1. In accordance with the procedures at reference, the EADRCC has received on 13 April 2012 a disaster assistance request from Turkey dated 13 April 2012 19:09 UTC.

2. The United Nations Organisations and the European Union have also received a formal request from Turkey.

3. General Situation 3.1. From April to August, the overall number of refugees has more than tripled. According to UNOCHA, Turkey’s closure of its borders to commercial traffic has not affected access for refugees. However, many of the recent arrivals have fled from Aleppo, reporting difficulties en route, including snipers and roadblocks. Recent arrivals are temporarily hosted in boarding schools in the cities of , , , Kahramanmarash and until further camps are operational. The Turkish authorities are planning to open up to thirteen new sites in order to increase hosting capacity from 50,000 to 100,000 refugees. Food assistance and health services continue to be provided by the Turkish authorities. The UNHCR is providing core relief items for emergency shelter. 3.2. On 21 – 22 August 2012, 1.832 Syrian citizens arrived in Turkey.

3.3. The number of refugees arriving from is 106.362 and the number that has returned to Syria is 32.220.

3.4. As of 19 August 2012, 74.112 people have being sheltered in Turkey: • 12.471 Syrian Citizens in Hatay;

• 11.032 Citizens in Gaziantep (3.112 of them are sheltered in schools, dorms and sport saloons); • 14.099 Citizens in Kilis (1.957 of them are sheltered in schools and dorms); • 25.289 Citizens in Şanlıurfa. • Also 3.021 Syrian Citizens in Kahramanmarash, 3.154 in Adana, 983 in Adiyaman, 1.544 in Osmaniye and 2.068 in are temporary sheltered in boarding schools.

3.5. Until today 451 people are in hospitals, 396 of whom are ill or injured. The total number of Syrian Citizens present in Turkey is 74.112. 4. National resources available for disaster response and measures taken: 4.1. In response of displacement of people Syrian Arab Republic to Turkey, they have been provided services such as sheltering, food, health, security, social activities, education, worship, communication and other services in tent cities and containers with related organizations and institutions within the coordination of the Turkish Presidency. 4.2. Syrian citizens have been sheltered in 9 tent cities and a container city established by Turkish Prime Ministry AFAD. Four (4) tent cities in Altınözü and Yayladağı of , 3 tent cities in Reyhanlı, Apaydın and Karbeyaz, a tent city in Caylanpınar of Şanlıurfa Province, a tent city in of Gaziantep Province and a container in Kilis, with a total capacity to shelter 12.000 people, have been established. On 6 August the Turkish Government opened a new camp facility in Akcakale. This camp is already hosting more than 8,000 refugees. There are currently ten camps accommodating Syrian refugees in the country. 4.3. Hot meals have been supplied for Syrian Citizens three times a day. 4.4. However, upon the considerable increase in the number of refugees, the Turkish authorities have decided to accept offers by the international community to share the burden. 5. Assistance provided by EAPC nations and international organisations: 5.1. The United Nations Syria Regional Response Plan outlines the current and future needs for some 100,000 Syrian refugees over six months. Led by UNHCR, the plan is a result of a coordinated effort between seven UN agencies, 27 national and international NGOs and partners, and host governments. 5.2. The UNHCR is providing technical support as well as thousands of tents and tens of thousands of blankets to the refugee camps in Turkey. 5.3. The United Nations Central Emergency Response Fund (CERF) has disbursed 2 million USD for the refugee camps in Turkey. 5.4. Austria has made an offer for assistance listed below: • 25 family tents (cotton); • 480 blankets (200x150cm); • 300 kitchen sets (family of 5 persons, type A ,IFRC Standard). This assistance, provided by AUSTRIA through EU CP Mechanism, has been meanwhile accepted by Turkey. The equipment was delivered to Adana on 3 May 2012.

5.5. On 06 June 2012 the Republic of Croatia provided a financial contribution in the amount of 50 000 USD to the Prime Ministry Syria Aid Account. 5.6.1. France sent an assistance with: • 75 family tents; • 600 blankets; • 216 kitchen sets. This assistance was provided through EU CP Mechanism and was delivered to Turkey on 5 May 2012. 5.6.2 On 13 August 2012 France sent additional assistance to the Adana Centre in Turkey consists of: • 240 family tents; • 1.020 blankets; • 488 kitchen sets.

5.7. On 17 April 2012 Hungarian authorities made an offer through the European Civil Protection Mechanism, which has been accepted by the Turkish Authorities. The offer consisted of: • 5.000 blankets; • 709 bed sheets. The cargo with these items departed from Hungary on 30 May and arrived at the International Disaster Delivery Centre in Adana on the 3 June 2012.

5.8. Israel has offered mostly medical aid to Syrian refugees in Turkish camps.

5.9. Norway has sent a financial contribution in the amount of 10 mln. Norwegian crowns (approx. 1,25 mln. €) to support the setup of refugee camps in Turkey to the Turkish Red Crescent via the Norwegian Red Cross. 6. Point of entry: A NEW POINT OF ENTRY ESTABLISHED AT GAZIANTEP AIRPORT.

6.3. For aid that will be sent by road, coordination in advance is necessary with Turkish Disaster and Emergency Management Presidency. Aid should be sent only after the authorization of the Presidency is received. It is important that assistance is delivered to the centres mentioned above. Assisting countries should apply to the Ministry of Foreign Affairs of Turkey.

6.4. With a view to providing a coordinated response to the stricken nation’s requirements, nations in a position to meet these demands, in full or in part, are invited to coordinate closely with UN OCHA and the UNHCR and to reply to the Ministry of Foreign Affairs of Turkey, with an information copy to EADRCC, by any of the communication means listed above and below.
