For enhancing efficiency and safety in train operation, modern signaling plays a very vital role. The Signalling Department handles induction and maintenance of signalling systems such as Multi Aspect Colour Light signaling (MACLS), Panel Interlocking (PI), Route Relay Interlocking (RRI), Electronic Interlocking (EI), Automatic Block Signaling, Block proving by Axle Counter, enhancement of safety at level crossing by Interlocking of level crossings and provision of telephones at manned level crossings etc. The Telecom Department oversees the complete working of Telecom in Railways and takes care of all the telecommunication requirements of Railways. The expenditure on repair and maintenance of plant and equipment of S&T department during the year 2016-17 was ` 2856.49 crore161. A capital expenditure of ` 966.58 crore was incurred on creation of S&T assets. During the year, apart from regular audit of vouchers and tenders, 180 offices of the Department were inspected. This chapter includes a long paragraph on ‘Implementation of Mobile Train Radio Communication (MTRC) system over Indian Railways’. In this paragraph, Audit reviewed the status of implementation of the MTRC system on Indian Railways and analysed reasons of sub-optimal/non-utilisation of the system. Islamic scholar Dr. Zakir Naik wrote an open letter to Indians called ‘Five Questions and an Appeal’ where he lamented about being targeted and labeled a ‘terror preacher’ in India. In the letter, Naik said, “Of 150 countries where I’m respected and my talks are welcomed, I’m being called a terrorist influencer in my own country. What an irony. Why now, when I’ve been doing the same thing for over 25 years?”. Naik, 51, is an Islamic preacher, who founded the Islamic Research Foundation in 1991 when he started Dawah or religious preaching. His lectures mostly revolve around how Islam is superior to all other faiths. While he claims to be an advocate of interfaith dialogue, his preaching’s’ reinforce all the stereotypes which exist against Muslims. Following reports that one of the militants of Dhaka terror attack was inspired by Naik’s misinterpretations of Islam, there are growing demand for strict action against him. In the letter, Naik asks why he has become the enemy number one for the State and Central government. “It has been over two months since the ghastly terror attack in Dhaka, and over one month since I’ve been asking myself what exactly have I done to become the enemy number one of the media as well as the State and Central Gov- ernment,” wrote Naik. × and justice. He was a member of the Committee on Finance; Committee on External Affairs; Committee on Transport and Tourism; Committee on Energy and the Committee on Provision of Computers to members of Parliament. At the time of his demise, Shri Reddy was a sitting member of the Andhra Pradesh legislative Assembly. He was earlier also a member of the Andhra Pradesh Legislative Assembly during 1992 to 1996. Shri B.V.N. Reddy passed away on 12 March, 2017 in Nandyal, Andhra Pradesh at the age of 53. We deeply mourn the loss of Shri B.V.N.
