    Part 8 Development – Midleton Cycle Network Scheme Introduction/ Development Description The aim of the proposed development is to create a new network of cycling paths for the Midleton town/ Ballinacurra urban area. The proposed route will connect Ballinacurra, Midleton and Water Rock including the residential areas in Ballinacurra and future residential development in Water Rock with the Town Centre. The scheme also connects Gaelscoil Mhainistir Na Corran with the Town Centre via an off-road greenway. There are other schools located along the route which can also be integrated into the scheme. The scheme also connects with Midleton Train Station and the Midleton to Youghal Greenway. Compatibility of Proposal with relevant Development Plans / Guidelines National Standards The National Cycling Policy Framework 2009 – 2020 aims to create a strong culture of cycling in Ireland with an aim that 10% of all trips will be by bike by 2020 Smarter Travel – A Sustainable Transport Future, A new Transport Policy for Ireland (2009- 2020) County Development Plan 2014 The proposed cycle network covers the functional areas of “Midleton Environs” as set out under the East Cork Municipal District LAP 2017 and the Midleton Town Plan 2013. The idea Niall Bradley (below) at the National Library, on 23rd September. for a Learning Centre stemmed from a visit undertaken by the former County Manager, John Quinlivan, to a similar model in Middlesbrough. The project of setting up the Learning Centre was a joint initiative between the library service and the Social Inclusion Unit of Louth Local Authorities. The Social Inclusion Unit is one of eight pilot units established in various local authorities around the country as a result of the government’s commitment to tackle poverty, inequality and social exclusion in Irish society. The main objectives of the unit are as follows: • To build on, and develop current social inclusion related activities in the local authority; • To pilot new projects aimed at addressing social exclusion and disadvantage in each section of the local authority; • To carry out research into the causes and effects of social exclusion and disadvantage; • To mainstream social inclusion in the local authority corporate planning process. The Learning Centre is targeted at people who have experienced a disadvantage in accessing education and training in the past.

    Cork City Council Cork County Council Metropolitan Cork Joint Retail Strategy December 2013 Midleton Town Council Cobh Town Council Draft Metropolitan Cork Joint Retail Strategy 1.0 Introduction 1.1 The Retail Planning Guidelines (RPG's) for Planning Authorities (2012), issued by the Department of the Environment, Community and Local Government, require Local Authorities to prepare retail strategies and policies for their areas and to incorporate these where appropriate into their development plan. The guidelines note that certain development plans and local area plans must be informed by joint or multi authority retail strategies which should assess retail activity and demand needs that transcend planning authority boundaries. The guidelines specifically identify that Cork City and County Councils should prepare a joint retail strategy. 1.2 John Spain Associates were commissioned in August 2012 by Cork City Council and Cork County Council to prepare a joint retail study for Metropolitan Cork. The strategy set out within this document is based upon the findings of the retail study which will replace the existing 2008 Cork Strategic Retail Study. The Metropolitan Cork Joint Retail Study is available online at www.corkcity.ie and www.corkcoco.ie It is envisaged that this joint retail strategy for the planning authorities in the City and County will be incorporated into the review of their respective development plans commencing in 2013. The strategy will form the agreed basis on which each authority will be able to formulate appropriate development plan objectives or policies for retail development in its areas and will be used in the determination of applications for planning permission.
