July 2014 CONTENTS 1 Summary 2 Housing Land Supply 3 Commentary 4 Monitoring data Appendix 1 - Site Schedules Appendix 2 - Past Completions Data Appendix 3 - Previous Land Supply Data 1.0 SUMMARY 1.1 This is the Vale of Glamorgan Joint Housing Land Availability Study for 2014 which presents the housing land supply for the area at the base date of 1st April 2014. It replaces the report for the previous base date of 1st April 2013. 1.2 The JHLAS has been prepared in accordance with the requirements of Planning Policy Wales, Technical Advice Note 1 (TAN 1) and the Guidance Note on the JHLAS process (September 2012), and Welsh Government Clarification Letter (November 2013). Please refer to these documents for details of the requirements for the maintenance of a five year housing land supply in each Local Planning Authority area and the process for undertaking the JHLAS. This document can be accessed on the Welsh Government web site using the following link: http://wales.gov.uk/topics/planning/planningstats/housing-land- availability- in-wales/?lang=en 1.3 Section 2 sets out details of the housing land supply and how it has been calculated. It shows that based on the past building rates method set out in TAN 1; this indicates that the Vale of Glamorgan has a 7.3 year housing land supply. Involvement 1.4 The housing land supply has been assessed in consultation with: Home Builders Federation Hafod Newydd Housing Association Barratt Homes Taylor Wimpey Persimmon Homes Redrow Homes Report production 1.5 On the 16th May 2014, the Vale of Glamorgan Council met with stakeholders to discuss in detail matters attaining to the housing land schedule for Vale of Glamorgan. Following this, a Statement of Common Ground was prepared and submitted to the Welsh Government on the 27th June 2014. 1.6 Whilst agreement had been reached by all parties on the site schedule, the HBF disagreed with the use of the past completions methodology proposed by the Council to calculate the housing land supply. This matter was considered by the Welsh Government who concluded that the Council’s proposed methodology accorded with the current JHLA guidance and therefore there was no requirement for this matter to be referred to the Planning Inspectorate for determination. 2.0 HOUSING LAND SUPPLY 2.1 The five year land supply comprises sites with planning permission (outline or full) and sites allocated for housing in adopted development plans, categorised as prescribed in TAN 1. 2.2 The land supply has been calculated using the past building rates methodology because as at 1 April 2014 there was no up to date adopted development plan covering the Vale of Glamorgan Council area. Small Site Completions 2009-10 2010-11 2011-12 2012-13 2013-14 Total 47 23 55 81 54 260 The small sites 5yr allowance is 260 The small sites 5yr annual average is 52 (260/5) 2.5 The overall total 5 year land supply (large and small sites) is 1761 (1501 + 260) 2.6 The new guidance requires that where the adopted development plan has expired before the start of the study period, the past building rates method should be used to calculate the land supply using the 10 years preceding the base date of the study rather than the 5 years preceding the study as in the previous guidance. The 5 year land supply is thus calculated using total completions from 2004 – 2014. This data is set out below.
