Brian McKenna, Paudge Connolly, Cathy Bennett, David Maxwell and Sean Conlon In Attendance: John Murray, Director of Services, Donal McElwain, Municipal District Co-ordinator, Dermot Deeney, Executive Engineer, Bernie McElvaney, Senior Staff Officer, Siobhan Sherry, Monaghan Business Support Executive 1. Confirmation of minutes: On the proposal of Cllr. Connolly, seconded by Cllr. McKenna, it was agreed that the minutes of the Municipal District of Monaghan meeting held on 16th November 2020 be confirmed. On the proposal of Cllr Maxwell, seconded by Cllr Conlon, it was agreed that the minutes be amended to read as follows: Cllr Treanor proposed that a letter of solidarity be sent to Clones Ballybay MD in relation to the recent violence incident in the Diamond, Clones. All members condemned this attack and supported the proposal. Also, that Emyvale Cycling Club be amended to All Cycling Clubs. 2. Matters arising: Cllr McKenna asked for an update on Tullyherm Lane to which Mr McElwain responded that we had seeked information on, ownership and right of ways but this information was not available from the current owner’s solicitors. Mayo was back in Croke Park earlier this year to pick up All-Ireland awards of a different kind as it scooped the coveted ‘Council of the Year’ title and also scored top points to register two category wins at the 12th All Ireland Community and Council Awards. ow in its 12th year, the Community & Council Awards scheme that celebrates communities and councils working together, has significantly grown in popularity nationwide. And for the first time this year Nthe event moved to Croke Park for the All-Ireland final and was hosted by RTÉ’s sports commentator Marty Morrissey. Since 2006, the national awards scheme has highlighted the collaboration between communities and local authorities in bringing novel and progressive projects to fruition. THE IRISH LEGISLATIVE GENDER QUOTA: Analysing Implementation & Outcome ………. 08/01/2019 Supervisor: Dr. Krijtenburg Word count: 20,056 i The Irish Legislative Gender Quota: Analysing Implementation & Outcome Sean Dunleavy Executive Summary The title of this dissertation, “the Irish Legislative Gender Quota: Analysing Implementation & Outcome”, is specifically related to the Electoral (Amendment) (Political Funding) Act 2012, which requires political parties to field at least 30 percent candidates from the minority represented sex, with penalty for failure to comply resulting in a halving of state funding. Overall, given the difficulties observed during the 2016 general election campaign, and indeed now again in preparation for the next election, it is important to understand if these reforms are solely responsible for achieving increased female representation. Why difficulties during selection conventions are occurring, and how they can be best overcome. The main question is as follows: ‘Has the introduction of state mandated gender quotas for political party election candidates in the Republic of Ireland had the desired effects both in terms of implementation and ultimate outcome?’ Both qualitative and quantitative methods of research were conducted for this dissertation report. Qualitative research was used to collect and analyse, with the work of Irish academics Buckley, of University College Cork, Galligan, of Queen's University Belfast, & McGing, of Maynooth University, found to be of particular importance when detailing any aspect specific to Ireland. The majority of reviewed literature publications would take the form of academic journals and government sponsored publications.

    ANNUAL REPORT 2019 FOREWORD Carlow is a progressive, vibrant County which is attractive, inclusive and accessible. Carlow County Council is committed to providing the highest quality public services for local residents, visitors and for new and existing companies, from multinationals to entrepreneurs and SMEs. Creating an environment for economic growth and driving quality of life for all is a priority for this Council. We are pleased to introduce the Carlow County Council Annual Report 2019, which outlines the work of the Council in delivering important public services during the year, all of which contribute to making County Carlow an attractive place in which to work, live and do business. 2019 has seen the strengthening of the Council’s role in economic development and community development and this is welcomed by all. It must be acknowledged that the changing economic climate both at national and local levels have made a defining influence on the extent to which our services are delivered. Despite the reduction in human and financial resources in recent years, Carlow County Council continues to deliver a high standard of service. The Council welcomes the easing of financial restrictions and the improving economic position. Our staff, with the support and leadership of the elected members, continue to maintain and deliver quality services as referenced in our Corporate Plan, whilst also keeping the Council on a firm financial standing. Similar to all local authorities in the country, Carlow County Council relies heavily on government funding. It follows that a reduction in overall funding can profoundly impact on our capacity to deliver our services and any increase in funding enables the Council to leverage these monies to provide additional and enhanced services.

Meath County Council Annual Report 2020 Foreword We are pleased to present Meath County Council’s Annual Report 2020, which outlines the achievements and activities of the Council during the year. It was a year dominated by the COVID pandemic, which had a significant impact on the Council’s operating environment and on the operations of the Council and the services it delivers. Despite it being a year like no other, the Council continued to deliver essential and frontline local services and fulfil its various statutory obligations, even during the most severe of the public health restrictions.

Present: Cllrs. Aidan Campbell, Jackie Crowe, Noel Keelan, Padraig McNally, PJ O’Hanlon, and Matt Carthy MEP Also in attendance:- Eugene Cummins, Chief Executive Monaghan County Council, Adge King, Director of Services, Cathal Flynn, Coordinator, Frances Matthews, Alan Hall, John Lennon, Joe Durnin, Mickey Duffy, Amanda Murray, Teresa McGuirk, Mary Marron, Stephanie McEneaney, Philomena Carroll Press – Veronica Corr, Northern Standard, Martin Shannon, Anglo Celt and Kieran Ward, Northern Sound Radio and Pat Byrne, photographer. Apologies - none Election of Cathaoirleach Cathal Flynn, Coordinator took the chair and welcomed all stating the AGM, represented a significant milestone in the history of local government for Carrickmacross and Castleblayney. Cllr Keelan welcomed coordinator and staff and wished well in their new roles. Cllr Keelan proposed Cllr Jackie Crowe for the position of Cathaoirleach. This was seconded by Cllr Aidan Campbell. The coordinator enquired if there were any further nominations. As no further nominations were received Mr Flynn declared Cllr Crowe duly elected as Cathaoirleach. Cllr Crowe then took the chair for the remainder of the meeting. Cllr Crowe thanked his proposer and seconder stating that he was deeply honoured and humbled to become the first chair of the new Municipal District of Carrickmacross - Castleblayney. Cllr Crowe gave his commitment to work along with coordinator, staff and elected members to ensure the Municipal District can work for the benefit of the people.
