Report on Abandoned Mine Land Reclamation Economic Development Pilot Program (AML Pilot Program) for FY 2016 – FY 2017 Prepared by the Office of Surface Mining Reclamation and Enforcement (OSMRE) Prepared by the OSMRE Program Support Directorate March 28, 2017 Page 1 of 18 I. Introduction and Background The Abandoned Mine Land Reclamation Economic Development Pilot Program (AML Pilot) for FY 2016 was authorized by Congress under the Consolidated Appropriations Act, 2016 (Public Law 114-113) and enacted on December 18, 2015. Administered by the Office of Surface Mining Reclamation and Enforcement (OSMRE), the AML Pilot provided $30 million of US Treasury Funds to each of the three Appalachian state AML Programs (Kentucky, Pennsylvania and West Virginia) which have the highest amount of unfunded coal-related problems that are classified as Priority 1 and Priority 2 abandoned mine lands sites and inventoried in the Enhanced Abandoned Mine Land Inventory System (e-AMLIS). The AML Pilot funds are to be used “for the reclamation of abandoned mine lands in conjunction with economic and community development and reuse goals”. This report describes implementation actions for the AML Pilot. II. Implementation of the AML Pilot Program OSMRE facilitated a meeting on February 24, 2016, in West Virginia with state AML Program staff from Kentucky, Pennsylvania and West Virginia to obtain input on the implementation on the AML Pilot Program. A second meeting was held on March 16, 2016, in Lexington, Kentucky to solicit input from additional stakeholders on the AML Pilot. OSMRE also participated in workshops with economic development organizations convened by the Appalachian Regional Commission (ARC) in the three states to provide information about the AML Pilot Program and to encourage state and local economic developers to identify opportunities to align and leverage their efforts with AML reclamation projects. -
Highest Risk Abandoned, Lost and Discarded Fishing Gear
www.nature.com/scientificreports OPEN Highest risk abandoned, lost and discarded fshing gear Eric Gilman1*, Michael Musyl2, Petri Suuronen3, Milani Chaloupka4, Saeid Gorgin5, Jono Wilson1,6 & Brandon Kuczenski6 Derelict abandoned, lost and discarded fshing gear have profound adverse efects. We assessed gear-specifc relative risks from derelict gear to rank-order fshing methods based on: derelict gear production rates, gear quantity indicators of catch weight and fshing grounds area, and adverse consequences from derelict gear. The latter accounted for ghost fshing, transfer of microplastics and toxins into food webs, spread of invasive alien species and harmful microalgae, habitat degradation, obstruction of navigation and in-use fshing gear, and coastal socioeconomic impacts. Globally, mitigating highest risk derelict gear from gillnet, tuna purse seine with fsh aggregating devices, and bottom trawl fsheries achieves maximum conservation gains. Locally, adopting controls following a sequential mitigation hierarchy and implementing efective monitoring, surveillance and enforcement systems are needed to curb derelict gear from these most problematic fsheries. Primary and synthesis research are priorities to improve future risk assessments, produce the frst robust estimate of global derelict gear quantity, and assess the performance of initiatives to manage derelict gear. Findings from this frst quantitative estimate of gear-specifc relative risks from derelict gear guide the allocation of resources to achieve the largest improvements from mitigating adverse efects of derelict gear from the world’s 4.6 million fshing vessels. Over the past decade there has been increasing international recognition of the need for multilateral eforts to address transboundary adverse ecological and socioeconomic efects of abandoned, lost and discarded fshing gear (ALDFG), also called derelict fshing gear 1, 2. -

Code § 93.9j The Department of Environmental Protection (Department) has discovered a discrepancy between the agency text of 25 Pa. Code § 93.9j (relating to Drainage List J) as deposited with the Legislative Reference Bureau (Bureau) and published at 32 Pa.B. 4695, 4699 (September 28, 2002) and the official text as published in the Pennsylvania Code Reporter (Master Transmittal Sheet No. 337, December 2002), and as currently appearing in the Pennsylvania Code. When the amendments made by the Department at 32 Pa.B. 4695 were codified, an entry for the Lackawanna River in Luzerne County and an unnamed tributary to it were never deleted as proposed. Therefore, under 45 Pa.C.S. § 901: The Department has deposited with the Bureau a corrective amendment to 25 Pa. Code § 93.9j. The corrective amendment to 25 Pa. Code § 93.9j is effective as of December 7, 2002, the date the defective official text was announced in the Pennsylvania Bulletin. The correct version of 25 Pa. Marine gillnets and trammel nets, which have relatively high ghost fishing potential, are globally important gear types, supplying about a fifth of global marine fisheries landings. The study describes and evaluates approaches to estimate ghost fishing mortality rates and levels and reviews the status of international monitoring and management of ALDFG and ghost fishing by marine gillnet and trammel net fisheries.
