Although bestowed with copious average annual rainfall of more than 3000 mm and also endowed with large surface water resources, only a small portion of the available resources is being utilized. To overcome the paradoxical situation, a proper understanding of the disposition, extents, characteristics, status of resource and quality aspects of the water-bearing formations, is required to ensure judicious and planned utilization of this precious natural resource and its long-term sustainability. Detailed aquifer mapping studies in Kerala State were taken up with this objective, prioritizing study of the Over exploited and Critical blocks along with Coastal aquifers during the Twelfth plan. The report titled “Mapping of hard rock aquifers systems in Chittur and Malampuzha Blocks of Palakkad district, Kerala” gives a complete and detailed scientific account of the various aspects of the hard rock aquifers in the area including its vertical and horizontal dimensions, flow directions, quantum and quality of the resources, of both - the shallow and deeper zones of the hard rock aquifers in Chittur and Malampuzha blocks. Voluminous data were generated consequent to hydrogeological studies, ground water regime monitoring studies, exploratory drilling, geophysical studies etc carried out in the area, are incorporated in the report. The information is further supplemented by documenting all the relevant available data collected from concerned state department. It portrays the various ground water issues pertaining to the area alongwith recommendation for suitable interventions and remedial measures. Thus it provides a total and holistic solution to the water security problems in the over exploited and critical blocks of Palakkad district. This document has been prepared under the guidance of Dr. N.Vinayachandran,Scientist D & Nodal Officer, National Aquifer Mapping Studies in Kerala, Central Ground Water Board and through the sincere and painstaking efforts of Sh.S.Singathurai, Scientist B, Dr. S.Shakti Murugan, Assistant Hydrogeologist, of the Central Ground Water Board, Kerala Region, Trivandrum. A sit‐in agitation started by Adivasi residents of the area in 2002, soon after the company set up a beverage bottling plant in the middle of small hamlets and began extracting large amounts of groundwater, is now in its tenth year. The juxtaposition of the various popular, legal and Adivasi accounts of this dispute enables a closer look at the ways in which meanings change as claims originating in contested, layered histories and in the narratives of displacement and exclusion are translated into the stronger languages of social movements and the formal legal system. Much of the particular and situated meanings, critical to the Adivasis’ experience of injustice and their opposition to the operation of the Coca‐ Cola plant, have been eclipsed in the accounts of their many committed supporters, more often than not, in pursuit of justice for the Adivasis. In addition to drawing attention to the practices and processes of literal and conceptual translation, the stories presented here demonstrate that when Adivasi protests against Coca‐Cola are understood on their own terms, in the context of their lives in the place and the stories they tell, the meanings that emerge are quite different from the ones that the available popular and legal accounts convey about these protests.

BIJU (ALATHUR): I bring to the attention of the House a serious problem that struck Alathur Parliamentary constituency two weeks back. Following heavy rainfall in Tamil Nadu, water was released from Aliyar Dam situated at the Kerala-Tamil Nadu border into my constituency resulting in serious damage. Without proper intimation and understanding the consequence of such an act, 45,000 cusec of water was released per second. This affected the Moolathara regulator and the associated Left Bank Canal (LBC) and Right Bank Canal (RBC) that distributed water to twelve gram panchayats in my constituency. With sudden inflow of water with immense pressure RBC was completely shattered. With this disaster, Kozhinjampara, Vadakarapathy, Erithyanpathi, Poplpulli and Elapulli gram panchayats wee completely affected. Today the reservoir situated between Aliyar Dam and Moolathara regulator is completely submerged in water. With the rapid inflow of water, agriculture was severely affected. Roads, bridges and houses were destroyed. One man lost his life. Hence, I request the Government to take immediate measures to rebuild Moolathara regulator and recover the function of RBC so that the second rotation of crops can be done without fail. This is of utmost importance as a large number of people of my constituency are farmers and rely on agriculture as their sole source of income. My constituency is also renowned for paddy cultivation and, if affected, will disturb the contribution of rice production in Kerala.
