This agency’s standard is fortified even more with the thrust of H. E. President Benigno Simeon C. Aquino III for the workforce of Philippine government bureaucracy to zealously work and walk in this path. In the performance of its tasks, this principal law office of the Government in extending free legal assistance to indigent persons in criminal, civil, labor, administrative and other quasi-judicial cases, does its share in paving the road toward the attainment of the Aquino administration’s quest for a nation that is free from the shackles of poverty and claws of corruption, whose realization requires sacrifice, honest and effective governance from the people in the bureaucracy. His Excellency President Benigno Simeon C. Aquino III’s statements both inspire and challenge the whole workforce of the PAO to exceed their best performance yet as public servants. During his inauguration, His Excellency said, “Our foremost duty is to lift the nation from poverty through honest and effective governance”, and in his State of the Nation Address (SONA), he intimated, “We must understand that now is a time for sacrifice.

Matthew Pajares Yngson, Lord of Freckenham, DCPS KCR FRSA Many say that Matthew Pajares Yngson is a multifaceted individual and a proficient person wearing many hats. This is probably because he carries with him more than 20 years of combined technology, television, radio, print, news, entertainment, philanthropic, diplomatic and international business experience starting his career at a very young age and never stopping since. A national of both the Republic of the Philippines and the Commonwealth of Dominica who has gained multi-cultural experiences and influences throughout the years. By the age of 21, he was already one of the youngest movers and shakers in the business, technology and charitable scene. He established www.Iskul.Org (“school org”) in the year 2000 which provided free technology services to students and student organizations from all over the Philippines. It became the largest non-profit student related organization in Asia during its time working with the likes of JobStreet.com, Cathay Pacific and the United Nations Children's Fund (UNICEF) to name a few. Achieving all of this by 2002, he earned acknowledgement as the first Filipino member of the International Society for Technology in Education (ISTE). This also led him to receive recognition from international universities including receiving an Honorary Masters Degree in Science with majors in Applied Science & Technology (honoris causa). He was one of the youngest members of the Philippine Computer Society and the Philippine Internet Commerce Society. Ecolabeling program and green Procurement policy Pilot Project EX CORPORATION 8 Ecolabeling Program and Green Procurement Policy Pilot Project 8.1 Background and Objectives of the Pilot Project 8.1.1 Background of the Pilot Project The continuous development of policies and systems that aims to care for the environment and the creation of effective instruments for their implementation is a major responsibility of the government. Standard of the ISO (International Standard Organization) 14000 series are concerned with complex environmentally oriented management, which includes ecolabeling (ISO14024). When Republic Act No.9003 known as the “Ecological Solid Waste Management Act of 2000”, was approved on 26 January 2001, the ecolabeling program (ELP) of the Philippines was given a legal basis. Article 4 of Section 27 states that “DTI shall formulate and implement a coding system for packaging materials and products to facilitate waste recycling and reuse.” But prior to this, the Department of Trade and Industry (DTI), through its Bureau of Products Standards (BPS) and the Private Sector Participation in Managing the Environment – Environmental Management System Module (Prime Module 3), already adopted a plan for the development of the National Products ecolabeling program. Clean and Green Foundation Inc. (C&GF) was designated as secretariat of the ELP through a Memorandum of Agreement signed by the members of the ELP Board, headed by BPS-DTI and Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR), last 7 March 2001.
