FEEDBACK TUTORIAL LETTER ASSIGNMENT 1 SECOND SEMESTER 2017 APPLIED ROAD SAFETY AND INFRASTRUCTURE MANAGEMENT [ARM721S] 1 Dear students, Introduction This tutorial letter is written in order to provide you with feedback relating to the first assignment – Applied Road Safety and Infrastructure Management. The students were expected to present their work in the following format: 1.1. Introduction The students were expected to give an overview of the Namibian transport sector. 1.2. The major players in the Namibian transport Sector The students were expected to give an overview of the roles and responsibilities of the major players in the Namibia transport sector. In addition, the students were expected to find out how effective are the mentioned major players in their role with regards to road safety and/ or infrastructure management in Namibia. The MVA Fund continues to educate the public on road safety and prevention measures. This is done through various forms of communications; these include radio, and highway billboards. Road safety campaigns 1.2.2. The Roads Authority (RA) Its mandate is to manage Namibia’s national road network with a view to achieving a safe and efficient road sector. The Management of the proclaimed road network includes the planning, designing, construction and maintenance of the national road network. It also involves quality control of materials and supervision of work contracted out, the operation of road management systems, prevention of excessive damage to roads, as well as other functions assigned by the Minister Ministry of Works and Transport (MWT) relating to traffic and transport regulations. NamPort NamPort, operating as the National Port Authority since 1994, manages both the port of Walvis Bay and the Port of Luderitz in Namibia. The Port of Walvis Bay is situated at the west Coast of Africa and provides an easier and much faster transit route between Southern Africa, Europe and the Americas. The Port of Luderitz, located to the Southern Coast of Namibia caters for Southern Namibia as well as providing access to markets in the Northern Cape of South Africa. Namibian Ports Authority also manages a Syncrolift (dry dock facility) with vessels up to 2000 tonnes that can be lifted for repairs. NamPort operates 2 floating docks with lifting capacity of 8000 tonnes each. TransNamib Holdings (Pty) Ltd Our railway lines stretch from the South (South African border) to the Northern part of our country (Angolan border) and from the central part of the country to the coastal towns of Swakopmund, Walvis Bay and Luderitz. On the eastern and north eastern side, the railway line stretches up to Gobabis and Grootfontein respectively, providing an intermodal to neighboring countries via the Trans- Zambezi, Trans-Cunene and Trans-Kalahari highways. TransNamib promotes developmental initiatives to carry maximum freight task movement on various corridors and strategic locations in the SADC region, especially in supporting land-locked countries and provision of linkages to habours for countries such Botswana, Zambia and Zimbabwe. TransNamib Holdings Limited is the national surface carrier of Namibia – a leader in provision of rail and road transport solutions within and across the border of the country. “TransNamib” was established in terms of the National Transportation Service Holding Company Act, 28 of 1998, and is the success or of the former TransNamib Ltd. All shares in TransNamib are owned by the Government of the Republic of Namibia, who also exercises non-regulatory control through the appointment of the Company’s directors. Namibia Airports Company Ltd (NAC) The Namibia Airports Company (NAC) Limited was established in terms of the Airports Company Act 25 of 1998. The NAC is a state-owned entity/enterprise and its portfolio ministry is the Ministry of Works and Transport. NAC, the gateway to Namibia, commenced operations on 05 February 1999 and have went on to pride itself on providing unprecedented safety and security at all its airports. Since its existence, NAC has made remarkable strides in airport development and management.
