It should be read in conjunction with the Regulation Statement 19, published June 2012 (available on the City Council’s web site). This document forms part of the package of documents that has been submitted to a government appointed inspector for independent examination alongside the Broxtowe Borough, Gedling Borough and Nottingham City Publication Version Aligned Core Strategies, under Regulation 22, ‘Submission of documents and information to the Secretary of State’. In accordance with Regulation 22(1) (c), the purpose of this document is to describe the consultation undertaken by Nottingham City Council relating to the publication of the ‘Broxtowe Borough, Gedling Borough and Nottingham City Aligned Core Strategies Publication Version’ in June 2012. This document summarises the ‘Aligned Core Strategies Publication Version’ stage of consultation undertaken including stating which bodies and persons were invited to make representations and how they were invited to do this. In accordance with Regulation 22(1)(c)(v) the number of representations made under Regulation 20 are set out in this paper. In meeting the requirements of this regulation, each Council has prepared this separate Part 1 document covering: • which bodies and persons were invited to make representations on the Broxtowe Borough, Gedling Borough and Nottingham City Aligned Core Strategy – Publication version 2012 • how those bodies and persons were invited to make representations • how many representations were made • which bodies and persons made representations Part 2 of this document comprises a summary of the main issues raised in representations across all three council areas covered by the Broxtowe Borough, Gedling Borough and Nottingham City Aligned Core Strategies Publication Version. Stages of Consultation A summary timeline for the main production stages of the Broxtowe Borough, Gedling Borough and Nottingham City Aligned Core Strategies is set out in Table 1 and should provide context to the overall development of the development plan document. Having completed the ‘Publication Version Aligned Core Strategies’ stage of consultation, the Councils are now at the point of submission (highlighted in Table 1 below). Extensive consultation with the public, infrastructure providers, businesses, developers, experts and other stakeholders was undertaken at key points of document development since 2009, as detailed in the Regulation Statement 19 Statement of Consultation, published June 2012. The Publication Version Aligned Core Strategies was made available for a period of 6 rd weeks, between 11 th June and 23 July 2012 to allow representations to be made. This gave the opportunity for the public and stakeholders to submit formal representations to the Council giving their views on legal compliancy and ‘soundness’ of the Publication Version Aligned Core Strategy. Who was consulted? Nottingham City Council consulted all Specific and General consultees as required by the regulations and also consulted all of those persons or bodies contained within its Local 3 Development Framework consultee database. A list of all those who were invited to make representations directly is available at Appendix A of this addendum. Documents were published, put on the website and placed at locations across Broxtowe, Gedling and the City. Instructions as to how to make duly made representations, as well as all required supporting documentation, were provided online and at these locations so that members of the public and any other person or body could make representations whether directly invited to do so or not. How was the consultation undertaken? The adopted methodology and techniques for engagement were in accordance with Nottingham City Council’s adopted SCI and associated updated regulations. In addition to published documents, the City Council had other methods in order to ensure that an effective round of consultation was undertaken. These methods used are summarised below. Notification letters/ emails to stakeholders (11 th June 2012) – Notification letters and/or emails (as appropriate) were sent out to all those listed on the Council’s consultation database and all Specific and General consultees. th Documents for inspection (11 June 2012) – The Core Strategy and supporting documentation (including the Sustainability Appraisal, Statement of Consultation and appropriate forms) were made available for inspection for the period of consultation at the Contact Centre, Nottingham City Centre Library and Loxley House. The Core Strategy and appropriate forms were made available at all City Libraries. Website updated, with documents for inspection (11 th June 2012) – The Core Strategy and supporting documentation (including the Sustainability Appraisal, Statement of Consultation and appropriate forms) were made available for inspection for the full period of consultation on the City Council’s website. The website was also updated to ensure that the evidence base and all associated documents were up to date and links were included to direct people to the online consultation system, through which formal representations could be submitted electronically. Advertising (11 th June 2012 and throughout) – A range of means of advertising and general circulation of information to raise awareness and encourage engagement were employed. A press release was issued and press notice was published in the Nottingham Evening Post on the first day of consultation (11 th June, 2012) and the Nottingham and Long Eaton Topper (13 th June 2012). What were the main issues raised by the consultation? Although guidance was prepared and made available which instructed respondents that their representations should be focussed on legal compliancy and soundness, not all representations followed this guidance. Despite this, all those representations that were received were treated as duly made. A total of 215 respondents made 557 separate representations.
