RISK EXPOSURE TO NATURAL HAZARDS AND DATA QUALITY Jamaica, as a result of its location in the north-western Caribbean basin, is prone to numerous specific natural hazards. These include hurricanes, of which recent hurricanes experienced within the last few years (and in fact since 1988 with hurricane Gilbert), have reminded us of Jamaica's great vulnerability to the effects o f this hazard. Next, it is also envisaged that a large earthquake could do considerable damage to sectors o f the population and to infrastructure and could result in displacement and homelessness among large sections of the population, particularly in the highly urbanized areas of the Kingston Metropolitan Area (KMA). These two hazards, though perhaps not the most frequent, have the potential to do the most widespread damage to the population and to infrastructure. Floods are the most frequently occurring natural hazard in Jamaica, and are often linked with severe weather systems, frontal systems and troughs, and less often with hurricanes and storms. Next to floods, landslides are the most frequently occurring hazard for Jamaica. Tsunami events appear to be very infrequent around the coastline o f Jamaica. Events have been recorded however, in 1755 and more recently in 1907. In all, over 300,000 references on the general topic of disaster risk were found to exist. It is therefore clear that there is abundant data dealing with this issue. Largely due to the fact that these documents have been produced through research initiatives, or as commissioned studies, the quality o f the data appears to be quite rich. With respect to the accessibility o f these data, in the Jamaican context the central storage locations are primarily at ODPEM and at CARDIN. Among technical agencies, access to data and information is reasonably easy. The Land Information Council of Jamaica coordinates data access and sharing for the Government agencies with Geographic Information Systems. Some private companies also share data with the ODPEM at no cost. Access to information by the public has been more difficult, although the use of websites to disseminate information to the public is becoming more popular. ODPEM disseminates information for its public information and awareness program through its website, schools, libraries, public lectures and workshops. The public is guaranteed the right to all but personal information by the Access to Information Act. The awareness of the public to floods is evident, as they are described in much detail after each occurrence in the visual and written media. In recent years a trend has been evident in which victims of flooding have either requested relocation or have agreed to relocation. It is clear that these residents have developed a full perception of this hazard, its possible effect (vulnerability) and the degree of loss likely to be experienced in the future and have decided not to accept the level of risk involved in remaining at the vulnerable location. Both Florida Power & Light Company and Florida Power Corporation have been following the course of the storm and are taking appropriate actions. Summary Cyclonic storms, variously called typhoons, cyclones, or hurricanes (henceforth, hurricanes), are common in many parts of the world, where their frequent occurrence can have both direct and indirect effects on bird populations. Direct effects of hurricanes include mortality from exposure to hurricane winds, rains, and storm surges, and geo- graphic displacement of individuals by storm winds. Indirect effects become apparent in the storm's aftermath and include loss of food supplies or foraging substrates; loss of nests and nest or roost sites; increased vulnerability to predation; microclimate changes; and increased conflict with humans. The short-term response of bird populations to hurricane damage, before changes in plant succession, includes shifts in diet, foraging sites or habitats, and reproductive changes. Bird populations may show long-term responses to changes in plant succession as second-growth vegetation increases in storm- damaged old-growth forests. The greatest stress of a hurricane to most upland terrestrial bird populations occurs after its passage rather than during its impact. The most important effect of a hurricane is the destruction of vegetation, which secondarily affects wildlife in the storm's after- math. The most vulnerable terrestrial wildlife populations have a diet of nectar, fruit, or seeds; nest, roost, or forage on large old trees; require a closed forest canopy; have special microclimate requirements and/or live in a habitat in which vegetation has a slow recovery rate. Small populations with these traits are at greatest risk to hurricane-induced extinction, particularly if they exist in small isolated habitat fragments.

    REPORT ON 2007 HURRICANE SEASON TO THE ANNUAL DMS MEETING Kingstown, St. Vincent – November 2007-11-28 Introduction Coming out of the phenomenally active Hurricane Season of 2005 and the anti-climax of unfulfilled forecasts for the ensuing 2006, the Jamaican public entered the 2007 Hurricane Season with some degree of trepidation. Based on prediction from the U.S> National Ocean and Atmospheric Administration (NOAA) and other meteorological researchers, activity for the Hurricane Season was expected to be near 150% of normal, in terms of the number of tropical cyclones forecast to develop. Dean Twenty-three (23) Bulletins were issued by the Meteorological Service on Hurricane Dean as it traced a path through the Caribbean threatening life in Jamaica. Ironically, the first was issued on August 17, exactly 56 years since the island was devastated by Hurricane Charlie. Dean was then a Category 2 hurricane, about 1500 kilometres east- southeast of Jamaica, and its centre was being forecast to move over or very close to the islands in about 48 hours. At the time, the Service also ordered the evacuation of its cays and banks, the source of livelihood of hundreds of fisher folk. With Dean consistently gaining strength and maintaining its course towards the country, a Hurricane Watch was issued later that evening and was upgraded to a hurricane Warning before midday on August 18. At that time, the Meteorological Service advised small craft operators to remain in safe harbour, and residents were warned that the system had the potential to produce flash flooding, landslides, hurricane-force winds and storm surges.

    FLORIDA HAZARDOUS WEATHER BY DAY (to 1994) NOVEMBER 1-3 1956 - entire east coast - A Tropical Depression that moved north out of Cuba on October 31st and made a loop east of Florida on the 1st through 3rd brought high tides and heavy surf to much of east Florida. Extensive property damage and beach erosion was reported from Jacksonville to Neptune Beach. Many beach roads and oceanfront properties were undermined at various points by pounding surf. 2 1971 -1327 - E. Sarasota - Funnel cloud reported. 3 1968 - 1755 - Escambia Co. - Tornado crossed the extreme northwest part of Escambia Co. Florida doing little damage, however 18 people were injured as homes and trailers were destroyed across the border in Saraland, AL. 3 1987 - 0224 - Monroe Co., Key West - A thunderstorm wind gust of 55 knots was reported at Boca Chica Naval Air Station. 4 1935 - south Florida - The so-called "Yankee Hurricane" struck Dade County from the northeast. Winds were 75 mph in Miami with a storm surge of 6 feet. The storm exiting into the Gulf of Mexico on the lower southwest coast north of the Keys. It recurved back toward Florida on the 6th and dissipated off Tampa Bay on the 8th. Nineteen deaths were attributed to this storm. 4 1988 - 0115 - Lee Co., Fort Myers - Tornado destroyed two homes, severely damaged seven, and damaged 109 others to a lesser degree. Eight cars and three boats were also damaged. About 80 Royal Palms were blown down along a scenic street. 4 1996 - 1620 - Palm Beach County, Palm Beach - one person drowned in a rip current.

    MAY 1987 US Army Corps of Engineers New Orleans District 4r----------------- . / TC 423 .N46 1987 EC FOREWORD The coastline of Louisiana is highly susceptible to hurricane strength storms which enter the area from the Gulf of Mexico. During a normal hurricane season, which extends from June 1st to November 30th, the Louisiana coast will experience on an average about one hurricane per year. However, during the 1985 hurricane season, Louisiana was struck by three hurricanes: DANNY in August, ELENA in September, and JUAN in October. While the first hurricane (DANNY) was not intense, the second (ELENA) and third (JUAN) were stronger and, more importantly, erratic and dilatory in making landfall. Waves generated by JUAN battered the Louisiana coast for at least 3 days.
