We must apologise if we have inadvertently missed anyone else out: do get in touch to let us know, so that we can correct the online version of this report. ii EXECUTIVE SUMMARY EXECUTIVE SUMMARY Gypsy and Traveller communities in Britain experience wide-ranging inequalities. These are familiar to the communities themselves and to those working with them. However, published research evidence does not address all the problems in equal depth. The aim of this report is to draw together the evidence from across a wide range of Gypsies' and Travellers' experiences in order to set out clearly the full extent of the inequalities and discrimination. The review and evaluation of existing evidence in turn provide a basis for action to address the inequalities, including on issues which the policy agenda often neglects. Formal evidence on some aspects of inequality and exclusion is lacking. The study also involved a consultation with experts from both within and outside Gypsy and Traveller communities: this supplemented the review of published research. The review covers Romany Gypsies, Irish Travellers, Welsh Travellers, Scottish Gypsy / Travellers, New Travellers and Occupational Travellers (including Showpeople). For ease of reference, the report will hereafter refer to these groups as 'Gypsies and Travellers'. Case law has established that the Race Relations Acts and Race Equality Duty cover the majority of these groups. The legislation does not protect New Travellers or Occupational Travellers in the same way, although they experience many of the same inequalities and much of the planning guidance applies to them too. Equality legislation in Wales applies to all citizens, without reference to membership of specific groups: this ensures the inclusion of all groups. Throughout Britain, the inclusion of a Gypsy / Traveller category in the 2011 Census will both provide important data and highlight their ethnic identity. The review evaluates and discusses the available evidence on a range of subjects. These include: economic inclusion and access to employment; relationships with and experiences of accessing healthcare, social care, education and other public services; experiences of the legal and criminal justice systems; racism and discrimination; the situation of Gypsies and Travellers in housing; political participation; religious organisations' work with members of the communities; and experiences across the lifecourse, including those of young people and older people. One core theme which arises across all topics is the pervasive and corrosive impact of experiencing racism and discrimination throughout an entire lifespan and in employment, social and public contexts. Existing evidence, including from the consultation, highlights high rates of anxiety, depression and at times self-destructive behaviour (for example, suicide and / or substance abuse). These are, on the face of the evidence, responses to 'cultural trauma' produced by the failings of 21st century iii INEQUALITIES EXPERIENCED BY GYPSY AND TRAVELLER COMMUNITIES British society and public bodies' failure to engage in an equitable manner with members of the communities. Having reviewed the strength of the evidence of the prejudice and discrimination faced by Gypsies and Travellers, the authors of the report were surprised that more members of the Gypsy and Traveller communities had not succumbed to negativity, and remained resilient in the face of what are often multiple and complex forms of exclusion. This summary presents only an outline of some of the key topics: the full report sets these out in more detail. Accommodation The lack of suitable, secure accommodation underpins many of the inequalities that Gypsy and Traveller communities experience. Planning policy has shifted away from publicly owned sites, which local housing authorities administer, to self-provision by the communities themselves. Disputes arise though, often utilising explicitly racist discourse, when Gypsies and Travellers apply for planning permission to develop a site on land they have purchased privately. Opposition from local residents frequently leads to local authorities turning down planning applications, though many are successful on appeal. In addition to private site development, the Government has allocated substantial sums to local housing authorities to develop new sites or refurbish old ones; however, the extent to which local authorities and registered social landlords access such grants, varies considerably across areas and is often dependent upon political will and changing local circumstances. Evidence is now available about the extent of provision and unmet need, as a result of the requirement for housing authorities to carry out formal accommodation assessments. These highlight a considerable shortfall in the quantity of residential and transit accommodation available to Gypsies and Travellers who do not wish to reside in conventional housing. Provision on a minority of sites is of good quality. On others however, the location of sites can be poor (for instance, under motorways or next to sewage works).     UA: 245/11Index: EUR 45/013/2011 United Kingdom Date: 15 August 2011 URGENT ACTION DALE FARM TRAVELLERS FACE FORCED EVICTION Up to 86 Irish Traveller families living at Dale Farm face a forced eviction following legal notice from the local authority. The proposed forced eviction would leave many Travellers living at Dale Farm homeless or without adequate alternative housing. On 4 July, Basildon Council gave written notice of eviction to 86 families living at Dale Farm in Cray’s Hill, Essex, telling them to vacate their plots by 31 August. The notice applies to between 300 and 400 residents occupying sites which the Council regards as ‘unauthorized developments’. The notice states that “water and electricity supply will be cut off during the site clearance process” and that the eviction will involve removing or demolishing portable and permanent structures, and digging up paved areas. According to local NGOs, the eviction notices were taped to caravan doors and were not individually addressed or handed to residents. Many residents said that they could not read or fully understand pre-eviction questionnaires the Council gave them in April, due to their limited literacy. The proposed eviction would leave residents of Dale Farm without adequate alternative accommodation, and without access to essential services such as schooling for children and continuous medical treatment for residents with serious illnesses. In many cases residents fear they will be left homeless. Many Irish Travellers at Dale Farm expressed concern about wider discrimination against their community, and feared they would be unable to find a home that they consider culturally adequate if a negotiated settlement was not reached.

