I am a Senior Transport Planner within the Transport Consulting team at Ove Arup and Partners Ltd (hereafter referred to as Arup). I hold a BA (Hons) in Geography and an MSc in Transport Planning and Engineering from the University of Southampton. 1.2 I am a member of the Chartered Institution of Highways and Transportation (2006) and a member of the Chartered Institute of Logistics and Transport (2006). 1.3 I have worked in the field of Transport Planning, specialising in Development Planning for 17 years within Consultancy, Local Authority Government and National Government in the UK, Bahrain and the United Arab Emirates. My experience covers a wide range of development types, including highways schemes, residential, mixed- use developments, and infrastructure projects. Much of this experience is directly comparable to the Transport scope associated with Jersey Future Hospital (JFH). 1.4 My evidence covers the highways and transportation matters in connection with the JFH as submitted under planning application PP/2017/0990. 1.5 I confirm that the opinions expressed within this evidence are my true and professional opinions. 1.6 I have carried out my assessment in accordance with the Code of Professional Conduct of the Chartered Institution of Highways & Transportation. 1.7 I confirm that I have no conflicts of interest. Role on the project 1.8 As Transport lead, my role on the JFH project has been to: Oversee the preparation and production of the Transportation documents and drawings included within the Environmental Impact Statement (the “EIS” – Chapter 7) which was submitted in support of the planning application for the project; Oversee the writing of the supporting Transport Assessment (TA); Maintain compliance with States of Jersey legislation and guidance; Liaise with the client and design team and provide the interface for all highways and transportation; and | Issue | 20 October 2017 Page 1 C:\USERS\MPENNY\DESKTOP\POE\PROOF OF EVIDENCE 5 - TRANSPORT_ISSUE.DOCX States of Jersey Jersey Future Hospital Proof of Evidence – Highways and Transportation Lead the consultation both pre and post planning application with the States of Jersey Department for Infrastructure (DfI) Transport Policy (TP) section. 1.9 I have been involved in the project since December 2015. | Issue | 20 October 2017 Page 2 C:\USERS\MPENNY\DESKTOP\POE\PROOF OF EVIDENCE 5 - TRANSPORT_ISSUE.DOCX States of Jersey Jersey Future Hospital Proof of Evidence – Highways and Transportation 2 Structure of Evidence 2.1 In this POE I will: 1. outline the consultation that has taken place with DfI Transport Policy; 2. provide details of the legislation and policy that the development proposals have taken into account; 3. summarise the existing highway and transportation conditions; 4. outline the proposed parking strategy; 5. discuss the future travel demand and the assessment of the future highway capacity; 6. detail the mitigation strategy that would be put into place; 7. outline the proposed methods of construction traffic management; 8. provide details of the Framework Travel Plan; 9. provide a response to objections and concerns; and 10. summarise and conclude the evidence contained within. Links with supporting Application Documents 2.2 Chapter 7 of the EIS (22nd July 2017) addresses Traffic matters. Appendices 7.1-7.6 address traffic matters through figures and diagrams. In order to understand the potential highways and transportation implications of the proposed JFH a TA has been prepared. The TA is referenced as JFH-ARP-ZZ-XX-TN-Y-0030 (Arup reference: PO4 10th October 2017). 2.3 The TA assesses the potential impact of the JFH development and focusses on four existing and future year scenarios. The scenarios considered within the TA and, therefore, my POE also are: 2016 Base (includes existing trips associated with Jersey General Hospital (JGH)); Do Minimum (2025 with JGH); Construction Phase (2025 with JGH, relocation schemes, road closures on Kensington Place and Newgate Street, two-way running of Patriotic Place and reverse in direction of traffic flow on Lewis Street); and Do Something (2025 with JFH proposals including permanent relocation schemes). | Issue | 20 October 2017 Page 3 C:\USERS\MPENNY\DESKTOP\POE\PROOF OF EVIDENCE 5 - TRANSPORT_ISSUE.DOCX States of Jersey Jersey Future Hospital Proof of Evidence – Highways and Transportation Links with other supporting Proofs 2.4 In addition to relevant Chapters of the EIS, my evidence is complemented by and should be read in conjunction with the following proof of evidence: The evolution of the design and form of the hospital is presented in the evidence (JFH – POE 2a) of Mr K Morgan; and The ongoing operation of JGH during construction raises potential issues related to traffic, noise and vibration, which are covered by the Construction Effects (JFH – POE 6b) of Dr D Hiller. | Issue | 20 October 2017 Page 4 C:\USERS\MPENNY\DESKTOP\POE\PROOF OF EVIDENCE 5 - TRANSPORT_ISSUE.DOCX States of Jersey Jersey Future Hospital Proof of Evidence – Highways and Transportation 3 Consultation Pre-application 3.1 The content of the TA and Traffic Chapter of the EIS was established through collaborative dialogue with the DfI Transport Policy section. 3.2 The TA Scoping Note (see Appendix D of the TA) submitted to DfI Transport Policy was discussed at a TA scoping meeting and subsequently agreed. 3.3 I led further engagement with DfI Transport Policy to discuss the scope, methodology, and content of the TA. A record of these discussions is included within Appendix E of the TA. These meetings included: Transport update meeting dated 12 January 2017; Discussions of Technical Notes 1-3 dated 2 May 2017; and Discussions of Technical Notes 4 and 5 dated 8 June 2017. 3.4 A series of Technical Notes, submitted to DfI Transport Policy for comment and agreement, consider the following topics: Technical Note 1: Background Traffic Growth; Technical Note 2: Trip Distribution; Technical Note 3: Base Transport Note; Technical Note 4: Base Junction Models; Technical Note 5: Trip Generation; and Technical Note 6: Mitigation. 3.5 The DfI responses are fully incorporated into the writing of the TA. 3.6 To confirm the development proposals are fit for purpose, I have also consulted with key stakeholders including: DfI Jersey Car Parking; DfI Public Transport; Liberty Bus; The Parish of St Helier (PoSH); The Ambulance Service; Patient Transport Services; and JGH Communication Team (Travel Surveys). 3.7 Meeting notes for all of the above consultations and discussion are included within Appendix E of the supporting TA. | Issue | 20 October 2017 Page 5 C:\USERS\MPENNY\DESKTOP\POE\PROOF OF EVIDENCE 5 - TRANSPORT_ISSUE.DOCX States of Jersey Jersey Future Hospital Proof of Evidence – Highways and Transportation 3.8 As part of the assessment informing the process described in the Environmental Impact Statement (“EIS”) , the transport proposals for the site were also displayed and discussed with the both the public and stakeholders during the engagement sessions held on the 18th and 19th May 2017. I was present on both days and addressed questions and comments arising relating to highways and transportation. Post Application 3.9 Following the submission of the planning application in July 2017, there have been discussions with DfI Transport Policy in order to resolve issues identified within the TA. The revised TA (Rev A) was prepared following post-submission comments with DfI Transport Policy to address the comments raised in post-submission discussion. Detail of the revisions to the TA are provided in the Schedule of Amendments attached as Appendix A of the supporting TA. The TA is, therefore, an iterative document.
