Infrastructural Inequalities | 1 Colonial Infrastructures in the Galilee: Between Disruption and Continuity Undoing Indigenous Infrastructures In June 1963 the construction of Karmiel – a Jewish city in Israel’s Galilee region (Fig. 1) – was well underway. By then, the Israeli Knesset (parliament) had authorised the expropriation of over 5000 dunam of land from Palestinian villagers in the western Galilee and scores of mainly Palestinian construction workers were hard at work to lay the foundations for the arrival of Jewish immigrants to the new town.1 For those who lost their land and livelihood for the beneﬁt of the Jewish settlement, these were turbulent times. In the following excerpt from the Israeli newspaper Ma’ariv, a Jewish reporter describes an impromptu encounter with two Palestinian men against the backdrop of Karmiel’s advancement (Fig. 2). We were sitting on a grey rock in Beit HaKerem Valley and smoking cigarettes with two friends-for-a-moment, native to this valley. We were looking at the compressor stationed far from us, thundering like an upset giant and spewing black smog. The echoes of its blasts were hammering, biting at ﬁelds of rock, disseminating faraway, reverberating atop barren hills. “Soon they are going to blast there,” said the young mustached man from the village Nahef. “We used to do a lot of rock blasting here,” said the old man from the village Bi’na — “but not with compressors.

The need to meet a close deadline, the imposition of a restricted budget and the important length of the tunnels, imposed to find a balanced solution between costs saving and speed, by exploiting the skills of the constructor in digging and also its experience with proven and flexible lining methods. With regards to the lining phase, the choice of classical self-supporting formwork system is a key point to reach the targets making the most of the efficiency achievable with manpower and construction phases overlapping. 1 The Gilon Tunnel The Acre -Karmiel (or Akko-Carmiel) railway project (2,8 billion ILS) is part of the Netivei Israel plan, a 27,3 billions ILS project to promote a more balanced distribution of the population, economic activities and social condition between the central region of the country and the North and South regions of Negev and Galilee. The project is based on the commitment to make closer and accessible the various part of the country by creating a faster and more widespread transportation network.

1 FACT SHEET iataskforce.org Topic: Economy Updated: June 2014 General2 While the Arab economy is ostensibly integrated into the national economy of Israel, in practical terms it is largely segregated. There are considerable differences in the level of economic development in the Jewish and Arab sectors. These differentials are reflected in statistics on income, employment, economic development, industrialization, and socio-economic status. One of the causes is the low level of industrialization in the Arab economy compared to the Jewish one. At the time of the establishment of the state in 1948, most of the Arab population that remained in Israel worked in farming, in contrast to the more highly industrialized Jewish economy. Nevertheless, government policy appears to be a major cause of inequality in socio-economic development between Jews and Arabs. The Arab population is concentrated in areas, such as, the Galilee, the Triangle, and the Negev, that are considered to be on the periphery. Due to the fact that the centers of employment were elsewhere, Arabs had to look for work outside their towns of residence, which gradually turned into “bedroom communities.” The main features of government policy have been expropriation of economic resources such as land, and significant discrimination in the allocation of national economic and social resources. The Arab population has become almost completely dependent on Jewish concentrations of economic activity, and lacks real representation in government decision- making on economic development