It complements Research Paper 11/46 prepared for the Commons Second Reading. Report Stage and Third Reading are scheduled for 5 September 2011. Significant areas of debate at Committee Stage included: the lack of a legal definition for overnight residence requirements that could be imposed on suspects; the fact that the Home Secretary would no longer be able to geographically relocate terror suspects; proposals to allow suspects access to a mobile phone and computer. Some Members expressed a particular worry about the inability to renew measures imposed on suspects after two years, unless there was evidence of new terrorism-related activity.     GRUNERT FILM JOURNAL 1 (2010) Between discrimination and glorification: Irish Travellers, the cinema and (anti-)Traveller racism Andrea GRUNERT University of Applied Sciences, Bochum, Germany “There’s a bit of a Traveller in everybody of us,” says John Riley, the male protagonist in Mike Newell’s Into the West (UK/IRL, 1992), to his twelve-year-old son Tito, who has asked him whether the Travellers are Cowboys or Indians. This evasive answer is matched by the film’s happy ending, which masks the fact that the film presents the Travellers as Ireland’s Indians: an excluded and forgotten minority living on the social margins. Today an estimated 23,000 Travellers live in the Republic of Ireland, 15,000 in Great Britain and 7,000 in the United States of America. Their Irish origins have been the object of speculation. Some writers trace them back to landowners made homeless during Cromwell’s campaign in Ireland or during the Great Famine of the mid-nineteenth century; others argue that Travellers have dwelt in Ireland since the Middle Ages. These nomads have their roots in Ireland and must be distinguished from Gypsies, even if they share many similar customs. In the past, they played an important role as messengers in isolated rural areas. The term “tinker,” which today has negative connotations, refers to one of their main occupations, tinkering. Industrialisation and modern technology have destroyed this economic basis of their life. DERR THESIS FOR THE DEGREE OF PHD DEPARTMENT OF HISTORY NATIONAL UNIVERISTY OF IRELAND MAYNOOTH SUPERVISOR OF RESEARCH: DR. THOMAS O’CONNOR NOVEMBER 2013 Abstract This study explores, reconstructs and evaluates the social, political, educational and economic worlds of the Irish Catholic episcopal corps appointed between 1657 and 1829 by creating a prosopographical profile of this episcopal cohort. The central aim of this study is to reconstruct the profile of this episcopate to serve as a context to evaluate the ‘achievements’ of the four episcopal generations that emerged: 1657-1684; 1685- 1766; 1767-1800 and 1801-1829. The first generation of Irish bishops were largely influenced by the complex political and religious situation of Ireland following the Cromwellian wars and Interregnum. This episcopal cohort sought greater engagement with the restored Stuart Court while at the same time solidified their links with continental agencies. With the accession of James II (1685), a new generation of bishops emerged characterised by their loyalty to the Stuart Court and, following his exile and the enactment of new penal legislation, their ability to endure political and economic marginalisation. Through the creation of a prosopographical database, this study has nuanced and reconstructed the historical profile of the Jacobite episcopal corps and has shown that the Irish episcopate under the penal regime was not only relatively well-organised but was well-engaged in reforming the Irish church, albeit with limited resources. By the mid-eighteenth century, the post-Jacobite generation (1767-1800) emerged and were characterised by their re-organisation of the Irish Church, most notably the establishment of a domestic seminary system and the setting up and manning of a national parochial system.

SAINT LOUIS UNIVERSITY SCHOOL OF LAW ON THE ROAD TO RECOGNITION: IRISH TRAVELLERS’ QUEST FOR ETHNIC IDENTITY KAMI KRUCKENBERG* This paper explores and defends Irish Travellers’ efforts to push the Republic of Ireland to recognize them as an ethnic minority group under law. Irish Travellers are a small indigenous minority group who have lived primarily in Ireland for centuries. They rank at the bottom of Irish society in rates of poverty, unemployment, life expectancy, infant mortality, health, education levels, political representation and access, and living conditions. Much like the Roma, with whom they share a nomadic tradition, Irish Travellers are in the midst of a movement to improve living conditions, fight widespread discrimination, and gain recognition as an ethnic minority group.
