INTRODUCTION 1.1. Context Accession negotiations with Montenegro were opened in June 2012. To date all 33 screened negotiating chapters have been opened, of which three have been provisionally closed. Montenegro continued to broadly implement the Stabilisation and Association Agreement (SAA) and the meetings of the joint bodies under the agreement took place at regular intervals. Chapter 8 (Competition), the final negotiating chapter for Montenegro, was opened in June 2020. Overall progress in the accession negotiations will depend on progress in the area of rule of law, as per the requirements in the Negotiating Framework. Progress towards meeting the interim benchmarks set in the rule of law chapters 23 and 24 will be key for further progress in the negotiations overall. The public political commitment of the Montenegrin authorities to the strategic goal of European integration is regularly and consistently stated as the key priority for the country and mostly also translates to policy decisions. The COVID-19 pandemic is a global shock that has not spared the Western Balkans. The final extent of its footprint in terms of loss of human lives and damage to the economies is still difficult to assess, but early estimates foresee a drop of between 4 and 6% of Gross Domestic Product in the region. Thousands of citizens are at risk of losing their jobs, and temporary government support measures (unemployment benefits, deferrals/waivers to tax and social security contributions, etc.) have an important fiscal impact. While the EU is itself heavily affected by the pandemic, it has spared no time and effort to provide essential and unparalleled support to the Western Balkans. This includes financial support of more than EUR 3.3 billion for countries in the region to address the immediate health crisis and resulting humanitarian needs, as well as longer term and structural impact on their societies and economies. Given the European perspective of the Western Balkans, the EU is also treating the region as privileged partners by associating them with the Union’s mechanisms and instruments. These include the Health Security Committee, Joint Procurement Agreements, Union Civil Protection Mechanism, Solidarity Fund, consular assistance in repatriation or exemption from temporary EU export restrictions of medical equipment. These and other measures have provided immediate relief and are a clear message of the EU’s political commitment towards the region. The European Commission recommended that emergency measures taken in the context of the COVID-19 pandemic are proportionate, restricted to what is necessary and limited in time so that rule of law and democratic and human rights standards are respected. 1.2. Summary of the Report Concerning the political criteria the reporting period was marked by tensions and mistrust between political actors and low level of trust in the electoral framework. Due to the COVID-19 pandemic parliament was inactive in the early months of 2020 and was subsequently dissolved, due to the August 30 parliamentary elections. No political party boycotted the elections, which were contested by 11 candidate lists. According to the preliminary findings from the Office for Democratic Institutions and Human Rights of the Organisation for Security and Cooperation in Europe (OSCE/ODIHR) the elections 3 were competitive and were managed transparently and efficiently, but took place in an environment highly polarized over

Here the knife, revenge and a tribal (plemenski) system exist as nowhere else.1 The whole country is interconnected and almost everyone knows everyone else. Montenegro is nothing but a large family—all of this augurs nothing good. —Mihajlo Dedejic2 When the military receives an order to deploy into a particular area, planners focus on the terrain so the military can use the ground to its advantage. Montenegro provides an abundance of terrain to study, and it is apparent from the rugged karst topography how this tiny republic received its moniker—the Black Mountain. The territory of Montenegro borders Croatia, Bosnia- Herzegovina, Serbia and Albania and is about the size of Connecticut. Together with the much larger republic of Serbia, Montenegro makes up the current Federal Republic of Yugoslavia (FRY). But the jagged terrain of Montenegro is only part of the military equation. Montenegro has a complex, multilayered society in which tribe and clan can still influence attitudes and loyalties. Misunderstanding tribal dynamics can lead a mission to failure. Russian misunderstanding of tribal and clan influence led to unsuccessful interventions in Afghanistan and Chechnya.3 In Afghanistan, the rural population's tribal organization facilitated their initial resistance to the Soviets.

    Call from Members of the Nizami Ganjavi International Centre to the United Nations Security Council to Support the UN Secretary-General’s Urgent Call for an Immediate Global Ceasefire amid the COVID-19 Pandemic We are deeply alarmed that the United Nations Security Council has not been able to reach agreement on a draft resolution put before it on COVID-19. This draft resolution called for an end to hostilities worldwide so that there could be a full focus on fighting the Covid-19 pandemic. If passed it would have given powerful backing to the call made earlier by the Secretary-General. Yet, agreement could not be reached on the resolution in the Security Council because of its reference to “the urgent need to support…. all relevant entities of the United Nations system, including specialized health agencies” in the fight against the pandemic. The failure to reach agreement saddens us at this time when our world is in crisis. The Covid-19 pandemic has brought about immense human suffering and is having a devastating impact on economies and societies. It is exactly at times like this that the leadership of the Security Council is needed. It should not be silent in the face of the serious threat to global peace and security which Covid-19 represents. Global action and partnership are vital now to deal with the global pandemic and its aftermath. This is the time for the premier institution responsible for leading on global security to show strength, not weakness. We support UN Secretary-General António Guterres in his call for an immediate global ceasefire, in all corners of the world, amid the COVID-19 pandemic.

    LETTER TO G20, IMF, WORLD BANK, REGIONAL DEVELOPMENT BANKS and NATIONAL GOVERNMENTS We write to call for urgent action to address the global education emergency triggered by Covid-19. With over 1 billion children still out of school because of the lockdown, there is now a real and present danger that the public health crisis will create a COVID generation who lose out on schooling and whose opportunities are permanently damaged. While the more fortunate have had access to alternatives, the world’s poorest children have been locked out of learning, denied internet access, and with the loss of free school meals - once a lifeline for 300 million boys and girls – hunger has grown. An immediate concern, as we bring the lockdown to an end, is the fate of an estimated 30 million children who according to UNESCO may never return to school. For these, the world’s least advantaged children, education is often the only escape from poverty - a route that is in danger of closing. Many of these children are adolescent girls for whom being in school is the best defence against forced marriage and the best hope for a life of expanded opportunity. Many more are young children who risk being forced into exploitative and dangerous labour.
