A DNA database in the NHS: Your freedom up for sale? May 2013 In April 2013, the Caldicott Committee, including Government Chief Scientist Sir Mark Walport, proposed new rules for data-sharing which would allow the Government to build a DNA database of the whole population of England in the NHS by stealth.1 The plan is to make NHS medical records and people’s genetic information available to commercial companies and to use public-private partnerships to build a system where all private information about every citizen is also accessible to the police, social workers, security services and Government. The Wellcome Trust, which was involved in the Human Genome Project and was led by Walport for ten years, has produced a plan which involves including a variant file, containing the whole genome of every person minus the reference genome, as an attachment to every medical record in the NHS in England.2 This data would be made available to ‘researchers’ (including commercial companies) for data-mining in the cloud and personalised risk assessments would be returned to individuals. The aim is to transform the NHS in line with proposals developed more than a decade ago by former GlaxoSmithKline Chairman Sir Richard Sykes. This is expected to massively expand the market for medicines, medical tests and other products, such as supplements and cholesterol-lowering margarines, by allowing products to be marketed to individuals based on personal risk assessments, created using statistical analysis of genetic data, medical records and other health information. The proposal to build a DNA database in the NHS was endorsed by the Human Genomics Strategy Group in 20123,4 and the Government (led by Prime Minister David Cameron) has quietly adopted this recommendation without telling members of the public. -

Henning is an intelligent and composed individual who left me feeling positively enriched after each and every discussion. I received much encouragement and was given complete freedom. I honestly cannot envision a better intellectually stimulating atmosphere compared to the one he created for me. During the last three years, Henning has played a pivotal role in my growth, both personally and professionally and if I ever succeed at being an academic in future, I know just the sort of individual I would like to develop into. Few are aware that I came to Cambridge after having had a rather intense and difficult experience in Germany as a researcher. In my first meeting with Henning, I took off on an unsolicited monologue about why I was so unhappy with my time in Germany. To this he said, \Deepak, now that you are here with us, we will try our best to make the situation better for you". Henning lived up to this word in every possible way. Three years later, I feel reinvented. I feel a constant sense of happiness and contentment in my life together with a renewed sense of confidence in the pursuit of academia. -

Lessons from the History of UK Science Policy August 2019 2 Science Policy History Foreword The British Academy is the UK’s national body for the humanities and social sciences. Our purpose is to deepen understanding of people, societies and cultures, enabling everyone to learn, progress and prosper. The Academy inspires, supports and promotes outstanding achievement and global advances in the humanities and social sciences. We are a fellowship of over 1000 of the most outstanding academics, an international community of leading experts focused on people, culture and societies, and are the voice for the humanities and social sciences.1 The British Academy aims to use insights from the past and the present to help shape the future, by influencing policy and affecting change in the UK and overseas. Given this, the Academy is well-placed to bring humanities and social science insight from the past into policymaking for the present and the future. One way to do this is in using historical insights to inform policymaking – ‘looking back to look forward’. To support these efforts, the Academy’s public policy team in collaboration with the Department for Business, Energy and Industrial Strategy, has undertaken a new programme of work on policy histories. The policy histories series develop historical analyses for individual policy areas. These analyses are used to provide: • a structured, rigorous and objective account of the history of a given policy area and the significance of key milestones in context, • an informed basis for analysis and insights from the timelines as well as dialogue and discussion about what history can tell us about the future. -

Thank you very much, Hermann. I think I'd like to start with a little bit of your early family background, sort of have an understanding of where you came from, and it might give us some insight as to how you ended doing what you did. Hermann Hauser: OK sure. Well I was born in Vienna. My mother is Viennese, but my father is Tyrolean, so I actually grew up in the Tirol, although my father sent my mother back to Vienna to have me in the Rudolfinerhaus hospital in Vienna, but I grew up in the Tirol, which is the mountainous part of Austria where the skiing is, and we had a ski lift behind our house. I went to school in the local village. It was a tiny village that I grew up in with about 200 people or so. And with a very small local school, primary school. And then I went to Kufstein, which is about 15 kilometers from where I lived which actually was a very small part of Wörgl was called Bruckhäusl, which really was a little village that got attached to Wörgl. Hendrie: Excuse me, now did you have any brothers or sisters? Hauser: Yes. I have one brother who is five years younger than me. -
