ReportReport No.No. 55 ofof 20120188 (Railways) (Railways) ChapterChapter 5 5 Chapter 5 Signalling & Telecommunication At Railway Board level, Director General is overall in-charge of Signalling & Telecommunication (S&T), a Department of Indian Railways who directly reports Chairman Railway Board. At Zonal level, the Chief Signalling and Telecom Engineer (CSTE) is responsible for overall supervision and maintenance of S&T assets. For enhancing efficiency and safety in train operation, modern signaling plays a very vital role. The Signalling Department handles induction and maintenance of signalling systems such as Multi Aspect Colour Light signaling (MACLS), Panel Interlocking (PI), Route Relay Interlocking (RRI), Electronic Interlocking (EI), Automatic Block Signaling, Block proving by Axle Counter, enhancement of safety at level crossing by Interlocking of level crossings and provision of telephones at manned level crossings etc. The Telecom Department oversees the complete working of Telecom in Railways and takes care of all the telecommunication requirements of Railways. The expenditure on repair and maintenance of plant and equipment of S&T department during the year 2016-17 was ` 2856.49 crore161. A capital expenditure of ` 966.58 crore was incurred on creation of S&T assets. During the year, apart from regular audit of vouchers and tenders, 180 offices of the Department were inspected. This chapter includes a long paragraph on ‘Implementation of Mobile Train Radio Communication (MTRC) system over Indian Railways’. In this paragraph, Audit reviewed the status of implementation of the MTRC system on Indian Railways and analysed reasons of sub-optimal/non-utilisation of the system. In addition there are two individual paragraphs highlighting non-utilisation of handsets procured for MTRC system and avoidable liability on account of Spectrum Charges due to failure to review the use of Walkie Talkie sets. -

Reddy who was a member of the 11th to 13th Lok Sabhas representing the Nandyal Parliamentary Constituency of Andhra Pradesh. He was a member of the Committee on Finance; Committee on External Affairs; Committee on Transport and Tourism; Committee on Energy and the Committee on Provision of Computers to members of Parliament. At the time of his demise, Shri Reddy was a sitting member of the Andhra Pradesh legislative Assembly. He was earlier also a member of the Andhra Pradesh Legislative Assembly during 1992 to 1996. Shri B.V.N. Reddy passed away on 12 March, 2017 in Nandyal, Andhra Pradesh at the age of 53. We deeply mourn the loss of Shri B.V.N. Reddy and I am sure the House would join me in conveying our condolences to the bereaved family. The Members then stood in silence for a short while. Indian Railways Budget Speech 1987-88 Speech of Shri Madhavrao Scindia Introducing the Railway Budget for 1987-88, on 25 th February 1987 Mr. Speaker, Sir, I rise to present the Revised Estimates for the year 1986-87 and the Budget Estimates for the year 1987-88 for the Indian Railways. Introduction 2. I am happy to inform the House that the performance of the Indian Railways both in 1985- 86, and in the nine months so far of the current year, has been one of continued improvement. The zest and enthusiasm evoked in1985 continues to inspire Railwaymen through the length and breadth of our country. I would like to record my appreciation for the way they have responded to the challenges of their tasks, establishing new records and crossing new milestones. There has been a tremendous increase in the productivity of both man and machine. In fact, so great was the improvement in transport efficiency that it is a matter of pride for me to state that the Indian Railways are amongst the leaders in the world in freight capacity utilisation leaving behind almost all railways even of the developed world. The Net Tonne Kilometres per Wagon per Day (B.G.), which is the most comprehensive efficiency indicator for railway freight operations, soared to 1296 in 1985-86 from 1150 in 1984-85, an improvement of as much as 12.7% in one single year. It was because of this, that in spite of no increase in the net wagon fleet, we managed to move as much as 21.6 million tonnes more as compared to the previous year, surpassing our target by 9.4 million tonnes and recording a total transport output of 206 billion net tonne kilometres, thereby, crossing for the first time, the landmark figure of 200 billion. -
