In response to this charge, the Delaware River Source Water Assessment Partnership, comprised of the Pennsylvania Department of Environmental Protection, the Philadelphia Water Department, the Philadelphia Suburban Water Company, the Pennsylvania American Water Company, and the Bucks County Water and Sewer Authority conducted an assessment with stakeholders to identify water supply protection priorities in the Delaware River Watershed. The following summary includes two main sections. One section discusses the various characteristics and observations made through collection of watershed wide information. The remaining section provides a brief listing of the main recommendations based on the observations and analysis of watershed data. Observations & Characterization S Although the Delaware River has been utilized for thousands of years, the quality of the water source began decreasing rapidly from the time of initial European settlement in the early seventeenth century until corrective, preventive, and protective measures were taken beginning in the 1970’s and 80’s. -

Updated 12/2003 Watershed Restoration Action Strategy (WRAS) State Water Plan Subbasin 03J Poquessing Creek and Pennypack Creek Watersheds (Includes the Delaware River and Tacony/Frankford Creek) Philadelphia, Montgomery and Bucks Counties Introduction Subbasin 3J consists of 149 square miles of the Poquessing, Pennypack, and Tacony/Frankford Creeks and the Delaware River from the confluence of Neshaminy Creek to the confluence of the Schuylkill River. This small, highly urbanized subbasin consists of only 91 streams and 158 stream miles. Poquessing Creek forms part of the boundary between Philadelphia and Bucks County. The subbasin is included in HUC Area 2040202, Delaware River, a Category I, FY99/2000 Priority watershed in the Unified Watershed Assessment. Geology/Soils: The middle section of the basin is within the Northern Piedmont Ecoregion, Piedmont Uplands (64c), comprised of metamorphic and igneous rocks, mainly schist and mica of the Wissahickon Formation, and gneiss and hornblende. The topography is relatively level except for steep slopes in the ravines along major streams; slope ranging from 15 to 20 percent. The soils of Piedmont Uplands have a moderate rate of infiltration. The northern portion of the watershed, mainly north of the Pennsylvania Turnpike, consists of the Northern Piedmont Ecoregion, Triassic Lowlands (64a), containing coarse gray sandstone, conglomerate, fine-grained red or brown sandstone and shale of the Stockton Formation. Low ridges associated with diabase dikes and sheets interrupt the low rolling topography. The soils of the Triassic Lowlands have slow infiltration rates and a high runoff potential. The lower third of the watershed and areas along the Delaware River consists of unconsolidated sand and clay of the Middle Atlantic Coastal Plain Ecoregion, Delaware River Terraces and Uplands (63a). -

The Baxter Water Treatment Plant, one of three drinking water facilities in Philadelphia, is supplied by the Delaware River. The Delaware River watershed extends 8,000 square miles through Pennsylvania, New Jersey, and New York. The Delaware River Source Water Protection Plan uses critical water quality, land cover, and population analyses as well as point and non-point source pollution modeling to characterize the water supply. The source water quality and quantity characterization, incorporated with the results from the 2002 Source Water Assessment, provide the technical foundation for a Delaware River source water protection strategy. -

Characterization of Current Conditions
Philadelphia Combined Sewer Overflow Long Term Control Plan Update 3 CHARACTERIZATION OF CURRENT CONDITIONS As prescribed by the 1997 LTCP, PWD has committed to a detailed watershed-based monitoring program in the Cobbs and Tookany/Tacony-Frankford (TTF) Creek Watersheds. This monitoring program includes chemical, biological and physical assessments to characterize the current state of the watershed and identify existing problems and their sources. The need for this detailed watershed monitoring program was rooted in the fact that insufficient physical, chemical and biological information existed on the nature and causes of water quality impairments, sources of pollution, and appropriate remedial measures prior to PWD’s watershed based assessment. Through this assessment process, PWD has sought to gain a good understanding of the physical, chemical and biological conditions of the water bodies, understand the character of the watershed land uses that will drive wet weather water quality conditions, and build a common understanding of these factors among all stakeholders. A compendium document is produced following the analysis of all collected data; this Comprehensive Characterization Report (CCR) assessment serves to document the watershed baseline health prior to implementation of any plan recommendations, allowing for the measure of progress as implementation takes place upon completion of the plan. The CCR is shared with watershed partners for comments and feedback. CCRs have been completed for the Cobbs Creek Watershed in 2004, the TTF Creek Watershed in 2005 and the Pennypack Creek Watershed in 2009 (Section 1, Table 1.4). These CCR documents are available on the partnership website at www.phillyriverinfo.org. Data related to the Cobbs and TTF Watersheds within this section have been pulled from these CCRs. -
