Division of Facilities Management Operational Services The Division of Facilities Management is responsible for developing and maintaining the campuses of Charles Sturt University, to provide a conducive and sustainable environment for safe living, learning, teaching and research. The Division plans, maintains, designs and constructs the buildings and environments on our campuses at -Wodonga, Bathurst, Port Macquarie, , Orange and . The Operational Services Directorate provides effective stewardship of campus facilities by ensuring all resources are effectively and efficiently operated and maintained while focused on our students and staff in their pursuit of academic excellence. Operations and Maintenance Department input is integral to the Division’s strategic planning process. The Operational Services teams provide the leadership, management and technical skills required to maintain and operate Charles Sturt University’s built environment and infrastructure. Position overview

The Campus Facilities Manager is responsible for the effective and efficient delivery of building and associated infrastructure maintenance, grounds, security, janitorial, cleaning, energy, waste management and recreational services. This position will assist the Operations Manager to develop and implement a campus Operations Plan to deliver those services in a client-focused framework based on the stated objectives of the Division of Facilities Management (DFM). In the delivery of the service, the Campus Facilities Manager will participate as an active team leader to drive service improvement and innovation to ensure the efficient and effective use of allocated resources. This position will assist the Operations Manager to engender a culture of excellence amongst staff through the observance of the Division’s Service Charter and industry best practice. The incumbent shall provide and coordinate out of hours on-call duties and Emergency Response for the Campus. Principal responsibilities

• Facilitate and deliver the effective and timely provision of corrective and preventative maintenance services across the campus • Manage all planned maintenance requirements in accordance with established industry standards, manufacturer’s recommendations and statutory compliance. Utilise DFM’s information systems to manage those works against the allocated priority targets within the allocated budget. • Provide leadership, guidance and support to the Maintenance and Operations coordinators in managing tasks and the in-house workforce • Assist the Operations Manager to ensure compliance with the requirements of service contracts. Liaise with the service providers to rectify any non-conformances within the defined service standards and lead regular performance audits, including recording and reporting the actions and outcomes. • Assist the Operations Manager to ensure the provision of services remains within allocated budgets and conforms to DFM Service Standards. • Proactively manage the campus access control policy, parking infringement policy, waste management and recycling programs. • Assist the Operations Manager to develop and implement continuous energy, water waste and gas consumption reduction through rigorous interrogation of building and energy management systems. • Play a lead role as a Sustainability Champion and support the Campus Environment Committee. • Coordinate the campus Security Services and general cleaning programs within the approved service framework and budget. • Assist with general campus coordination and operations, including special events, graduations and community engagement activities • Implement and manage a continuous improvement methodology across all key service areas. • Maintain and support a positive culture and systems for Work Health and Safety (WH&S) and wellbeing across the DFM campus portfolio. • Perform the responsibilities of Chief Warden for the campus. This shall include the coordination of after- hours on-call duties at the Campus Level in relation to urgent campus maintenance and Emergency Management.

Physical capabilities

The incumbent may be required to perform the following.

• Participate in and coordinate an on-call roster. • Work in other environments beyond the specific designated campus, such as other campuses, as well as possible car and air travel and work with a diverse range of staff, students and community members. • On occasion drive a university vehicle distances up to 500km per day within the terms of the university’s Driver Safety Guidelines. • Perform in an accurate and timely manner push/pull, reaching, grasping, fine manipulation tasks, including lifting items up to 10kg. • Possess the physical ability to carry out shelving duties, such as frequent bending, reaching/stretching, squatting and repetitive lifting.

Selection criteria Applicants are expected to address the selection criteria when applying for this position.

Essential A. Relevant tertiary qualifications in a building construction, maintenance or facility management related field, normally with at least 4 years' subsequent relevant experience; or extensive experience and management and/or specialist expertise; or an equivalent level of knowledge and skills gained through any other combination of education, training and/or experience relevant to facilities management.

B. Demonstrated experience in management of a multi discipline trades group dealing with complex systems on a large site with multiple buildings.

C. Demonstrated experience in managing contracts for building maintenance services, recording and reporting on performance indicators and contractor meetings.

D. Demonstrated evidence of creating a well-developed service culture with high levels of communication and interpersonal skills and a successful record of supervising staff, including performance management and staff development.

E. Demonstrated evidence of computer literacy in the use of work order management systems, developing Excel spreadsheets, using project management software and compiling Word documents to create maintenance plans, staff training plans, and staff work health and safety plans.

F. Capability to create, implement and manage change in the workplace and provide direction to achieve a high level of technical quality and customer satisfaction.

G. A current class “C” driver’s licence. Desirable H. Experience in energy conservation programs and Building Management Systems I. Experience with Asset and Space Management information systems.
