Ben Ikin Sept 17 2020 Senior Statutory Planner | Development Appraisal Hobart City Council PO Box 503 HOBART 7001 Mawson Place Memorial for Mertz and Ninnis Dear Ben The Mawson’s Huts Foundation in partnership with the governments of Switzerland the UK is seeking permission to erect a memorial in honour the only two casualties of the 1911-14 Australasian Antarctic Expedition (AAE) led by Dr (later Sir) Douglas Mawson. The two men who perished were Belgrave Ninnis, a British Army Officer and Dr Xavier Mertz a Swiss mountaineer. Both spent time in Hobart prior to the AAE’s departure and worked on the waterfront in preparation for the departure of the expedition on Dec 2 1911. They were the only two fatalities of the expedition which was the first ever Australian led expedition to Antarctica and the world’s first truly scientific expedition to the continent. The two men gave their lives representing Australia and there is no memorial to the two men anywhere in the world apart from a wooden cross at Cape Denison, East Antarctica, which is rarely seen. The Foundation believes the plaques will not only appropriately honour the two men but further promote Hobart’s heritage and historic links with Antarctica and enhance the relevance of Mawson Place named after the expedition leader. As requested are attached are mock-ups of the placement of the plaques and what they will look like in situ. The Governments of Switzerland and the United Kingdom are contributing to the cost of cost of the memorial along with the Foundation. Both are committed to the memorial which they see as another way of strengthening their relationships with Australia and Tasmania in particular. Switzerland is also working toward the signing of a collaborative agreement with the Australian Government for work in Antarctica through the Australian Antarctic Division which they plan to do at the time of the unveiling of the plaques later this year. The Foundation is also currently engaged in a move to further promote Hobart’s heritage and historical links with the Antarctic to attract more tourists. The memorial will assist in further promoting those links. I advise that pursuant to Section 52 of the Land Use Planning and Approvals Act 1993, I have granted landlord consent for the lodgement of a development application for this proposal. As discussed with Council officers, in addition to the Council’s responsibility to act as the local planning authority in determining an application for a planning permit; it is also necessary for the Council to consider the use of its land for the proposal from a landowner perspective, separate to the land use planning process. I have been made aware of your desire to conduct an unveiling ceremony for the memorial on November 10th. Whilst the Council will be mindful of the need for timeliness in fulfilling its due processes, I am sure you will appreciate that we cannot accept any responsibility in the event that the Council is unable to finalise its requirements within this extremely short timeframe. In furthering the matter as quickly as possible, I will report to the Finance and Governance Committee In October. In order to do this, I will require the following documentation: • A letter explaining the rationale for the signage; • Site plan; • Scaled representational plans showing the presentation of the plaques, including size, materials and colours, details of the information to be provided on each of the plaques and the means of inclusion/attachment to the existing • Mock ups of what the signage will look like in situ. Site, Location & Context The subject site is located at 3 Argyle St, Hobart (CT 40751/1 – see Figure 1 below) with an area of 4390m2. The signage proposal is for the north eastern corner of the site near the frontage to Davey Street. The land is owned by Hobart City Council. The site is within the Sullivan’s Cove ‘Mixed Use’ Zone and is developed with timber seating, a deck area, the Mawson’s Place Pavilion, a pergola, as well as the two-lane Argyle Street/Morrison Street road reserve. The surrounding area is characterised by a wharf area with boats to the north east, a working port with boat trip departures to the south east, and commercial and tourism uses north west and south west of the site (including several museums). Requirements and provisions of the Sullivan’s Cove Planning Scheme The site is zoned Sullivan’s Cove ‘Mixed Use’ under the Sullivan’s Cove Planning Scheme 1997 (the ‘Scheme’) as shown below in Figure 2. The site is listed as a place of archaeological sensitivity (as per Figure 5a of the Scheme); the Mawson’s Place Pavilion as a key site within the Sullivan’s Cove area; and the site is affected by the Royal Hobart Hospital Heliport Airspace Protection Inner Area (64.5m AHD). The site is zoned Sullivan’s Cove ‘Mixed Use’ under the Sullivan’s Cove Planning Scheme 1997 (the ‘Scheme’) as shown in the figure below: Figure 2: Zoning of the Subject Site (source: Sullivan's Cove Planning Scheme 1997). The proposal will need to be assessed against Schedule 4 of the Planning Scheme, as the Schedule applies to the construction, putting up for display or erection (development), and the continuous display (use) of all signs in the Sullivan’s Cove Planning Area. According to signage types listed under Clause 25.6 (page 126) of the Planning Scheme, the proposed signage is classified as a ‘Wall Sign’, defined as follows: A sign painted on or attached parallel to the wall or door of a building. Under Section 25.14, ‘Requirements for Signs’, Table 25.1 of the Schedule provides acceptable solutions and alternative performance criteria to categorise signage. Those for ‘Wall Sign’ signage are defined as follows: 25.1 Acceptable Solutions and Alternative Performance Criteria – Wall Signs Acceptable Solution Performance Criteria • A single sign per building; • Maximum vertical dimension 500mm or 5% of height of building wall, • Maximum vertical dimension of whichever is greater; 300mm; • Maximum horizontal dimension • Maximum horizontal dimension of 4000mm; 2000mm. or Page 2 • On a contemporary building, or an extension on a place of cultural significance that is not itself of cultural significance, a maximum area of all wall, window and banner signs of 7% of the area of the façade. As the proposed signage which consists of three bronze plaques, with two having a total dimension of 302mm horizontal x 215mm vertical each and the A3 sign a total dimension of 425mm vertical x 302mm horizontal each, the proposal will not comply with the Acceptable Solution and will therefore need to meet the Performance Criteria.
