolated, backward East Slavic principal- ity into a continental Eurasian empire meant that Russian foreign policy had to engage with many of the world’s principal centers of power. A Russian official trying to chart the country’s foreign policy in the 18th century, for instance, would have to be concerned simultaneously about the position and actions of the Manchu Empire in China, the Persian and Ottoman Empires (and their respec- tive vassals and subordinate allies), as well as all of the Great Powers in Europe, including Austria, Prussia, France, Britain, Holland, and Sweden. This geographic reality laid the basis for a Russian tradition of a “multivector” foreign policy, with leaders, at different points, emphasizing the importance of rela- tions with different parts of the world. For instance, during the 17th century, fully half of the departments of the Posolskii Prikaz—the Ambassadors’ Office—of the Muscovite state dealt with Russia’s neighbors to the south and east; in the next cen- tury, three out of the four departments of the College of International Affairs (the successor agency in the imperial government) covered different regions of Europe.2 Russian history thus bequeaths to the current government a variety of options in terms of how to frame the country’s international orientation. To some extent, the choices open to Russia today are rooted in the legacies of past decisions. -

TowE t INTRODUCTION The Soviet Constitution guarantees many of the same funda- mental rights as are guaranteed in the Constitution of the United States, plus several others as well. Indeed, these rights are described in greater detail and appear on their face to be safeguarded more emphatically in the Soviet Constitution. However, the mere existence of constitutional provisions for fundamental rights does not necessarily guarantee that those rights will be protected. Western scholars often point to discrepancies between rhetorical phrases in the Soviet Con- stitution and actual practices in the area of fundamental rights.' Soviet legal scholars insist, however, that such criticism should be aimed instead at Western constitutions. Andrei Vyshinsky has stated that it is precisely in the area of fundamental rights that "the contra- dictions between reality and the rights proclaimed by the bourgeois constitutions [are] particularly sharp." 2 Soviet legal scholars claim that bourgeois laws are replete with reservations and loopholes which largely negate their effectiveness in protecting fundamental rights generally, and those of the working man in particular.3 There is undoubtedly some truth in both claims, for, as Professor Berman has stated, "The striking fact is that in the protection of human rights, the Soviet system is strong where ours is weak, just as it is weak where ours is strong." 4 The full impact of this statement can only be understood by comparing the different approaches which * The author wishes to acknowledge the helpful comments and suggestions of Dr. Branko M. -

However, just a few months after his election as president in 1952, he faced the complications of a rapidly chang- ing world. The long-time leader of the Soviet Union, Joseph Stalin, died, and no one knew who the next leader would be or whether their attitude toward the United States might be less cooper- ative. The United States had developed a new and vastly more destructive weapon, the hydrogen bomb, in November 1952, and the Soviet Union would also develop its own hydrogen bomb the following year. Within the context of these events, President Eisenhower outlined his views on the role of the United States in the world in a speech entitled “A Chance for Peace.” In it, Eisenhower stressed that Americans and other free nations had chosen one road and the Soviet Union had chosen another. As a result, fear and mistrust created the need for arms, armies, and nuclear weapons when all of the money spent for these items could be used to give the neediest people of the world necessities such as food, housing, and health care. Eisenhower believed that “all people want peace” (as he stated in a speech at a People to People Conference) and that the average person could make a real difference toward ensuring world peace. -

I got inspired by this subject through an internship I have done in Paris in 2012. Here I was working for an event agency that organized business conventions for the defense and security sector, and in particular the aerospace industry. This was the first time I got in touch with this defense industry and this was the first moment that I realized how much money is involved in this sector. Warfare turned out to be real business. At the conventions enormous stands emerged with the most advanced combat vehicles and weaponry. These events were focused on matchmaking between various players in this sector. Hence, commercial deals were made between government agencies and the industry, which was very normal and nobody questioned this. When I read about this Military-industrial Complex, years later, I started to think about these commercial deals between government and industry and the profits that were gained. P I / j ;/"'" G 2 © Copyright by Sophie Diamant Richardson All Rights Reserved May 2005 3 ABSTRACT Most international relations scholarship concentrates exclusively on cooperation or aggression and dismisses non-conforming behavior as anomalous. Consequently, Chinese foreign policy towards small states is deemed either irrelevant or deviant. Yet an inquiry into the full range of choices available to policymakers shows that a particular set of beliefs – the Five Principles of Peaceful Coexistence – determined options, thus demonstrating the validity of an alternative rationality that standard approaches cannot apprehend. In theoretical terms, a belief-based explanation suggests that international relations and individual states’ foreign policies are not necessarily determined by a uniformly offensive or defensive posture, and that states can pursue more peaceful security strategies than an “anarchic” system has previously allowed. “Security” is not the one-dimensional, militarized state of being most international relations theory implies. Rather, it is a highly subjective, experience-based construct, such that those with different experiences will pursue different means of trying to create their own security. By examining one detailed longitudinal case, which draws on extensive archival research in China, and three shorter cases, it is shown that Chinese foreign policy makers rarely pursued options outside the Five Principles. -
